Subject: Bal Harbour Critical Incident Operations Plan
This Letter to Council (LTC) is to inform you of the official start of the hurricane season. It
begins June 1st and runs for six months culminating on November 301". The National
Oceanic and Atmospheric Administration "NOAX released its 2016 outlook for this season
and has predicted a "normal season" of approximately 10 to 16 named storms (winds of 39
mph or higher). Of the named storms, 4 to 8 could become hurricanes and 1 to 4 of those
named may develop into major hurricanes — Category 3, 4 or 5 with winds of 111 mph and
up.
According to the NOAA a near -normal season is most likely to occur, with a 45 percent
chance. There is also a 30 percent chance of an above -normal season and a 25 percent
chance of a below -normal season. This hurricane season is more challenging as a near -
normal prediction for this season suggests we could see more hurricane activity than we've
seen in the last three years, which were below normal.
The Bal Harbour Police Department has updated the Village's Critical Incident Operational
Plan and a copy has been provided to you. The purpose of this plan is to guide the actions of
Bal Harbour Village in the actions necessary to prepare for the response to and recovery from
hurricanes, severe weather emergencies and other critical incidents that threaten life and
property within Bal Harbour Village's jurisdiction. Furthermore, the plan establishes the
organizational system for comprehensive emergency management in compliance with
Incident Command System principles (ICS), the National Incident Management System
(NIMS) and this plan is in compliance with the Florida Emergency Management Plan, Miami -
Dade County's Emergency Management Plan and the National Response Framework. The
entire Village Administration has received training in the principles of NIMS and ICS and are
familiar with their responsibilities should this plan need to be mobilized. Under my direction
the Chief of Police is in constant communication with the Miami Dade County Office of
Emergency Management throughout the Storm Season and all necessary precautions and
reasonable preparations are made to ensure the safety of life and property within Bal Harbour
Village.
