MEETING MINUTES
APRIL 6, 2015

CALL TO ORDER,ROLL CALL,PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were
present. Mayor Collins led the pledge to the flag. There were approximately 40 persons in the
audience.
PRESIDENTIAL COMMENTS
Mayor Collins proclaimed April 24, 2015 as Arbor Day.
TRUSTEES COMMENTS
Trustee Fay encouraged residents to vote in tomorrow's consolidated election.
Trustee Racich expressed concern regarding the victimization of residents and seniors and
cautioned everyone to beware of scams.
PUBLIC COMMENTS (3—5 Minutes)
Panorea Bakutis, Director of Admissions at Robert Morris University, stated that Robert Morris
University is offering Community Residency Grants to adult residents of Plainfield.
Mrs. Vicki Polito encouraged everyone to attend a town hall meeting held by Senator Bertino-
Tarrant on Thursday.

Trustee Fay moved to approve the Agenda. Second by Trustee Peck. Vote by roll call.

2) CONSENT AGENDA
Trustee Fay moved to approve the Consent Agenda to include:
a) Minutes of the Board Meeting held on March 16, 2015.
b) Bills Paid and Bills Payable Reports for April 6, 2015.
c) Resolution No. 1710, urging the Governor and General Assembly to protect full
funding of Local Government Distributive Fund Revenues.
d) Reduction of an Improvement Bond for Fairfield Ridge from $242,319.47 to the
new amount of$124,455.10.
Second by Trustee Lamb. Vote by roll call. Racich, yes; Bonuchi, yes; Fay, yes; Lamb, yes;
Peck, absent. 5 yes, 0 no. Motion carried.
Trustee Racich asked how much money is the Village expected to lose if the Governor cuts the
funding. Administrator Murphy stated the Village will lose approximate $2 million.
3) DOWNTOWN FARMERS MARKET
Trustee Fay moved to remove this item from the table. Second by Trustee Peck. Vote by roll
call. Racich, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, absent. 5 yes, 0 no. Motion carried.
Trustee Fay moved to approve the annual Farmers' Market as a temporary outdoor use at the
southwest corner of Lockport Street and Route 59 from June 6, 2015 to September 26, 2015.
Second by Trustee Peck. Vote by roll call. Racich, yes; Bonuchi, yes; Fay, yes; Lamb, yes;
Peck, absent. 5 yes, 0 no. Motion carried.
4) RIVERWALK INDUSTRIAL CONDOS (PC CASE#1674-122314.SPR)
Trustee Fay moved to approve the site plan review for the project known as Riverwalk Industrial
Condos at 24044 W. Riverwalk Court, subject to the stipulations noted in the staff report.
Second by Trustee Racich. Vote by roll call. Racich, yes; Bonuchi, yes; Fay, yes; Lamb, yes;
Peck, absent. 5 yes, 0 no. Motion carried.
5) WILL KANKAKEE REGIONAL DEVELOPMENT AUTHORITY
Trustee Lamb moved to adopt Ordinance No. 3210 authorizing the ceding of private activity
bonding authority to the Will Kankakee Regional Development Authority. Second by Trustee
Bonuchi.
Mr. Andrew Hamilton, Executive Director of the Will Kankakee Regional Development
Authority, stated that they are respectfully requesting consideration for the transfer of the
Village's 2015 Home Rule Volume Cap for economic development and housing projects.
Administrator Murphy pointed out that the volume cap is not actually money. Volume Cap
offers the ability for potential borrowers to issue tax exempt bonds based on their qualified
project.

Trustee Fay moved to allow temporary storage and sale of mulch at Bucky's from the date of
April 7 through October 15, 2015. Second by Trustee Racich. Vote by roll call. Racich, yes;
Bonuchi, yes; Fay, yes; Lamb, yes; Peck, absent. 5 yes, 0 no. Motion carried.
BUILDING DEPARTMENT REPORT
Mr. Dean Marquez presented the Operations Report for February, 2015.
PUBLIC WORKS REPORT
Trustee Fay moved to authorize the Village President to approve the engineering services
contract for Bridge Maintenance to Strand Engineering, Inc. for an amount not to exceed the
total cost of$13,200.00. Second by Trustee Peck. Vote by roll call. Racich, yes; Bonuchi,
yes; Fay, yes; Lamb, yes; Peck, absent. 5 yes, 0 no. Motion carried.
Trustee Fay moved to authorize the Village President to approve the Phase 1 and 2 Engineering
Service Agreement to Hampton, Lenzini and Renwick, Inc. for the 127th Street and 248th Avenue
Bike Path/Traffic Signal work in the amount not to exceed $45,531.00. Second by Trustee
Bonuchi. Vote by roll call. Racich, yes; Bonuchi, yes; Fay, yes; Lamb, yes; Peck, absent.
5 yes, 0 no. Motion carried.
Trustee Fay moved to authorize the Village President to approve the Intergovernmental
Agreement related to the 127th Street Resurfacing Project between the Wheatland Township
Road District and the Village of Plainfield for the construction cost of$51,813.25 plus
engineering fees. Second by Trustee Peck. Vote by roll call. Racich, yes; Bonuchi, yes; Fay,
yes; Lamb, yes; Peck, absent. 5 yes, 0 no. Motion carried.
Trustee Fay moved to waive the bidding and authorize the purchase and installation of
approximately 220 parkway trees at a total cost not to exceed $75,000 from the Suburban Tree
Consortium. Second by Trustee Racich. Vote by roll call. Racich, yes; Bonuchi, yes; Fay, yes;
Lamb, yes; Peck, absent. 5 yes, 0 no. Motion carried.
