A SPECIAL ORDINANCE AMENDING THE ZONING MAP IN THE 3700
BLOCK OF CHESTER BOULEVARD
WHEREAS the zoning map designates a part of the northwest quarter of section 16,
township 14 north, range 1 west, containing 28.829 acres located in the 3700
block of Chester Boulevard, Wayne Township, Wayne County, Indiana, as C-
2 Commercial District, and
WHEREAS it is desirable to change the zoning designation to C-4 General Business
District, to accommodate the establishment of a retail lumber yard,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning designation of the real estate described in attached Exhibit A be and is hereby
changed to C-4 General Busin�1ess District.
Passed and adopted this oday of August, 1993, by the Common Council of the City of
Richmond, Indiana.

EXHIBIT A
Being a part of the Northwest Quarter of Section 16-, Township
14 North, Range 1 West in Wayne Township, Wayne County,
Indiana; and being more particularly described as follows:
Beginning at a concrete post -found at the southeast corner of
the Northwest Quarter of said Section 16, and running thence
north 88 degrees, 56 minutes and 05 seconds west, along the
south line ek said Northwest Quarter, 2364.31 feet to the
southeast corner of a 0.21 acres tract owned by the City of
Richmond, as recorded in Deed Record 286, Page 301 in the
Off Ice of the Wayne County Recorder, Wayne County, Indiana,
witness an iron pipe found 0.82 feet, north 03 degrees, 39
minutes and 40 seconds east of the true corner; thence north
00 degrees, 52 minutes and 00 seconds east, along the east
line of said City of Richmond tract and parallel to the west
line of said Northwest Quarter, 75.0.0 feet to the northeast
corner of said tract, witness an iron pipe found 0.74 feet,
north 08 degrees, 21 minutes and 55 seconds east of the true
corner; thence north 88 degrees, 56 minutes and 05 seconds
west, along the north line of said tract, 189.00 feet to a
point on the west line of said Northwest Quarter; thence north
00 degrees, 52 minutes and 00 seconds east, along said west
line, 422.42 feet to the southwest corner of Fairacres
Addition, as recorded in Plat Book 8, Page 84 in said
Recorder's office; thence south 88 degrees, 55 minutes and 30
seconds east, along the south line of said Fairacres Addition,
2555.31 feet to a concrete post found at the southeast corner
of said Addition, and being on the east line of said Northwest
Quarter; thence south 01 degree, 05 minutes and 50 seconds
west, along said east line, 496.97 feet to the place of
beginning, containing an area of 28.829 acres.
SUBJECT TOE A 15.00 foot drainage easement, as recorded in a
Warranty Deed Dateds February 24, 1981.
ALSO SUBJECT TOE The right-of-way of United States Highway
Number 27, and any easements of record.
This is to certify that the above description and attached
plat were prepared this 4th day of June 1993, from a recent
survey, and are true and correct to the best of my knowledge
and belief.

RE: Ordinance No. 51-1993
Dear Ms. Lundy:
Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing, Tuesday, July 27, 1993, on the petition of
Nicholas and Mary DeLucio, owners; Charles Price and Frank Farmer, agents;
requesting a rezoning from C-2 Commercial District to C-4 General Business District
to allow outside storage at 3311 Chester Boulevard.
Twenty-one notices were sent to surrounding property owners. Three were
returned to this office; one in favor of the request andtwo opposed.
Planning Staff recommended approval of the request because the proposed use,
which necessitates a C-4 zoning classification in order to have outside storage, is
compatible with the existing C-4 zoned automobile dealership sales lot located south
of this parcel.
The Commission voted 9 in favor, 1 opposed to recommend the passage of
Ordinance No. 51-1993 with the stipulation that only the west 1500 feet be rezoned.
