HomeMy Public PortalAbout003-1992 - ORDINANCE AMENDING CHAP 154 OF THE RICHMOND CODE BEIORDINANCE NO. 3-1992 AN ORDINANCE AMENDING CHAPTER 154 OF THE RICHMOND CODE, BEING ORDINANCE NO.2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE WHEREAS, the Zoning Map which is a part of Ordinance No. 2325-1968 designates and describes as C-1 Limited Commercial District the property located at 4611 National Road West and 4619 National Road West; and, WHEREAS, it is the intent and purpose hereof, to change the zoning classification of said property from C-1 Limited Commercial District to C-4 General Business District; and, NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond, Indiana, that the zoning classification of Lots Numbered 5, 6, 7, and 8 in Herman F. Pilgrim's Subdivision of a part of the Southeast Quarter Section of Section 21, Township 16, Range 14 East is hereby changed to C-4 General Business District and that said property be regulated in accordance with the Zoning Ordinance of the City of Richmond, Indiana and all amendments thereto. Bell and Joseph Jennings, owners, requesting a rezoning from C-1 limited commercial district to C-4 General Business District on property located in the 4600 block of National Road West The property in question consists of 2 single family dwellings. The petitioners are requesting a rezoning to permit a commercial use on this property which is more in keeping with the character of the neighborhood and which would allow the highest and best use of the land. The zoning is a natural continuation of present C-4 on the west side of the property and serves as a buffer area between the manufacturing zone acrossed the street and the residential zone to the South. Five (5) notices of public hearing were sent to the residents surrounding the site. Two (2) notices were returned to the Plan Department oppossed to the petition. One (1) notice was returned in favor. The Plan Commission determined that the petition complies with the requirements of the Zoning Ordinance and voted six (6) to four (4) to recommend to Council that Ordinance No. 3-1992 be adopted.
