AN ORDINANCE OF THE CITY OF TEMPLE CITY
ADDING NEW CHAPTER LA TO ARTICLE V OF
THE TEMPLE CITY MUNICIPAL CODE REQUIRING
THE POSTING IN CERTAIN PUBLIC PLACES OF
THE PHOSPHATE CONTENT OF DETERGENTS.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES ORDAIN:
SECTION 1. New Chapter 1A of Article V, reading as
follows, is hereby added to the Temple City Municipal. Code:
CHAPTER Lk - PHOSPHATES
Sec. 5120. Definitions.
a) "Phosphate" as used in this Chapter shall
include Pendadosium Trypolyphosphate (NA5P3010) and
all derivitives thereof.
b) "Person" shall mean any individual, partner-
ship, association or corporation.
Sec. 5121. From and after the passage of this.
Chapter, every laundromat, supermarket or business
establishment where detergents are sold, shall provide
and display in a conspicuous plainly visible location
at or near where the detergent products are on display,
a sign containing a list of all detergents sold in said
establishment and setting forth the percentile of
phosphate content in each of said detergents.
Sec. 5122. Each sign required by the terms of
this Chapter shall be at least two (2) feet high and
three (3) feet wide, shall be comprised of block
lettering at least one inch (1 ") in height on an
otherwise white background, and shall have the
following introductory heading:
"PHOSPHATES IN DETERGENTS CAN DAMAGE
THE CITY SEWAGE DISPOSAL SYSTEM AND POLLUTE
LAKES, RIVERS AND OCEANS.
THE FOLLOWING LIST OF DETERGENTS AND
THE PERCENTILE OF PHOSPHATE CONTENT OF EACH
IS, THEREFORE, SUBMITTED FOR YOUR CONSIDERATION."
Sec. 5123. It shall be unlawful for any person
to sell or offer for sale, any detergent in any
business establishment without having posted the
sign as required in this Chapter.
Sec. 5124. In order to comply with the
percentile requirements of this Chapter, the
requisite sign may contain the various detergents
with their phosphate content as set forth in the
release of the Federal Water Quality Administra-
tion dated May 1, 1970, and any subsequent release,
and such other detergents as may be added from time
to time.

SECTION 2. PENALTY. Any person, firm or corporation
violating this Ordinance shall be guilty of a misdeameanor
and upon conviction thereof shall be punishable by a fine
of not more than $500, or by imprisonment in the City or
County Jail for a period of not to exceed six (6) months,
or by both such fine and imprisonment.
SECTION 3. SEVERABILITY. If any section, sentence,
clause or phrase of this Ordinance is for any reason held
by a court of competent jurisdiction to be invalid, such
decision shall not affect the validity of the remaining
portions of this Ordinance. The City Council of the City
of Temple City hereby declares that it would have passed
and does hereby pass this Section and each sentence,
section, clause and phrase hereof, irrespective of the
fact that any one or more sections, sentences, clauses or
phrases be declared invalid or unconstitutional.
SECTION 4. The City Clerk of the City of Temple City
shall certify to the passage and adoption of this Ordinance
and to its approval by the Mayor and shall cause the same
to be published in the Temple City Times, a newspaper of
general circulation, printed, published and circulated in
the City of Temple City. This ordinance shall become
effective January 1, 1971.

I hereby certify that the foregoing Ordinance, being
Ordinance No. 70314 was introduced at a regular meeting of
the City Council of the City of Temple City, held on the
6th day of October, 1970, and was duly passed, approved and
signed by the Mayor and attested by the City Clerk at a
regular meeting of said Council held on the 20th day of
October, 1970, by the following vote of the Council:
