In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee
Bonuchi, Trustee Fay, Trustee Lamb, Trustee Peck, and Trustee Racich. Others present: Brian
Murphy, Administrator; Jim Harvey, attorney; Michelle Gibas, Village Clerk; Allen Persons, Public
Works Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; Traci
Pleckham, Management Services Director; and Anthony Novak, Police Commander. There were 7
persons in the audience.
Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop and Executive
Sessions held on April 13, 2015. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed.

WORKSHOP MEETING
#1 ROUTE 30 PROPOSED TIF DESIGNATION
Mr. Garrigan stated that the Village has retained SB Friedman & Associates to investigate the
eligibility of creating a Tax Increment Finance District along the Route 30 corridor from Renwick
Road to the interstate.
Mrs. Fran Lefor Rood, SB Friedman, gave a presentation regarding the Route 30 Corridor
Preliminary TIF Eligibility Findings and Redevelopment Concepts. Mrs. Rood reviewed the scope of
services, key TIF eligibility findings including paths to TIF Eligibility, TIF Eligibility Methodology,
and Study Area. Mrs. Rood pointed out that the initial findings for TIF eligibility is a Split
Designation (Improved Land—Conservation Area and Vacant Land). Mrs. Rood reviewed
considerations for both designations as well as other required findings and tests. Mrs. Rood pointed
out the next steps including proceeding with designation, develop TIF Plan, and noticing and
approval process.
Mrs. Fran Lefor Rood stated that SB Friedman has worked with Retail Strategies and Lakota
Associates on looking at specific redevelopment opportunities along the Route 30 corridor. Retail
Strategies has identified potential types of end-users that would potentially locate along this corridor,
and based on this information, Lakota Associates drew up a number of alternative development
concepts for a number of parcels along the corridor. Mrs. Rood reviewed several concept plans for
four (4) of the five (5) identified sites. Mrs. Rood pointed out the next steps in the redevelopment
strategy including refining the concepts, presenting the preliminary retail concepts at the ISCS in
May, potentially developing additional concepts on Sites 3 and 5, and preparing a redevelopment
strategy for the Route 30 Corridor.

Trustee Lamb stated that he likes the site plans. Trustee Bonuchi pointed out that there is some
possible new legislation regarding TIF Districts. Trustee Racich stated that planning is essential for
good growth and the Village needs to be ready when development comes.
Mayor Collins thanked Mrs. Rood for her presentation and read the reminders.
