HomeMy Public PortalAbout101-1993 - REZONING - 500 BLOCK SOUTH ROUND BARN ROADA SPECIAL ORDINANCE AMENDING THE ZONING MAP AT 500 BLOCK SOUTH ROUND BARN ROAD WHEREAS the zoning map designates part of the Southeast quarter of section 21, township 16 North, range 14 east at the 500 block of South Round Barn Road as M-2 General Industrial District, and WHEREAS it is desirable to change the zoning designation to M-2 General Industrial Special Use District to accommodate the establishment of a professional office to be used by one to three physicians, NOW, TBEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the zoning designation at 500 block South Round Barn Road more particularly described in Exhibit B be and is hereby changed to M-2 General Industrial Special Use District to accommodate the establishment of a professional office pursuant to Article 34.013 by way of Article 35.011 subject to Article 48 of the Zoning Ordinance. Rheuble. Dr. Rheuble has submitted his offer to Mosey Manufacturing Co., Inc. for the purpose of establishing a medical office to serve industrial needs. Dr. Rheuble grew up in Wayne County, graduating from Centerville Junior and Senior High Schools. Thereafter, he obtained a BS degree from IUPUI and his M.D. degree from Indiana University. Dr. Rheuble completed an internship and residence in family medicine and is certified by the American Academy of Family Practice. It is Dr. Rheuble's intention to build a medical office to be staffed by the equivalent Qf from one to three full time Physicians together with appropriate staff including medical assistants, x-ray technicians, nurses, office and administrative personnel. The primary focus of Dr. Rheubl.e's practice will be to support the needs of the industrial community by providing physicals for industrial purposes, worker's compensation, and drug screening. Dr. Rheuble- also anticipates treating work -related injuries. Although of a secondary nature, Dr. Rheuble will, also serve the family medicine needs of the surrounding neighborhood and community. The real estate for which special use zoning is sought is shown in the attached survey. In general terms, the parcel of real estate lies immediately north of the Natco Credit Union and is bordered on the east by Round Barn Road South. The parcel extends north to within 20 feet, of the open drainage ditch which traverses the property of the petitioner. The Petitioner has agreed to provide an easement. to the drainage ditch for purposes of discharging surface water from the parcel of real estate being scald to Dr. Rheuble. Charles G. Mosey, Chairman of Mosey Manufacturing Co., Inc., requests that the subject property be rezoned M-2 special use for a medical office for the reason that he believes that. such professional and financial services as the credit union and the proposed medical office are necessary for the further industrial development of the properties lying in the M-2 district. Lundy, President Richmond Common Council Richmond, IN 47374 RE: Ordinance_ No. 101-1993 Dear Ms. Lundy: Please advise the members of Common Council that the Richmond Advisory Plan Commission conducted a public hearing, Tuesday, November 22, 1993, on the petition of Mosey Manufacturing Company. Inc, George M. Sowers, agent; requesting a" special use" For a medical office (one (1) to three (3) physicians) on property located in the 500 block of South Round Barn Road immediately North of the Natco Credit Union. The Planning staff recommendation to the Commission was as follows; A" special use" in the M-2 zoning district can be granted by Common Council upon a showing that the use is necessary to serve the needs of the industrial community. The doctors will be providing physical examinations to industrial employees and will be administering drug tests as well as providing care to residents of Centerville and Richmonds' west side. The staff felt that this was an appropriate use in this location and would benefit the community. The Planning Commission voted 9-0 in favor of recommending that Common Council approve this" special use" request with the conditions that the site plan become a part of the ordinance; that drainage plans for the site be prepared to the satisfaction of the Wayne County Surveyor; that landscaping be provided in compliance with the guidelines administered by the Planning Commissions' visual enhancement committee, and that the drive along the North side of the building be reduced to ten (10) feet in width.
