A SPECIAL ORDINANCE AUTHORIZING THE REQUEST OF THE URBAN
ENTERPRISE ASSOCIATION OF RICHMOND, INC., TO BE CONSIDERED
FOR AN ADDITIONAL FIVE-YEAR TERM BY THE STATE URBAN
ENTERPRISE ZONE BOARD
WHEREAS the Urban Enterprise Association of Richmond, Inc., exists to:
1. Provide new employment opportunities and revitalize the geographic area
designated the Richmond Enterprise Zone herein referred to as "Zone",
2. Coordinate developmental activities in the Zone,
3. Serve as a catalyst for Zone development,
4. Promote the Zone to outside groups and functions,
5. Establish a formal line of communication with residents and businesses in
the Zone, and
6. Act as a liasion between residents, businesses, the City of Richmond, and
the State Enterprise Zone Board for any developmental activities that may
affect the Richmond Enterprise Zone or Zone residents,
WHEREAS the Urban Enterprise Association of Richmond, Inc., has been in existence
since January 1, 1983, and has functioned within the City of Richmond
Enterprise Zone to stimulate economic development, aid existing businesses,
and work with neighborhood groups to improve the physical and social
environment in the Zone,
WHEREAS local businesses and Zone residents have benefitted from tax credits from living
within the Urban Enterprise Zone,
WHEREAS the continuation of an Enterprise Zone in the City of Richmond would serve the
best interests of the City, the residents and businesses within the Zone, as well
as the City of Richmond, and Wayne County, Indiana,
WHEREAS the State of Indiana has enacted legislation, pursuant to Indiana Code 4-4-6.1-3,
wherein the State Urban Enterprise Board may, with the consent of the budget
committee, renew an Enterprise Zone for a period of five years, and
WHEREAS the City of Richmond through the Urban Enterprise Association of Richmond,
Inc., must request the State Enterprise Zone Board to extend the Richmond
Enterprise Zone for an additional five years,
NOW, THEREFORE, be it ordained by Common Council of the City of Richmond, Indiana that
Common Council through the Urban Enterprise Association of Richmond, Inc., request the State
Urban Enterprise Zone Board to extend the Richmond Enterprise Zone for an additional five years
to, and including, December 31, 1998.
