The purpose of this Letter to Council (LTC) is to inform you that the May 2016 Bal Harbour
Village Newsletter was mailed on Wednesday of this week and should begin to arrive in
mailboxes beginning today. As always, the newsletter was mailed to all Village residents.
Attached is a copy of the May 2016 Bal Harbour Village Newsletter.

RESIDENTS ENCOURAGED TO ENJOY BAL HARBOUR PARK
The Bal Harbour Park and the Recreation Center are
important assets to the Village, offering a wide -range of
services to residents of all ages. Located along the Indian
Creek waterway at 96th Street and Bal Bay Drive, the park
features a tot lot playground with swings and a slide for
younger children, a cooling water spray feature, picnic
pavilion, benches, extensive landscaping and a reduced
scale basketball court. The park is open 9 a.m. - 8 p.m.
Monday - Friday and 8 a.m. - 8 p.m. on weekends. The
Recreation Center is open 9 a.m. - 5 p.m. Monday - Friday.
Use of the Bal Harbour Park is only for registered Bal Harbour
residents and their guests and a photo identification card or driv-
er's license is required to enter. Free resident identification cards
are available at the Recreation Center and are renewed every three
years. Guests must be signed in by the hosting resident at entry and
children under the age of 8 must be accompanied by an adult.
Residents can arrange to have private parties in the park by con-
tacting the Parks and Public Spaces Department at least 72 hours
in advance of the event. Please follow all the posted rules and
regulations and be courteous to other residents and guests while
enjoying the Bal Harbour Park. For more information, please call

MESSAGE FROM THE VILLAGE
We hope that you are looking forward to the start of another beautiful summer season in Bal
Harbour Village. Memorial Day weekend officially kicks off the season, and as in years past,
this holiday weekend attracts many visitors to the beaches in our area and our Village certain-
ly experiences the impacts. Additional information on Page 7 may help you prepare for this
busy and festive holiday weekend.
June 1 st marks the start of the Atlantic Hurricane season, which runs through November 30th.
As all of Bal Harbour Village is located in an evacuation area, now is the time to establish
your hurricane preparedness plans. Please review the information and suggestions on Pages
4-5. National Hurricane Preparedness Week is May 15-21, with many entities offering tips for
preparing for the hurricane season.
The Unscripted Bal Harbour Art Access Program had a very active several months culminat-
ing with two well attended recent art events before the Summer break. Page 6 provides a
summary and pictures of both of these events. The Unscripted events will resume in the Fall.
As a reminder, in addition to the many Unscripted special events hosted by the Village, Bal
Harbour residents have free access to South Florida's top art museums and events as well. To

RECENT VILLAGE COUNCIL ACTION
RESULTS OF THE APRIL 13 SPECIAL VILLAGE COUNCIL MEETING
At a special Council meeting held on April 13, the Village Council provided an opportunity
for the public to learn more about the proposed Bal Harbour Shops expansion and for the
public to share feedback about the proposed plans. The vote on the Resolution regarding
the determination of whether the sale of Village Hall to the Bal Harbour Shops as part of their
expansion plan is in the best interest of the Village failed to pass on a 2-2 vote. Given that this
resolution did not pass, no other resolutions or ordinances pertaining to the proposed expan-
sion plans were discussed at the meeting.
RESULTS OF THE APRIL 19 REGULAR VILLAGE COUNCIL MEETING
A Resolution was passed supporting and endorsing the South Florida Parks Coalition Charter.
The Miami -Dade County Board of County Commissioners approved the original Resolution
which created the Parks and Open Space System Master Plan, a 50-year vision for Miami -Dade
County which provides a road map for developing a more sustainable, livable community by
using a comprehensive and coordinated park system as its engine. The South Florida Park
Coalition (SFPC) and Charter was created to help achieve this vision.
A Resolution was passed approving the purchase of a new 2016 Eldorado Advantage Shuttle
Bus and associated costs and authorizing the sale of the surplus Village vehicles. This new
shuttle bus would replace the two current older buses and replace them with this newer
sixteen (16) passenger plus two (2) wheel chair positions bus which is also Americans with
Disabilities Act (ADA) compliant. It will also have GPS tracking to improve service by providing
real-time location information. It is expected that the new bus will be in operation at some
point this summer.
A Resolution was passed approving a conditional use for a temporary place of worship at the
Bal Harbour Shops. A Substitute Motion was made to move the item forward for review of a
major site plan by the Architectural Review Board pursuant to Section 21.322(f) of the Village
Code. The revised resolution would then return to the Village Council for further consider-
ation at the May 17 Council meeting. This revised development agreement will address sev-
eral issues, including correctly listing the square footage and dated plans on the temporary
church as well as compliance with the Anti-BDS ordinance and other possible issues.
According to Florida Statutes, a Resolution means an expression of a governing body concerning matters
of administration, an expression of a temporary character, or a provision for the disposition of a particular
item of the administrative business of the governing body.

BAL HARBOUR LAUNCHES INTO SUMMER WITH LUAU ON SUNDAY, JUNE 5
On Sunday, June 5, 2016, from 11 a.m. to 2 p.m., Bal Harbour Village will present an after-
noon of interactive fun at the Bal Harbour Park. The Launch into Summer Luau will celebrate
the end of school and the beginning of summer. Enjoy a variety of activities, including interac-
tive games and family fun challenges, Polynesian show with interactive dancing, outdoor art
studio, glitter tattoos and a giant water slide. Complimentary refreshments will be served,

2016 HURRICANE SEASON PREPARATION
STOCK UP ON YOUR HURRICANE BEFORE THE STORM

Hurricane season officially runs June 1 to November 30, and as such, Bal Harbour residents
should be prepared. Now is the time to make a plan for you and your family. If you are going
to be away during the hurricane season, insure you have arrangements in place to secure
your home. Purchasing supplies once a storm is threatening is expensive and strenuous.
Shopping for items now eliminates stress and avoids long lines and empty shelves.
IMPORTANT DETAILS
PETS: In addition to food, make sure pets (cats/dogs) have proper identification tags and
properly working pet carriers and leashes.
SHELTERS: Keep maps and numbers of your nearest shelter listed in case of emergency
evacuations (If you have pets call ahead to locate shelters that allow pets).
PHOTOS: Take pictures of your property before and after the storm for insurance purposes.
LANDSCAPE
Pruning trees and shrubs before a hurricane can reduce the debris that may become
airborne. Proper pruning also increases the likelihood that a tree can weather a storm.
Consult or hire a certified, licensed arborist prior to tree pruning. Landscapers hired to
maintain residential and commercial properties must remove all vegetation. Do not begin
pruning or cleanup activities or place trash on the curb during a Hurricane Watch/Warning.
IFASTORM IS IMMINENT
Protect the areas of your home where wind can enter. Secure windows and doors,
preferably with permanent County -approved storm shutters or storm panels. Tape does not
prevent window damage. Bring in lawn furniture, garbage cans, bins and other items that are
not secured and could become airborne. If you own a boat, use double lines at the marina.
If it is trailered and cannot be garaged, stake it to the ground with rope and fill the hull with
water.
Monitor the storm's progress regularly. Visit www.miamidade.gov or call 311 for updates
on services. Depending on conditions, bus, rail, garbage and recycling services, as well as
airport and seaport operations could be affected. Fully charge portable items, such as cell
phone, tools and hand-held devices. Make sure your car's gas tank is full and withdraw cash
that may be needed after a storm.
If an evacuation order is given, you must leave the area and move to a location outside
the evacuation zone. Make sure you take your local identification, so you can return after
the storm. Turn off your electricity at the main breaker. Unplug appliances.
FLOODING
Bal Harbour Village is a coastal community. Storm surge and flooding is possible during
a hurricane. Do not walk or drive near areas of standing water - there could be dangerous
debris and uneven depths that will cause injuries.
EMERGENCIES
Cal1911 only for life -threatening situations. After the danger of the storm is passed,
call police or utility companies immediately to report hazards such as downed power lines
(STAY AWAY FROM DOWNED POWER LINES), broken gas or water mains, overturned
gas tanks, etc. Do not drive or walk through standing water.
For non -emergency general information, call 3-1-1 for 24-hour information during emergency
events such as hurricanes or natural disasters. CALL 9-1-1 only for urgent emergencies like a
crime in progress, a burning building or medical emergency.
MAKE SPECIAL PLANS FOR SPECIAL NEEDS
Individuals within Miami -Dade County who have special needs - and may require additional
assistance during evacuations - can register with the County's People with Special Needs &
Emergency Evacuation Assistance Program (PSN/EEAP). The PSN/EEAP is registration driven
and the locations are not published.
Upon qualifying for the program, a letter of confirmation will be mailed to the special needs
client that will identify their shelter location. The Special Needs Evacuation Centers (SNECs)
are staffed with medical personnel from the Department of Health and/or Jackson Memorial
Hospital nursing staff. The needs of infants, the elderly and persons with disabilities must be
included in your overall plan to be fully prepared for an emergency.

STAFF SPOTLIGHT
JASON ATKINSON, OPERATIONS SUPERVISOR
Since March of 2015, Jason Atkinson has served as the Operations Supervisor in the Village's
Division of Public Works, which is part of the Parks and Public Spaces Department. Mr. Atkin-
son assists the Village with the daily public works, beautification and emergency manage-
ment functions along with special project support activities.
He has nearly 20 years of operational experience with nearly 10 years in supervisory capac-
ities in the public and private sector. Most recently, he was employed by the City of Miami
Beach as Public Works Operations Supervisor. Mr. Atkinson has a wide range of experience
in providing direction and supervision to field staff and crews including experience in Green
Space and Right -of -Way management, strong knowledge of the principles, practices, proce-
dures, equipment and materials used in facility maintenance, irrigation design and mainte-
nance, landscape/arbor care and contract administration.
He also has experience in the installation and repair of water mains, sewer, and drainage
lines, replacing valves, fire hydrants and drainage structures. He has expertise in managing
fleet vehicles and machinery, including repair, maintenance, procurement and supplies.
Mr. Atkinson is a veteran of the United States Army where he served as an Avionics Technician
Paratrooper. He is currently pursuing a bachelor's degree in public administration.

MEMORIAL DAY WEEKEND INFORMATION FOR RESIDENTS
Keep in mind that Memorial Day Weekend begins Friday, May 27 through Memorial Day on
Monday, May 30. Bal Harbour Village certainly experiences the impact of the many visitors
that converge upon our Village, Haulover Park and the neighboring cities during this holiday
weekend.
As in years past, we expect a substantial increase in traffic during the holiday weekend. As a
result, the Bal Harbour Village Police Department has developed an operational plan that will
address the increased volume of visitors to the Village. The Village will have additional police
staffing and directed patrol activities.
Our goal is to ensure the public safety for our residents and visitors and to address the par-
ticular needs created by the increased volume of both vehicular and foot traffic within our
jurisdiction. Here are some useful and important reminders for you and your family:
• Traffic: Residents should expect traffic congestion in the area, particularly during the day-
light hours. Based on the experience over the past several years, peak traffic congestion
occurs on the Sunday of the holiday weekend.
Towing of Unauthorized Vehicles: Residents should be aware that unauthorized vehicles
that may park on your property cannot be removed by Bal Harbour Police Department
(BHPD) wreckers. The vehicle would need to be removed by the towing companies that
each of your associations have privately contracted. The Bal Harbour Police Department will
respond to requests for police assistance.
• Beach Safety: As you enjoy the Village's beautiful beaches, please remember that there are
no lifeguards on duty. As recommended by the U.S. Lifesaving Association, abide by the
most common safety tips - swim with a buddy (if possible), use sunscreen and drink water.
CRIME PREVENTION TIPS
When You Are at Home:
• Use deadbolt locks on all exterior doors. Keep your doors locked even when you are inside.
• Protect windows and sliding glass doors with good locks or other security devices.
• Never let strangers in your home without checking their identification. Call their company if
you are not sure. Install a viewer in your door and use it.
• Use only your first initial in phone books, directories, and apartment lobbies. If you live
alone, don't advertise it.
• Be sensible about keys. Don't put an address tag on your key ring, and don't hide and extra
key under a doormat or flower pot.
• Hang up immediately on harassing or obscene phone calls. If the caller persists, call law
enforcement and the phone company.
• Engrave your valuables with a number recommended by the Crime Prevention Unit.
• Keep valuable items, seldom worn jewelry, stamp and coin collections in a safe deposit box.
• For an extra measure of protection, don't keep large amounts of cash at home.
• Use direct deposit for Social Security or pension checks.
• Keep emergency numbers for police and fire agencies handy.
