Glenn Clerk Treasurer Greencastle Common Council June 8, 2010 Regular Meeting Minutes 7:00 P.M. Greencastle City Hall Call to Order; Roll Call A. Mayor Murray called the meeting to order at 7:00 PM; upon roll call by Clerk Treasurer Teresa Glenn the following were present: Adam Cohen, Jinsie Bingham, Mark Hammer, Terry J. Smith, and Phyllis Rokicki. Public Hearing - Resolution 2010 -6 A Resolution Reaffirming Resolution 2010 -4 And Declaring An Economic Revitalization Area And Recommended Tax Deduction ( Chiyoda USA Corporation) A. Mayor Murray read the Resolution in its entirety and upon completion of the reading Mayor Murray opened the Public Hearing at 7:10 PM for discussion of this request. Bill Dory, Greencastle Redevelopment Center Executive Director introduced representatives of Chiyoda Industries and shared information regarding Chiyoda and the desire for tax abatement on this expansion. President Adam Cohen voiced his appreciation to Chiyoda's management being present this evening. Councilor Smith thanked Bill Dory for the information provided in packet regarding tax information and employment statistics. Public hearing was closed at 7:17PM upon a motion by Adam Cohen, second by Mark Hammer, unanimous approval. III. Public Petitions and Comments A. None heard. IV. Special Requests A. Noise Ordinance Waivers — DePauw University 1. August 21, 2010 from 10:00 PM to Midnight — Casino Night — East College Lawn tent. 2. August 23, 2010 from 10:00 PM to Midnight — Luau- East College Lawn tent. 3. August 26, 2010 from 9:00 PM to 11:00 PM — Drive -in Movie — Bowman Park 4. August 28, 2010 from 10:00 PM to 2:00 AM — 80's Dance- East College Lawn tent. a. Julia Sutherland present for these requests. These are repeat events. President Adam Cohen asked that consideration be given to the direction in which the speakers are faced. i. Motion by Terry J. Smith to approve as requested, second by Jinsie Bingham, unanimous approval. B. Street Closure — 1. DePauw University -August 28, 2010 from noon to midnight a. College Street from Olive to Hanna. i. Julia Sutherland present for this request. Motion by Mark Hammer to approve, second by Jinsie Bingham, unanimous approval. 2. "Run for Fun" Motorcycle benefit ride — August 28, 2010 from 6:00 AM to 11:00 PM i. Columbia Street from Indiana to N. Jackson a. Lisa Eaton present for this request. She shared that they are hoping to have a "block party" with BBQ and a thank you to Greencastle celebrating their 10' Anniversary of being open. She shared they do not need the Columbia Street Parking lot. Motion by Mark Hammer to approve as presented, second by Phyllis Rokicki, unanimous approval. 3. "Run for Fun" Motorcycle benefit ride kick -off —August 28, 2010 from 6:00 AM to 1:00 PM a. Use of Columbia Street Parking Lot — request withdrawn by Lisa Eaton. V. Department Reports A. Cemetery — Ernie Phillips 1. Adam Cohen shared how well the cemetery looked and that the Memorial Day event was very nice. B. Engineer — C. Fire Department — Bill Newgent 1. Chief Newgent updated Council on energy grant and will know more about this after attending meeting next week. Estimate savings of $3,700 per year. Training site will be rededicated this Saturday at 10:00 AM and will be named in honor of Dr. Alfred Page, invitation to all council to come out and be a part of the festivities. D. Park and Recreation — Rod Weinschenk 1. Rod Weinschenk shared about the Youth Art Around Town Program for students age 11 through 18. Thanked Dessa Frank, Tzouanakis Art Teacher for her contribution to this project. Official Art opening at Robe Ann Park on July 4 and then will travel throughout the City. Any business that would like to display these art pieces please contact the Park and Recreation Department. Aquatic Center is open and going well. Scoreboards have been installed at Big Walnut Sports Park as well as Robe Ann Park. Improvements to drainage at Robe Ann and asked for patience during this time. 125 registered for the Spark program. E. Planner —Shannon Norman 1. Shannon Norman updated Council regarding the new "Green Corner" here at City Hall. During the month of May, courtesy of AWA a video will be running here at City Hall. Storm drain markings are going on this summer to date 50 storm drains have been marked. Also will be re- marking those drains previously marked. Hoping to be complete by end of July. F. Police Department — Tom Sutherlin 1. Chief Sutherlin shared upcoming "boot camp" week for 6, 7 and 8th grade students to come and learn about how to become a police officer. Registration is free and will be held at Robe Ann Park in conjunction with the Parks Department. G. Department of Public Works — Brad Phillips H. Water & Wastewater Department — Richard Hedge I. City Attorney - Laurie Robertson Hardwick VI. Approval of Minutes A. Regular Meeting May 11, 2010 1. Correction to name of City Council Scholarship. a. Adam Cohen moved to approve with correction, Phyllis Rokicki second, unanimous approval. B. Special Session June 1, 2010 1. Motion by Jinsie Bingham to accept as presented, second by Phyllis Rokicki, unanimous approval. VII. Old Business A. Tabled 1. Ordinance 2009 -13, An Ordinance Establishing A Section 9 -49 of the Greencastle City Code Creating A Grease Interceptor/Trap Policy, Second Reading VIII. New Business A. Greencastle Community School Board 1. Appointment by Council a. Mayor Murray thanked all three candidates for their interest in this appointment. Councilor Bingham thanked all three candidates for their participation and with that being said moved to appoint Monica Fennell to serve as school board representative, second by Terry J. Smith, 4 yeas, one nay, Mark Hammer. Motion carried. Councilor Hammer noted that his nay vote was not against Ms. Fennell but that he favored another candidate. b. Phyllis Rokicki asked to speak and thanked all the candidates for their interest in this position and encouraged them all to get involved. B. Resolution 2010 -6, A Resolution Reaffirming Resolution 2010 -4 And Declaring An Economic Revitalization Area And Recommended Tax Deduction (Chiyoda USA Corporation) 1. Motion by Adam Cohen to adopt Resolution 2010 -6, second by Terry J. Smith. Discussion. Unanimous approval. C. Resolution 2010 -7 Downtown Fagade (Laurie Hardwick) — removed from agenda. D. Ordinance 2010 -3 An Ordinance Amending Ordinance 2009 -11, An Ordinance Establishing the Size of the Departments of City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of Certain Other Appointed Officials for the Year 2010, Second Reading 1. Motion by Mark Hammer, second by Terry J. Smith, unanimous approval. IX. Approval of City Claims A. Regular Payables - $177,820.97 B. Direct Payables - $42,111.09 C. May Payroll - $324,003.94 D. Pension Payroll - $18,941.62 1. Motion to approve as presented by Mark Hammer, second by Phyllis Rokicki, unanimous approval. X. 1. Mayor Murray shared information from INDOT regarding State Road 240 and Veteran's Highway traffic signal request, unfortunately the request was denied. 2. Ward meetings beginning with First Ward on June 22 at the Fire Department starting at 6:30 PM. B. Clerk- Treasurer's Report 1. Updated the Council on budget schedule and impact of circuit breaker on budgeted revenues. C. Councilors Reports A. Mayor's Report 1. Councilor Hammer asked Rod how progress is going on Safe Routes Walkway. 2. Councilor Rokicki shared that the she presented the City Council Scholarship and funds can still be deposited to the Putnam County Community Foundation. 3. Councilor Bingham stated that Friends of the Forrest Hill Cemetery is up and running and anyone wishing to make a donation to the fund please contact her or mail to Putnam County Community Foundation. 4. Mark Hammer thanked Barb Bryan for her time and service on the school board. D. Ann Newton asked to speak and thanked the Council for appointing another woman to the school board. XI. Adjournment A.
