The petition of the Tybee Civic Club regarding conditions existing in some places on the island was referred to the Police Committee. It was moved, seconded and passed that the September Meeting of Council be held at 4 P.M. in the afternoon instead of 8 P.M. and that the winter meetings continue on this schedule. It was moved, seconded and passed that °the discount for 1955 taxes of Leon Friedman and that 1954 and 1955 discounts be allowed on taxes of Tybrisa Company and Evelyn and the Estate of Ernest J. Haar. There being no further business, Council Adjourned, subject to the call of the .Mayor. Clerk of Council Savannah Beach, Tybee Island, Ga., September 19. 1956. The regular meeting of Town Council, was held today at 4 P M in the Council Room and was attended by Mayor Strong, who presided, Councilmen Peters, Hosti, Brown, Waters, Lovell, Meddin, Town Attorney Solms, Jr., Sergeant Cary, Mr. J. W. Lang, Superintendent Reed, Mr. Frank Peterson,, Mr. Gaines, Sgt. Rose and Sgt. Kieffer. Sgt. Rose and Sgt. Kieffer presented to the Mayor a Certificate of Award commending him for his. efforts in connection with Civil Defense. A movie was shown by Mr. Frank Peterson of the Florida Georgia Tractor Company show- ing the operation of a TD-9 Crawler Tractor and used in the land fill operation for the disposal of garbage. A movie was also -shown by Mr. Gaines of the Company showing the construction and operation of their type of outdoor swimming pool, he quoted various prices based upon the size of the pool. Mr. Gaines was excused _Mr. Lang reported that the sum of $642.00 was owed by delinquent water users and asked what he should do. He was instructed that if these bills are not paid that the water will be cut off. Mr. Lang called attention to a charge against Lynes Realty Company, operators of the Tybee Terrace Cottages, covering damage to a 1' inch water meter in the amount of $26.00 has not been paid. Referred to the Town Attorney. Superintendent Reed reported that the boat ramp on Tybee Inlet had been completed and that it has proven to be a popular place for operators of small boats. He also stated that work had been started on the new playground in Memorial Park. Sgt. Cary reported that Police Headquarters would be moved to the Fort Screven quarters very shortly. The minutes of the meeting of August 8th were read and adopted. Bills for the month of August for General Government amounting to $3,717.47 and bills for the Water Department amounting to $2,157.69 were on motion, seconded and passed. A complaint was made about horses running loose on the island. The Mayor stated he would write letters to the owners of horses requesting them to stop the ptactiee of permitting the animals to run loose. A sample of a Dual Parking Meter was shown to Council. This is a used meter'that is offered by the Farmer Company of Macon, Georgia in lots of one hundred or more, it was decided to wait until Chief McCutchen returned from his vacation and have a look at the meter also before deciding what action to take. Councilman kiaters stated that the Fire Department needed 600 feet of double jacketed fire hose with couplings. After some discussion it was moved, seconded and passed that 300 feet of this hose be purchased at this time at the lowest price. Councilman Waters will handle. Councilman Waters reported that a leak has developed in the roof of the fire station. This will be attended to at once. Mr. Solis stated that the Mark Terver case is still pending and that he had a letter from Miss Stella Akin, Attorney, for Mr. Theodore Schultz regarding the requirement of the Town that he must take an Electrical Examination to do business on the Island, Councilman Hosti stated that he must do it. Mr. Solms stated that the Meyers claim of Twenty ($20.00) Dollars should be paid. It was moved, seconded and passed that this be done. Councilman Brown asked when the new Electrical Code Books would be ready, Councilman Hosti stated that it would not be very long. Councilman Brown brought up the question of pensions or social security for the employees of the Town. This was referred to Town attorney Solms. Mr. Brown also asked what should be done in connection with the Town installing a Municipal Swimming Pool, Council- man Meddin stated that this was something that should be done with private capital. Councilman Hosti stated that the house sewer line on Moore Avenue and Naylor Avenue had caved it and had to be replaced and stated that he had received a bid from the Stanley- Aycock Company for $4,300.00 to do this work. It was moved, seconded and passed the bid be accepted. - Herman Diamond, operator of the 'Surf Club which was destroyed by fire last July, peti- tioned for the cancellation of the $290.00 balance owed by him. It was moved, seconded and passed that if he pays $145.00 of the amount due, the balance would be cancelled. It was decided that any business licenses that were not paid by October 1st that the operators be placed on the docket. A petition was presented by residents and property owners in the area of Bright and 1 1 101 Bryan Streets for a street light. Referred to Council Brown for handling. It was moved, seconded and passed that the 1957 -water bill of Esther M. Cafiero be placed on a standby charge of Twelve ($].2.00) Dollars. The Mayor called attention to the operation of the TD 9 Tractor in the operation of the land fill method of garbage disposal as shown in the movie and also stated that he and Superintendent Reed had inspected this machine and felt that it would take care of the needs of the Town in the disposal of garbage for a number of years. The price quoted with the necessary equipment is $14,743.51, and that they would allow for the, Town's. HD -5 Tractor, $2,143.51, making the machine cost net $12,600■00 de- livered to Savannah Beach and that the Florida Georgia Tractor Company had agreed to • take the Town's note payable at 6 per cent interest and due June 1, 1957. He stated that he could borrow the money from the bank at 4 per cent interest and suggested that $10,000.00- be borrowed from to Bank ih Savannah at 4 per cent interest and the balance of $2,600.00 be paid out of current funds to purchase the Tractor now. It was moved, seconded and passed that this be done and the Mayor was authorized to handle the matter. It was moved, seconded and passed that the following Resolution be adopted: A RESOLUTION WHEREAS, the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia believe that in the interests of economy and in order to improve the operation; of garbage disposal, that a sanitary garbage fill and land improvement method be commenced for the disposal of garbage; and, WHEREAS, in order to properly operate this new land fill and sanitary:gsrbage disposal facility which required long distance hauling and burning of the garbage, new equipment must be purchased. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen, in council assembled, that Savannah Beach, Tybee Island, Georgia, borrow from the Savannah Bank and Trust Company of Savannah, the sum of Ten Thousand (310,000.00) Dollars, with interest at the rate of four (4 %) percent per annum, to be paid on or about December 28, 1956. BE IT FURTHER RESOLVED that the Mayor of Savannah Beach, Tybee Island, Georgia, be authorized to execute the necessary note, and the Clerk of Council to attest the same, and that a copy of this resolution be spread upon the minutes of council and a further copy be furnished to the Savannah Bank and Trust Company of Savannah.
