The request -of John Curry to be permitted to operate a oyster house on the property of the Estate of Samuel Blumenthal on Tybee Inlet was denied. Councilman Maters- stated that the new hose for the Fire Department had beenreceived and was in use, he also stated that Mr. Reggie Baker, State Fire Inspector, stated that some of the buildings down here need to be corrected by the property owners. It was moved, seconded and passed that cigarettes and tobacco be given to the prisoners and guards at-the-Prison Camp as a Christmas Present. The matter of bringing the Towne Charter up to date was discussed and Council appointed the Mayor, the Town Attorney and the Clerk a Committee to handle the matter. in affidavit was presented by Mr. T. A. Schultz, electrical contractor, to the effect that he had taken the Town's electrical examination some years ago and was issued a license of that time to do electrical contracting work on the island. Council agreed that Mr. Schultz was entitled to have a license issued to him. There being no further business, Council /adjo rned, subject to the call of the Mayor. The regular meeting of Town Council was held today at 4 P M in the Council Room and wqs attended by Mayor Strong, who presided, Councilmen Hosti, Brown, Waters, Meddin, Lovell, Town Attorney Solms, Jr.,Superintendent Reed, Chief McCutchen, Mr. J. W. Lang and Paderewsky. Mr. Paderewsky stated that he had written a letter to the Town requesting the use of the same location that he had last year for renting floats, etc.,but that he had been informed that another party is endeavoring to get the same location and he wanted to protest against this as he would like to have this location for the coming season. Mr. Paderewsky was excused and the matter referred to the Police Committee. Chief McCutchen called attention to some of the railing and some of the parking meter pedestals showing signs of -rust on the beach front. Superintendent Reed reported that the work in Memorial Park on the courts, rest rooms, etc.,is about completed and asked what was to be done relative to the pavilion now, located in the park. The Mayor stated that the facilities are now in place so that the children can have the use of them for recreational purposes. Nr. Reed stated that it would cost between six and seven hundred dollars to ,enlarge the pavilion to a size of approximately 70 x 80 feet. It was moved, seconded and passed that the work be authorized. Council discussed the feasibility of leasing a concession stand in the park. 1 1 1 1.� Mr. T. S. Chu requested that he be given a refund on his water bill for property located at Jones Avenue and First Street, which has been razed, and he requested a refund for seven months. It was moved, seconded and passed that this be.granted. Mr. Lang reported that a sprinkler on the property of Leo Ryan on Butler Avenue has been running off and on continuously and asked what could be done as he has reported it several times. He also called attention to a water bill rendered against The Lighthouse" for E. C. Bobo as the bill was too high. It was moved, seconded and passed that a credit of $26.59 be allow id against this water bill. He also called attention to an overcharge on the bill rendered against the Blair Apartments, this was reduced to the minimum charge. The Mayor reported that letters had been written to the Estate of Samuel Blumenthal, William C. Helmly and R. H. Seay notifying them of the bad condition of their build- ings. The Blumenthal Estate razed their building, Mr. Seay had requested a little more time but Mr. Helmly did not reply to the letter. The Town .Attorney was in- structed to write a follow-up letter to Mr. Helmly. Bills for General Goverment for the month of December amounting to $2,666.66 and bills for the Water Department amounting to $264.45 were approved on motion made and seconded. Councilman Hosti suggested that the Tybee Island Packing Company, by Eugene Bart, be permitted to operate without a license until April 30, 1957. It was moved, seconded and passed that this be done. It was moved, seconded and passed that the 1956 'Taxi License issued to T.M.Johnson be transferred to Mary A. Johnson. Mr. Fred Grotheer,who owns the home next to the property on which E.C.Bobo recently moved a house on Jones avenue, protested against permitting this to be done as he contended that the lot on which the building was placed was not come up to the size required by the Building Code as it was only 47.5 x 110 feet. The Mayor stated that he thought that it would be well for a Committee to go back to'A.tlanta again shortly to see what could be done about the automobile road. Councilman Hosti stated that the palms on Butler Avenue should be moved to make room for a four -lane highway and also that the plat in the center of the street be taken up. It was moved, seconded and passed that the following Resolution be adopted:. RESOLUTION WHEREAS, the charter of the Town of Savannah Beach, Tybee Island, Georgia, provides for the election of three councilmen who are bona fide residents of the municipality of Savannah Beach, Tybee Island, Georgia, and for the election of three councilmen who are bona fide residents and domiciled in Chatham County outside the corporate limits of the Town of Savannah Beach, Tybee Island, Georgia, and vho own property at Savannah Beach, Tybee Island, Georgia; and, WHEREAS, the said charter of the municipality provides that the Mayor of the Town of Savannah Beach, Tybee Island, Georgia, be a bona fide resident of said municipality; and 108 WHEREAS, these provisions for the election of the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, have contributed immeasurably to the welfare, progress, growth, stability and sound government of the municipality and have been the basis for a spirit of mutual cooperation between the munici- pality and the governing bodies of the City of Savannah and Chatham County; and, WHEREAS, it is believed that these provisions of the charter have es- tablished the basis for the cooperation which exists and have led to the expanding interest in the municipality's affairs, government and growth through the friend- ships thereby created. NOW, THEREFORE, HE IT RESOLVED BY THE MAYOR AND COUNCILMEN, in council assembled, that the members —elect of the Legislature, of Chatham County, Georgia, be requested to take no action on the petition presented for change in the town charter relative to the qualifications of councilmen and qualifications of voters in the municipality. BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of council and a copy of the resolution be sent to each member of the Legislature from Chatham County, Georgia. It was moved, seconded and passed that the following Resolution be adopted: RESOLUTION WHEREAS, the Mayor and Councilmen of'Savannah Beach, Tybee Island, Georgia, in the interest of economy and in order to improve the operation of garbage disposal, have purchased the necessary heavy equipment and installed'a sanitary garbage fill and land improvement method for the disposal of garbage; and, WHEREAS, the purchase of said equipment was not included in the budget of this year's operation and provision has been made for the payment of the same in the bext fiscal years budget. NOW, THEREFORE, EE IT RESOLVED by the Mayor and Councilmen, in council assembled, that Savannah Beach, Tybee Island, Georgia, borrow from the Savannah Bank and Trust Company of Savannah, the sum of Ten Thousand and no /100 ($10,000.00) Dollars, with interest at the rate of four (4 %) per cent per annum, to be paid on or about July 1, 1957. BE IT FURTHER RESOLVED that the Mayor of Savannah Beach, Tybee Island, Georgia, be authorized to execute the necessary note, and the Clerk of Council to attest the same, and that a copy of this Resolution be spread upon the minutes of council and a further copy be fornished to the Savannah Bank and Trust Company of Savannah.
