Subject: Implementation of the Cross -Connection Control Program
The Village will begin to implement the Cross -Connection Control Program on July 1, 2016.
An active Cross -Connection Control Program is a requirement by the Florida Department of
Health as well as the Miami -Dade Water & Sewer Department. This issue is also addressed
within the Bal Harbour Village Code which states:
Sec. 20-2. - Cross Connection Control Program.
The Village hereby adopts by reference and incorporates into the Village Code, Article Vlll,
Chapter 32 of the Miami -Dade County Code entitled "Cross Connection Control Program",
as it may be amended from time to time.
The Cross -Connection Control Program ensures that certified backflow prevention devices
are placed between specific Bal Harbour Village water meters and the service lines of single
family residences, multifamily buildings over three stories (3) tall and commercial buildings
Village -wide. A certified backflow preventer eliminates the possibility of contaminated water
entering back into municipal water system supply lines.
The Parks and Public Spaces Department (PPS) has determined that it is cost effective to
task BSI Online with monitoring the program. BSI Online is an innovative, effective and easy
to use administered program for tracking backflow certification. BSI Online eliminates the
need for expensive backflow software and countless staff hours by automating the tracking
process. BSI Online is currently being utilized by municipalities across the country as an
efficient means of complying with State regulatory agencies. Bal Harbour Village will pay an
annual fee of $495 to participate in this program.
A backflow prevention device is required for the following:
• Any water customer who has an active irrigation meter
• Any building which is more than three stories tall
• Any building that has a booster pump
• Active construction sites
• Marinas

Single family residences and other buildings that require a backflow device will need to install
an approved backflow device if one is not currently installed. A permit from the Bal Harbour
Village Building Department will be required for the installation of a backflow device. It will be
the responsibility of the water customer to choose which company installs their devices and/or
performs inspections and certifications. All costs are the responsibility of the customer. The
following information provides further details:
• Affected properties will be mailed a letter regarding their backflow device certifications
and additional details of the program.
• The majority of the backflow devices within the residential gated community will
require certifications.
• The majority of the large multifamily residential buildings are current with their
certifications.
• All backflow devices must be certified annually by a licensed backflow inspector. A list
of certified inspectors will be provided to all affected properties.
• Compliance letters will be issued by BSI Online, however Bal Harbour Village will
enforce the Code.
• Failure to comply can lead to civil penalties and up to the disconnection of water
service. Enforcement will be regulated by Parks and Public Spaces Department in
conjunction with the Village Code Enforcement Division. The Village will utilize the civil
penalty fee sheet used by the Miami -Dade County Water & Sewer Department.
