Savannah Beach, Tybee Island, Ga.
November 14th, 1956.
The regular meeting of Town Council was held today at 4 P M in the Council Room and
was attended by Mayor Strong, who presided, Councilmen Hosti, Brown, Waters, Meddin,
Town Attorney Solms, Jr., Superintendent Reed, Chief McCutchen, Mr. J. W. Lang and
Mrs. George W. Pearce.
Mrs. Pearce protested against the assessment placed on her property on Lots 50 C & D,
Ward 2, Mrs. Pearce was excused. Council after considering the matter moved that
the assessment on the improvements be reduced by $1,000.00 effective May 1, 1957
which was seconded and passed.
Chief McCutchen informed Council that Ray Clanton had offered the same trade -in allow -
ance on the new 1957 Mercury Police Car as was allowed on the 1956 model with a trade -in.
He also stated that Officer Fitzgibbon had damaged the 1955 Mercury that would cost
$235.77 to have repaired, and suggested that on the trade that it be made on the basis
that Ray Clanton accept the damaged car and adjust the difference in the cost of the
new Mercury. It was agreed that the Police Committee decide if a 1956 Mercury should
be purchased in place of a 1957.
Superintendent Reed reported that work had been started removing the storm sewer on
Tilton Avenue off of the Richards property and placing it in the street.
Councilman Brown called attention to the soft sand in front of the new school and
suggested that some clay or some substance that would pack should be placed there,
that the shoulders should be built up and also some walkways be constructed.
Mr. Lang reported that there were now eleven (11) delinquent water consumers.
The minutes of the meeting of October 11th were read and adopted.
The Mayor reported that the land fill garbage operation using the T.D.9 Tractor had
been started, representatives of several groups were down, pictures were taken, and
all were well pleased. He stated that the tractor could also be used for other pur-
poses.
Bills for the month of October for General Government amounting to $1,466.30 and bills
for the Water Department amounting to $581.28 were passed on motion made and seconded.
Councilman Waters reported that the roof on the Fire Station should be repaired as
soon as possible. It was decided to hold off at this time.
Councilman Brown presented a bill from Sheriff Harris of Chatham County amounting to
approximately $700.00 covering past due taxes on the Fishing Pier which the Town took
over a while back. The Clerk was instructed to write Sheriff Harris regarding these
taxes.
Councilman Hosti reported that WM. C. Helmly requested that a fire plug be placed
within 500 feet of his cottage to comply with the underwriter's requirements, at the
present time. there is no fire plug within 500 feet of his home.
Mayor Strong called attention that at the present time there is no Pension Plan for
the Town's employees and stated that he had been handling the matter of social security
and thought it was a good thing and also that if the Town's employees did not want
social security they would not have to accept it as an election is held to ascertain
whether it should be adopted or not by the Town employees. It was moved, seconded
and passed that the Town adopt Social Security for its employees.

It was decided that the 1957 City Directory not be purchased at this time.
A letter was read from Mr. Joseph J. Hutton, protesting against the erection of
prefabrieated cabannas, etc.,in the vicinity of Fourteenth Street in the event
that a request is made for a building permit of this type of construction.
The United States Weather Bureau informed the Town that it would be necessary to
maintain an observer at the weather station on one of the gun parapets at Fort
Screven and if this could not be done it would be necessary to remove the station.
Council decided that if the weather bureau woulcarremote the station to a spot adja-
cent to the Town Hall at it's own expense that the Town would be interested in main-
taining observers for it. The clerk was instructed to write a letter to this effect.
The Chapel -By - The -Sea Baptist Church requested permission to erect three signs at
several locations directing worshippers to the church.
Sergeant Harry H. Glisson requested a refund of Twenty ($20.00) Dollars which he paid
for a stubbing fee on Lot 4 A, Ward 3, which would not have been charged to him. It
was moved, seconded and passed that this refund be made.

ORDINANCE
d, AN ORDINANCE TO PROVIDE FOR THE CREATION OF A CIVIL DEFENCE COIIITTEE,
TO PROVIDE FOR ITS DUTIES AND FUNCTIONS, TO PROVIDE FOR THE APPOINTMENT
OF ITS MEMBERS BY THE MAYOR OF SAVANNAH BEACH, TYBEE ISLAND, AND FOR OTHER
PURPOSES.
Section 1. BE IT ORDAINED BY THE MAYOR AND COUNCILMEN OF THE TOWN
OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, in council assembled, and it is hereby
ordained by the authority of the same that a Civil Defense Committee, composed
of the Mayor of the Nunicipality and two other members is hereby created.
Section 2. The Mayor shall appoint the other two members of the,Civil
Defense Committee, whose terms of office shall be for two years and shall run
concurrent with that of the Mayor of the Nunicipality.
Section 3. The duties of the Civil Defense Committee shall be to pro-
mote the Civil Defense of the Municipality, and to coordinate with the State
and National Civil Defense Programs.
Section 4. That all Ordinances or part of Ordinances conflicting with
the provisions of this Ordinance are hereby repealed.

AND OFFICIALS.OF SAID TOWN AND ITS INSTRUMENTALITIES, NOT
EXCLUDED BY LAW OR BY THIS ORDINANCE, THE BENEH'ITS OF TEE
SYSTEMS OF' FEDERAL OLD AGE AND SURVIVORS INSURANCE, AS.
AUTHORIZED BY THE FEDERAL SOCIAL SECURITY ACT, AND AMENND-
MENTS ' THERETO, AND AS PROVIDED FOR IN ACT NO. 82,.GEORGIA
LAWS 1956, APPROVED FEBRUARY 13, 1956, UPON THE BASIS OF
APPLICABLE STATE AND FEDERAL LAWS OR REGULATIONS;' TO
AUTHORIZE AND DIRECT THE MAYOR, OR OTHER CHIEF EXECUTIVE
OFFICERS, TO EXECUTE AGREEMENTS AND AMENDMENTS THERETO
WITH THE EMPLOYEES' .RETIREMENT SYSTEM OF GEORGIA.,, FOR
COVERAGE OF SAID EMPLOYEES AND OFFICIALS OF SAID TOWN
SHALL APPROPRIATE AND PAY OVER FOR EMPLOYER'S CONTRIBU-
TIONS, ADMINISTRATIVE EXPENSES, AND A GUARANTY FUND AS
PROVIDED BY APPLICABLE STATE OR FEDERAL LAWS OR REGULA-
LATIONS; TO PROVIDE THAT SAID TOWN SHALL KEEP RECORDS AND
MAKE REPORTS AS REQUIRED BY. APPLICABLE STATE OR FEDERAL
LAWS OR REGULATIONS; TO EXCLUDE FROM THIS ORDINANCE ANY
POSITION, EMPLOYEE OR OFFICIAL NOT AUTHORIZED TO BE
COVERED UNDER APPLICABLE STATE OR.FEDERAL LAWS OR REGUi4
LATIONS.
BE IT ORDAINED BY THE MAYOR AND COUNCILMEN OF THE TOWN OF
SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, in council assembled, and
it is hereby ordained by the authority of the same as follows:
SECTION 1. It is hereby declared`to be the policy and purpose
of the Town of Savannah Beach, Tybee Island, Georgia, to extend at
the earliest possible date under the agreement entered into by the
State of Georgia and the Federal Security Administration, to the
employees and officials thereof, and its instrumentalities, not
excluded by law or by this ordinance, the benefits of the System
of Old Age and Survivors Insurance as authorized by the Federal Social
Security Act and amendments thereto, including Public Law 761 of the
83rd Congress, and as provided for in Act No. 82, Georgia Laws 1956,
approved February 13, 1956. In pursuance of said policy, and for
that purpose, the Town shall take such action as may be required by
applicable State or Federal laws or regulations.
SECTION 2. The Mayor, or other chief executive officer, of the
town of Savannah Beach, Tybee Island, Georgia, is hereby authorized
and directed to execute .all necessary agreements and amendments
thereto with the Employeest Retirement System of Georgia and offi-
cials as provided for in Section 1 hereof not to include any
employees that are in positions covered by a public retirement
system, in the manner by said' law provided.
SECTION 3. Withholdings from salaries or wages of employees
and officials for the purpose provided.for in Section 1 hereof are
hereby authorized to be made in the amounts and at such times as
may be required by applicable State or Federal laws or regulations,
and shall be paid over to the State Agency.
SECTION L.. There shall be appropriated from the General Fund and
the Water Revenue Fund such amounts at such times as may be required
by applicable State or Federal law or regulations for employer's con-
tributions, administrative expenses, and a guaranty fund to assure
that the State will not incur any debt or -loss as a result of the
agreement referred to in Section 2 of this ordinance. Such funds
shall be paid over to the Ennployees' Retirement System of Georgia
in accordance with regulations established_ by said Agency.
SECTION 5. The Town shall keep such records and make such re-
ports as may be required by applicable State or Federal laws or
regulations.
SECTION 6. There is hereby excluded from this ordinance any
authority to make any agreement with respect to any position, or any
employee or official not authorized to be covered by applicable State
or Federal laws or regulations. °
SECTION 7. This ordinance shall take effect upon its approval
and publication as required by law.
SECTION 8. All ordinances or parts of ordinances in conflict
with the- provisions of this ordinance are hereby repealed.
