HomeMy Public PortalAboutORD 244-08-20_Annual Appropriations FY2021_08182020Instrument p 1652319 Bonneville County Idaho Falls, Idaho 08/19/2020 03:07:33 PM No. of Pages: 1 Recorded for: CITY IONA Penny Manning Fee: $0.00 Ex-Officio Recorder Deputy ___ Index to: ORDINANCE ORDINANCE NO. 244-08-20 AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2020, AND ENDING ON SEPTEMBER 30, 2021, APPROPRIATING THE SUM OF $3,998,500 TO DEFRAY EXPENSES AND LIABILITIES OF THE CITY OF IONA FOR SAID FISCAL YEAR, AUTHORIZING A LEVY OF A SUFFICIENT TAX UPON THE TAXABLE PROPERTY AND SPECIFYING THE OBJECTS AND PURPOSE FOR WHICH SAID APPROPRIATION IS MADE. BE IT ORDAINED by the Mayor and City Council of the City of Iona, Bonneville County, Idaho. Section 1: That the sum of $3,998,500 be, and the same is appropriated to defray the necessary expenses and liabilities of the City of Iona for the fiscal year beginning October 1, 2020. Section 2: The objects and purposes for which such appropriation is made, and the amount of each object and purpose is as follows: ESTIMATED EXPENDITURES: GENERAL FUND $ 1,243,700 WATER FUND $ 2,754,800 TOTAL EXPENSES: $ 3,998,500 Section 3: That a general tax levy on all taxable property within the City of Iona be levied in an amount allowed by law for the general purposes for the said City, for the fiscal year beginning October 1, 2020. Section 4: All ordinances and parts of ordinances in conflict with this ordinance are hereby repealed. Section 5: This ordinance shall be in full force and effect from and after its passage, execution and publication in the manner required by law. U 1652320 Bonneville County Idaho Falls, Idaho 08/19/2020 03:07:33 PM No. of Pages: 1 Recorded for: CIee IONA---� Pennynny Manning Fee: $0.00 Ex-Officio Recorder Deputy _ Index to: RESOLUTION RESOLUTION NO. 2020-03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IONA, IDAHO, RESERVING THE FORGONE AMOUNT FOR FISCAL YEAR 2021 FOR POTENTIAL USE IN SUBSEQUENT YEARS AS DESCRIBED IN IDAHO CODE §63-802, et al. WHEREAS, this Resolution shall amend Resolution No. 2020-02, in which the City Council of the City of Iona reserved the forgone amount for Fiscal Year 2021 that included an incorrect amount. This Resolution stands as the correct forgone amount to be reserved for potential use in subsequent years. WHEREAS, Idaho Code §50-235 empowers the city council of each city to levy taxes for general revenue purposes; and, WHEREAS, Idaho Code §50-1002 requires the city council of each city in the State of Idaho to pass a budget, referred to as an annual appropriation ordinance; and, WHEREAS, Idaho Code §63-802 sets limitations on all taxing district budget requests on the amount of property tax revenues that can be used to fund programs and services; and, WHEREAS, Idaho Code §63-802(1)(a) allows each taxing entity to increase property tax budget amounts by a maximum of 3%, plus an amount calculated based on the value of both new construction and annexation added during the previous calendar year, plus an amount for forgone taxes; and, WHEREAS, Idaho Code §63-802(1)(f) requires that the City adopt an annual resolution to reserve additional forgone amount in order to utilize that amount in subsequent years; and, WHEREAS, the City has met the notice and hearing requirements in Idaho Code §63-802(1)(f) to reserve the current year's increase in the forgone amount; and, WHEREAS, the City intends to reserve $ 8,664 of its current year's increase in allowable forgone amount. NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF IONA, IDAHO, that $ 8,664 of the current year's allowable increase in its forgone amount is reserved and included in the City's total forgone balance for potential use in subsequent years.
