June 13, 1956
The regular meeting of Town Council was held today at 8 P M in the Council Room and
was attended by Mayor Strong, who presided, Coumeilmen Peters, Brown, Waters, Meddin,
Hosti, Lovell, Town Attorney Solms, Jr.,Superintendent Reed, Chief McCutchen, Mr.
Abe Tenenbaum, J. W. Rentiers, E.B. Izlar, Rev. Barfield.
Mr. Izlar requested that First &venue south of Sixteenth Street be paved. He stated
that he bad been connected with the Island in various businesses since 1899,,that he
was 83 years of age and requested that in consideration of his long contact here that
he was requesting Council to grant him a free license to operate his business. Mr.
Izlar was excused.'
Mr. Tenenbaum representing Mt. W. G. Outten, requested that the Town allow the sale of
a whiskey license at the Mayflower Hotel located on Butler Avenue and Sixteenth Street,
he stated that under the Town Ordinance limiting whiskey licenses that there is one
'license available now. It was moved, seconded and passed that the. petition be granted.
Mr. Rentiers protested against the 1956 assessment placed on his property stating that
the building was not completed on May lst, Councilman Hosti stated that Mr. Rentiers
had moved into the building during the month of May.. Mr. Rentiers was excused. Re-
ferred to the Assessment Committee.
Dr. George Pierce protested the assessment placed on his property at Fifth Street and
Second Avenue, referred to the Assessment Committee.
Rev. Barfield requested that a 12 olelock curfew be put into effect as affects
teen agars, Councilman Hosti wanted to know if he was referring to Tybee or out of
town teen agere and the Revir¢Barfield stated that he meant all teenagers, Councilman
Brown suggested that Rev. Barfield serve on the Police Committee. It was decided
that Mr. Solms write to Atlanta to ascertain how they operate• the curfew law in
Atlanta. Rev. Barfield was excused.
Superintendent Reed stated' Mat a number of people do not have proper facilities
for their garbage. The Mayor stated that he would have a letter sent to the residents
informing them of this.
Chief McCutchen reported that the dog problem has come up again. He also stated that
the Rev. Barfield had ridden with him in the Police Car on several occasions observing
the conduct of some of the teenagers.
The minutes of the meeting of May 9th were read and adopted.
Bills for the month of May for General Government amounting to $10,255.83 and bills
for the Water Department amounting to $4,850.83 on motion made were seconded and passed.
Councilman Lovell informed Council that as Mr. Lang has been seriously i11 what was the
opinion of Council in the event that he did not survive, it was decided to bold off on
this for the time being.

Councilman Waters informed Council that Mrs. Curry Robey, who operates the Powers
House on Seventeenth Street, wants the parking space for unloading at her place and
also requested that parking meter #807 be removed. It was decided to take the matter.
under advisement.

Councilman Waters read a letter from the Municipal Planning Board dated June Sth
regarding the petition of James Adams to erect an oyster house on the property of
Frank Dowell located on the Inlet.
Councilman Lovell informed Council that one of the water.meters located on property
of one of the operators of a rooming house on Seventeenth Street, appeared to have
been tampered with and that this is the third time this has happened at this loca-
tion. The meter was sent into Sagannah for a chemical analysis to try and ascertain
what actually happened to it.
Mr. Solna informed Council that there were two suits pending against the Town, one
was a suit of the Duncan Parking Meter Company and the other that of Mark C. Terver,
deceased.

W. stated that he had been approhohed by Mr. Frank Cheatham, Attorney for
Lawrence Sinclair of the Sinclair Plg. Company, informing him that a license had
been issued to Mr. Sinclair on August 10th, 1944 after the Plumbing Ordinance had
been passed requiring examinations and he felt that under the dircumstances a
license should be issued to him now without his having to stand another examination.
It was decided to grant the request.
Councilman Hosti stated that he had. been approached by a concession operator who
wanted to erect some temporary structures on a lot at Atlantic Avenue and the
Strand. He informed him that he would have to erect permanent buildings and also
that his activities would have to pass the action of the Police Committee.
It was moved, seconded and passed that Mr. W.C. Paul be appointed temporary'Plumbing
Inspector during the illness of Mr. Lang and that his pay wottli be based on the
fees which he collects for plumbing inspections.
Councilman Hosti stated that Mr. Pertain who had been appointed electrical inspector,
decided not to take the position unless he would be paid $25.00 per month, plus Y�
whatever fees he collected, this on a temporary basis. It was moved, seconded and
passed that the request be granted.
Councilman well asked what decision had been made as to whether or not "Atlind"
Prefabricated Houses would be'permitted to be erected. Mr. Strong stated that he
had not had a chance to check on it up to this time.
Councilman Hosti informed Council that by the time that the paving program was
completed it would probably coat $15,000.00.
Mr. Solms stated that he had assessed a fine of $102.00 in Police Court against
doe McDougald and requested that $50.00 of this fine be refunded to him. It
was moved, seconded and passed that this be granted.
A protest was read from Mr. Joseph J. Hutton against the speeding of autombbiles
on Butler Avenue and especially at night and also promiscuous playing of ball
games on the beach which were annoying and dangerous to other persona.
Mr. Ralston Mingledorff requested permission to shoot fireworks on July 4th in
front of his residence on Tybee Inlet. PBtrmission granted.
It was moved, seconded and passed that effective September 1, 1956 to August 1,
1957 that the Town allow $1,000.00 for a Director of Youth Activities for the
Public School.
It was moved, seconded and passed that the following Ordinance, Opening Center
Street, be adopted.

AN ORDINANCE
AN ORDINANCE TO REPEAL AND REVOKE THE ORDINANCE
PROVIDING THAT NO MOTOR VEHICLE. OR. OTHER VEHICLES
SHALL BE PARKED AT ANY TIME ON THAT PORTION OF_
CENTER STREET IN THE TOWN OF SAVANNAH BEACH,
TYBEE ISLAND, GEORGIA, BETWEEN BUTLER AVENUE
AND THE STRAND; AND FOR OTHER PURPOSES.
BE IT ORDAINED by the authority of the Mayor and Councilmen
of Savannah Beach, Tybee Island, Georgia, and it is hereby or-
dained by the authority of the same, that from and after the
passage of this Ordinance, the Ordinance created and adopted
on June 12, 1947, which provides that it shall be illegal for
any person to park any motor vehicle or other vehicle, on any
portion of Center Street in said municipality between Butler
Avenue and the Strand, at any time, is hereby repealed and
revoked.
BE IT FURTHER ORDAINED by the authority aforesaid that
that portion of Center Street in said municipality between
Butler Avenue and the Strand, shall be governed under all
general ordinances covering like and similar streets in
the municipality.
BE IT FURTHER ORDAINED that all ordinances and parts of
ordinances in conflict herewith be, and the same are, hereby
repealed.
