Lockport Street Attendees: Steve Preze, Greg Schaefer, Troy Strange, Michael Konrad, Brian Davis, Harold Oliver, and one member of the public. Also: Brian Murphy, Michael Garrigan, and Amy De Boni. The meeting was called to order at 7:36 a.m. by Vice-Chairman Steve Preze. Tim Stetenfeld, Anna Trost, Pat Harbour, Mike Paris, Jon Proulx, and Rick Kaczanko were absent. Public Comments: None. Business Meeting Motion was made by Steve Preze, second by Harold Oliver, to approve the minutes of the July 8, 2014 Meeting. Motion passed (6-0). Motion was made by Steve Preze, second by Troy Strange, to approve the minutes of the October 8, 2014 Meeting. Motion passed (6-0). Michael Garrigan opened the discussion about incentives by providing background on the Village’s approach. Historically, the Village has been fairly conservative with incentives. The Task Force was also provided with samples of Oswego’s and Tinley Park’s incentive policies. The Task Force discussed whether or not the Village’s policy needed to be revised. The consensus was to target locations and types of places that the Village is interested in. Staff will work on a revised policy and bring it to the next meeting. Staff updated the Task Force regarding the Route 30 TIF District. The Village Board recently approved an eligibility study for the corridor by SB Friedman. The Village is also working with a big box store for the Boulevard site. Michael Garrigan updated the Task Force on the Trolley Barn project, the site will be redeveloped. The project has been reviewed by the Historic Preservation Commission and will go before the Plan Commission at the end of the month. Sheffield Consulting hopes to move their offices into the building by early summer. They will apply for a façade grant. Michael Garrigan provided commercial and residential development updates including: " Development of the Meijer outlots. " Activity near Menards. " Ross. " New downtown stores/restaurants  Sovereign, Milette s Cakes. " Residential  162 permits were issued in 2014. Construction is underway at Springbank and Fairfield Ridge. K Hovnanian purchased The Cotswolds in Grande Park. The meeting adjourned at approximately 9:00 a.m.
