Lundy, President Richmond Common Council Richmond, IN 47374 RE: Ordinance No. 85-1993 Dear Ms. Lundy: Please advise the members of Common Council that the Richmond Advisory Plan Commission conducted a public hearing, Tuesday, September 28, 1993, on the petition of Gene and Martha Spencer, owners; Richard D. Lee, agent; requesting a rezoning from R 2 One -Family Residence District to C-2 Commercial District for the purpose of retail sales on property located at 4309 National Road West. Four notices were sent to surrounding property owners, none were returned. Planning Staff recommended approval of the request since it is compatible with existing zoning districts in the immediate area and is in conformance with the Comprehensive Plan, which denotes this area as a Special Development Area.
