The project will create 15,000 square feet of classroom and support area space. The intent is to use this space as training /instructional space as employment needs develop in the region. The initial use will be IT (Informational Technology) training. Total projected project cost is $3.0 million with EDA investment of $1.5 million and the City of Boonville $1.5 million. Project partners include- City of Boonville, University of Missouri University Center for Innovation and Entrepreneurship, State Fair community College. Application submitted by the City if Boonville to EDA Denver Regional Office on 06/13/2013. Application advanced from first review- July 17, 2013. Project under EDA review. Project funded- EDA grant $1,292,961 awarded September- 2013. • Glasgow Sewer Lagoon Cell 1 Sludge Removal Project. Project includes CDBG grant funds to assist in sludge removal costs. Total project cost $1.17 million. Mid -MO RPC completed the environmental review and is the grant administrator on the project. Project construction underway. • Holts Summit Industrial Infrastructure project. CDBG funds totaling $430,000 will pay for a new city street, water and electrical lines, administration, and engineering. Company agreed to create 43 new jobs for CDBG funding eligibility. Private investment from the company accounts for the remaining portion. Mid -MO RPC awarded environmental and administration contracts on project. Total project cost $5,614,600. Project construction complete. Project close-out scheduled February 13, 2014. • New Franklin Sewer project. City awarded $500,000 in CDBG grant funds to support sewer system improvements. Total project cost $1,954,000. Mid -MO RPC completed the grant application and the environmental assessment. We have been selected as the grant administrator. New project grantee meeting held June 25, 2013. Final design and bid specifications and USDA Rural Development legal review underway. • Boone County Manchester Heights Project. County awarded $210,000 in CDBG grant funds to assist with sewer line replacement and connection of Manchester Heights Subdivision to Bonne County Regional Sewer District. Total project cost $488,000. Mid -MO RPC completed environmental assessment and selected as administrator for CDBG funds. Project pre-bid meeting held January, 2014. • Holts Summit Wastewater project. Selected to prepare the environmental review and as CDBG grant administrator for the City's' wastewater facilities project. Environmental review underway. • Phase II- Regional Broadband Study. Second phase of Broadband Planning Initiative underway. This phase focuses on healthcare broadband applications. Organizational meeting held May 9. Second planning meeting held June 27. Technical Advisory Committee meeting held August 23, 2013. Draft plan prepared December, 2013. Technical Committee review December, 2013. Plan complete. Local Government Planning Assistance - Underway Windsor Place: Land Use and Zoning Assistance. Ashland: Planning Commission—Comprehensive Planning. Sturgeon- CDBG Grant — Demolition Holts Summit- Transportation Planning Callaway County- Technical assistance GIS mapping Transportation • Staff has completed the draft update of the Coordinated Public Transit- Human Services Transportation Plan for areas in the region not included within the metropolitan (MPO) boundaries. Public hearing held June 14, 2013. Draft made available for review July - August, resolution approved Board of Directors at August 28, meeting. Plan complete - available for review at www.mmrpc.org • Mid -MO RPC was awarded a grant ($20,000) from the Mo. Developmental Disabilities Council for funding support to undertake an inclusive planning process with the MPOs, transportation providers, state agencies, and public support the service delivery of transportation services to the disabled, seniors, and for employment support for lower income individuals. Planning activities underway. Planning meetings underway- next meeting scheduled for January 30 in Jefferson City. • The Mid -MO RPC Transportation Advisory Committee is in the process of updating the regional transportation needs project list. Activity complete for road and bridge projects. Needs list being reviewed for inclusion of other transportation modes- air, rail, port authority, transit, and ped -biking. • Sidewalk inventories have been completed for all communities (excluding Columbia and Jefferson City) in the Mid -MO RPC region. See www.mmrpc.org website. Emergency Management /Homeland Security • Completed workshops to address Continuity of Operations Planning for local governments in the region. Planning activity recognized by the National Association of Development Organizations (NADO) and received NADO Innovation Award. • Beginning the planning process to assist participating counties with Storm Ready designation. Planning process to assist with preparedness capacities for local governments. Underway. • Completed desktop monitoring report activities for FY09, FY10 and FY11 grant cycles, bi- yearly report, FY10 spending plan, and equipment inventory for the Area F RHSOC. Procurement activities underway for FY11, 12 and 13 grant awards. FY14 work program being developed. • Planning coordination — Region F RHSOC Annual Meeting held October 15. 2013. Quarterly meeting held January 21, 2014. GIS Mapping Activities • City of Ashland Utilities Mapping Project. Complete. GIS Mapping- Community Anchor points. Mapping activity funded through the Missouri Broadband Office. To identify critical community anchor points- (police, fire, education, medical and community infrastructure throughout the six -county region. Project funds $5,000. Associated with the state broadband planning initiative. Project deadline November 15, 2013. Complete.
