A SPECIAL ORDINANCE AUTHORIZING AN APPEAL TO THE STATE
BOARD OF TAX COMMISSIONERS
WHEREAS it has been determined that it is necessary to seek relief from the Property limitations imposed by Indiana Code 6-1.1-18.5-3 because the City of Richmond,
Indiana, Indiana, needs the increase in order to pay for increased utility costs for the ensuin
calendar year that are attributable to utility rate increases, and g
WBER.EAS Indiana Code 6-1.1-18.5-13 (15) authorizes the City to request permission to
impose a property tax levy that exceeds limitations under such circumstances,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that Mayor Roger Cornett is authorized to request to
property tax levy that exceeds the limitations imposed byIndianaCode ry6-1 11impose

that the City needs the increase in order to pay for increased utility costs for 1994 that are act
attributable a utility rate increases that occurred after August 31, 1991, and before September 1
1993, and that when added together amount to an aggregate rate increase of over ten percent.
