Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on April 13, 2015
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Racich,
Trustee Bonuchi, Trustee Fay, Trustee Lamb, and Trustee Peck. Others present: Brian Murphy,
Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Scott
Threewitt, Lead Engineer; Randy Jessen, Public Improvements Superintendent; Michael Garrigan,
Planning Supervisor; Dean Marquez, Building Supervisor; Traci Pleckham, Management Services
Director; and John Konopek, Chief of Police. There were 20 persons in the audience.
Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on
February 23, 2015. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed.

TRUSTEES COMMENTS
Trustee Fay offered condolences to Mayor Collins and his family on the passing of his father-in-law,
Dennis Braswell.
Trustee Bonuchi commented on the upcoming Big Serve event to be held on May 2-3, 2015, and
encouraged everyone to participate. For more information, go to http://www.theBIGSERVE.info.
Trustee Racich commented on the severe weather last Thursday that produced tornadoes and asked
Chief Konopek and Trustee Bonuchi to give a recap on PEMA.

WORKSHOP MEETING
#1 TROLLEY BARN
Mr. Michael Garrigan stated that the applicant is looking for input from the Village Board on their
proposed renovation of the Trolley Barn. The applicant is proposing to renovate the existing building
located on Lockport Street and to restore all four elevations after proceeding with the demolition of
the west wing of the structure. Mr. Garrigan stated that the applicant will be requesting a Certificate
of Appropriateness, Site Plan Review, and a Façade Grant.
Mr. Paul Wojcieszak, applicant, gave a presentation highlighting the overall project, including some
challenges. Mr. Wojcieszak pointed out that there will not be vehicular access to the building from
Lockport Street. Mr. David Schmidt, Schmidt Architects, reviewed the design.
Trustee Fay stated that this is a creative solution for a building that has been underutilized. Trustee
Racich asked if the applicant would be seeking additional funding from the Village other than the
façade grant. Mr. Wojcieszak stated that he will not be requesting any other funding besides the
façade grant. Trustee Bonuchi stated that it is a wonderful project and will be a nice addition.
Trustee Peck stated that he is looking forward to seeing the project come to fruition. Trustee Lamb
thanked the applicant for the presentation and dealing with the challenges.
Staff will continue working with the applicant.

#2 LOCKPORT STREETSCAPE RENOVATIONS
Allen Persons stated that the Lockport Streetscape project was completed 7 years ago and currently
needs some repairs. Randy Jessen reviewed the project scope, schedule, problem areas, concrete
removal process, gum and stain removal, power washing, concrete sealing, and landscape
replacements and updating.
Trustee Fay moved to adjourn to Executive Session as permitted under the Open Meetings Act under
Section 2 (c)(6)to discuss the Sale or Lease of Public Property, and Section 2 (c)(1)to discuss the
appointment, employment, compensation, discipline, performance or dismissal of employees or legal
counsel, not to reconvene. Second by Trustee Peck. Vote by roll call. Racich, yes; Bonuchi, yes;
Fay, yes; Lamb, yes; Peck,yes. 5 yes, 0 no. Motion carried.
The meeting adjourned at 7:45 p.m.
