July 11,1956 The regular meeting of Town Council vas held today at 8 P Min the Council Room and was attended by Mayor Strong, who presided, Councilmen Peters, Brown, Waters, Hosti, Lovell, Aladdin, Town Attorney Solms, Jr., Chief McCutchen, also by Mr. Spencer Connerat, B.B. Cubbedge, Jos. G. Stovall, Mrs. F.G. Doyle, Sr.,Mrs Julia Hamlet, Mrs. Helen Seiler, B. H. Levy, R. B. Young,Jouis Reed and George H. Hoffman. Judge B.B. Heery administered the following oath of office to John L. Strong for his ensuing term of office. STATE OF GEORGIA CHATHAM COUNTY I, JOHN L. STRONG, do solemnly swear that I will faithfully and honestly perform the duties of Mayor of the Town of Savannah Beach, Tybee Island, Georgia, to the best of my skill and ability, without favor or affec- tion, so help me God. FURTHER, I, JOHN L. STRONG, a citizen of Savannah Beach, Tybee Island, Georgia, and being an employee of the Town of Savannah Beach, and the recipient of public funds for services rendered as such employee, do hereby solemnly swear and affirm that I will support the Constitution of the United States and the Constitution of the State of Georgia, and that I am not a member of the Communist Party and that I have no sympathy for the doctrines of communism and will not lend my aid, my support, may advice, my counsel, nor my influence,; to the Communist Party or to the teachings of communism. Peters Mayor Strong thanked Judge Heery for his kindness in attending the meeting to administer the oaths of office to himself and his board to which Judge Heery stated that it vas always a pleasure for him to partieupate in the activities of the Town Government as he always felt like one of the family, after which he excused himself. Mr. Connerat speaking for the above named group requested Council to give them and others relief for the inconvenience caused them in getting to and from their cottages in their vehicles by the blocking of their driveways in front of their property by the general public parking their ears in these areas and in a great many instances all day long. He stated that the number of the streets North of Fourteenth Street are usually pretty well filled with cars while at the same time areas where the parking meters are located, are to a great extent empty, he also stated that they had requested relief on a previous occasion during the time that Mayor Dutton was in office but that the condition gradually is getting worse. The group was excused. Council wee of the opinion that it was a difficult problem to handle and it was decided that signs would be placed on the various streets showing "NO, PARSING" areas in an effort to see if this would relieve the situation somewhat. The minuter of the Meeting of June 13th were read and adopted. Bills for the month of Jtme for General Government amounting to $3,036.51 and for the Water Department amounting to $1,129.82 and also a balance of $6,538.25 due the Stanley Aycock Company for street paving be paid. Council Meddin called attention to collections in all departments are behind last year and especially licenses and suggested that efforts be made to collect the money that is due. Councilman Brown informed Council that W. E. C. Bobo who operates a Teen Age Recreation Center known as "The Lighthouse ", requested that in as much as this was a new expert- - ment on the island and endeavor to have a place for young people to go, that the 1956 licenses be abated or It was decided to take the matter under advisement. Councilman Lovell informed Council that Mr. Lang, who had been ill expected to be back to work the following Monday. He also stated that Mr. Reed was in the hospital and was to undergo an operation. It was moved, seconded and passed that $500.00 be appropriated to the Savannah Beach Chamber of Commerce. 1 97. Mr. Solms advised Council that the eastern end of Beach Lot 64, Ward 3, now the property of Lennie Simmons, which was an area that the Town had conveyed to the various property owners to within 18 feet west of the sda wall when it was built be quit claim deed had never been done as regards this lot and requested that the Town quit claim the area east of Beach Lot 64, Ward 3, to within 18 feet west of the sea wall to Mr. Simmons. It was moved, seconded and passed that this be done. Mr. Strong called attention to the deed from the U. S. Government conveying pro- perty at Estill Station back to the Town was incorrect. He also stated that it would be necessary to pay Ten (10.00) Dollars to the government to acquire this land. It was moved, seconded and passed that Ten 010.00) Dollars be made payable to the Treasurer of the United States. Mr. Solms informed Council that in connection with the suit of the Duncan Parking Meter Company that he will try to settle the claim with them. He also stated,that in connection with the claim of the Estate of Mark Tarver, through their attorney, Barth Shea, III, that he informed Mr. Shea that the Town had denied any liability in the matter, also that the claim of Mr. L. M. Preston, through his attorney Michael J. Gannam, for compensation for damages in connection with a collision they had with one of the Town's garbage trucks on May lath, 1956, that the Town denies any liability and he referred Mr. Garman to Crawford & Company in Savannah. The Mayor informed Council that he had appointed the following to the Municipal Planning Board: Joseph J. Hutton John M. Brennan T. B. *Carroll Dr. Sam Rosen John C. Toshaoh and also that he had appointed to the Board of Adjustment of the Municipal Planning Board: H. Sol Clark (for a term of three yearsi W. W. Henry (for a term of two years There being no further business, Council Adjourned, subject to the call oftthe Mayor.
