Absent Lindaman. Motion by James second by Nielsen to approve the minutes of the January meeting. All ayes, carried. Motion by Nielsen second by Van Heiden to approve the Treasurer’s Report for January. All ayes, carried. Motion by James second by Meints to approve the following bills for payment. Being there were no written or oral objections the Mayor declared the meeting closed. Emberly DeVries was present to voice her concerns regarding the rusty water problem. She requested that if the water system had to be shut down for water main breaks that we notify the public through TV and Radio. The council agreed that if there was to be a delay in repairing a water main that they would notify the list of radio and TV station used by the school district. Wayne Blythe was present to ask the Mayor to sign a new 28E agreement with German Township for fire protection. There are no changes to the contract. This is just an updated form. Wayne also presented information on the 125th Celebration to be held in June. He requested a donation of $2000.00 for the fireworks to be held Wednesday night of the celebration. Mike Nederhoff, Fire Chief, presented the Fire Department budget request for FY 2006. He asked that the City Council pass a resolution allowing for an application for grant funding from USDA Rural Development for the purchase of a skid unit. Motion by James Second by Meints to approve Resolution 02-04 a resolution of the City Council of Wellsburg, Iowa, agreeing to apply for financial assistance with the United States Department of Agriculture, Rural Development for financing a skid unit. Roll call of votes. All ayes, carried. The Mayor set the date for a public hearing on the proposed USDA grant application for January 21, 2005 at 7:00 p.m. Julie Stratton, Library Director and Sharon Harms, Library Board presented the library budget request for FY 2006. The Mayor passed out a letter from the structural engineer regarding the OHS Building. Any discussion on this letter will be tabled until the March 7th meeting. Discussion of FY 2006 Budget. A special meeting is set for February 21, 2006 for the purpose of approving the budget. The Mayor set March 7, 2006 at 7:15 p.m. as the date for the public hearing on the proposed FY 2006 budget. The Wellsburg Library has applied for a credit card from the John Deere Credit Union. It is a requirement that the City set up an account at the Credit Union for this service. Motion by Nielsen second by Van Heiden to approve the John Deere Credit Union as a depository for the City of Wellsburg and allowing for a balance not to exceed $25.00. All ayes, carried. Discussion of wages for FY 2006. Motion by Nielsen second by Van Heiden to approve a wage increase of $850.00 for both Leon Abels and Merrill Lindaman. Salaries to be set at $33106.72 and $25042.24 respectively. All ayes, carried Motion by Van Heiden second by James to approve an increase to 30 hours per week with a 3% wage increase for Wendy Lage. Salary to be set at $20,052.86. All ayes, carried. Motion by James second by Meints to increase Larry Hess’ salary to $8.00/hour. This increase is affective immediately. All ayes, carried. Motion by Meints second by James to approve a donation of $2000.00 for the fireworks at the 125th Celebration. All ayes, carried. Motion by Nielsen second by Van Heiden to approve liquor license for the Community Club. All ayes, carried. Motion by Nielsen second by Van Heiden to purchase a computer scanner for City Hall.
