CALL TO ORDER AND ROLL CALL
Elt Hasbrouck, Valley County Commissioner called the Special joint meeting of the McCall
City Council and Valley Commissioners to order at 3:03p.m. Mayor Giles, Council Member
Maciaszek, Council Member Nelson, Council Member Nielsen, and Council Member
Thrower were all present. Council Member Nielsen left at 4:22p.
City staff members present were Anette Spickard, City Manager; Sarah Porter, Deputy Clerk;
Michelle Groenevelt, Community Development Director; Meredith Todd, Assistant City Planner.
Also in attendance were Valley County Commissioners and Staff and City of Cascade Mayor.
WORK SESSION

The Draft Waterways Management Plan was presented by the Logan Simpson consulting team in
a Joint Work Session with the Valley County Board of County Commissioners and Council
members from the Cities of Cascade, Donnelly, and McCall. The objectives of the meeting were
to learn about the Draft Plan's key highlights and public process, ask clarification questions and
provide additional feedback on how strategies were developed, and understand the adaptive
management process prior to adoption. The Waterways Management Plan has been developed
over nearly a year and half of extensive stakeholder involvement, data collection, and public
comment. Multiple agency partners were critical to the plan development, but any potential policy,
management, or regulations would need to be adopted through separate processes. The Plan creates
a planning -level framework for future decision making based on continued collaboration and data
collection. An adaptable management structure addresses continued visitation and changing water
quality with monitoring and indicators for the implementation of data -driven best management
practices and regulations to maintain the desired future conditions of each waterway.
Discussion and comments from Valley County Commissioners and City Council Members were
positive. There was discussion between staff members, Commissioners, and Council Members
regarding the correct process to adopt the Waterways Management Plan. It was determined that
the cities would adopt the plan in their own process once Valley County Commissioners adopt the
plan by Resolution.
