VILLAGE OF PLAINFIELD
MEETING MINUTES
MAY 4, 2015
AT: VILLAGE HALL
BOARD PRESENT: M.COLLINS, M.BONUCHI, P.FAY, B.LAMB, G.PECK, AND
J.RACICH. OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY,
ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC

CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were
present. Mayor Collins led the pledge to the flag. There were approximately 40 persons in the
audience.
PRESIDENTIAL COMMENTS
Mayor Collins presented outgoing Trustee Paul Fay with a plaque and thanked him for his 12
years of service.
TRUSTEES COMMENTS
Trustee Bonuchi thanked Trustee Fay for his years of public service.
Trustee Lamb wished Trustee Fay well and thanked him for his service.
Trustee Racich thanked Trustee Fay for his service.
Trustee Peck thanked Trustee Fay for his service.
Trustee Fay congratulated the newly elected Trustees as well as Trustee Lamb.

1) APPROVAL OF AGENDA
Trustee Fay moved to approve the Agenda. Second by Trustee Peck. Vote by roll call.

2) CONSENT AGENDA
Trustee Fay moved to approve the Consent Agenda to include:
a) Minutes of the Board Meeting and Executive Session held on April 20, 2015.
b) Bills Paid and Bills Payable Reports for May 4, 2015.
Second by Trustee Bonuchi. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes;
Racich, yes. 5 yes, 0 no. Motion carried.

3) 2015 MEMORIAL DAY PARADE
Trustee Fay moved to approve the 2015 Memorial Day Parade and Ceremony and the associated
road closures as identified in the staff report to be held on Monday, May 25, 2015. Second by
Trustee Racich. Vote by roll call. Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes.
5 yes, 0 no. Motion carried.
Trustee Fay moved to adjourn Sine Di. Second by Trustee Bonuchi. Vote by roll call.
Bonuchi, yes; Fay, yes; Lamb, yes; Peck, yes; Racich, yes. 5 yes, 0 no. Motion carried.
The meeting adjourned at 7:12 p.m.
Judge Rippy administered the Oath of Office to Edward O'Rourke, Brian Wojowski, and Bill
Lamb.
Mayor Collins invited everyone for refreshments.

Mayor Collins called the meeting to order at 7:33 p.m. Roll call was taken, all Trustees were
present. There were approximately 25 persons in the audience.
PRESIDENTIAL COMMENTS
Mayor Collins:
• Proclaimed May 17, 2015 as Poppy Day
• Proclaimed May 17-23, 2015 as National Public Works Week
• Administrator Murphy gave a presentation regarding the Big Serve.
Trustee Lamb moved approve the Presidential Appointment of Michael Paris to the Plan
Commission with the term expiring on April 30, 2018. Second by Trustee Bonuchi. Vote by roll
call. Bonuchi, yes; Lamb,yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes.
6 yes, 0 no. Motion carried.
TRUSTEES COMMENTS
Trustee Lamb:
• Commented on the National Public Works Week Proclamation.
• Commented on the Big Serve and thanked everyone for their participation.
Trustee O'Rourke thanked the Village Board for supporting him on the Plan Commission and
stated that he looks forward to working with the Board.
Trustee Wojowski thanked his friends, family, and everyone that supported him. Trustee
Wojowski stated that he looks forward to working with the Board.
Trustee Bonuchi:
• Welcomed new Trustees O'Rourke and Wojowski.
• Commented on the Big Serve and gave a special thank you to the Plainfield School
District and Bob Smith.
Trustee Racich:
• Thanked the sponsors of the Big Serve.
• Encouraged everyone to support the Veterans and give on Poppy Days.

Trustee Peck welcomed back Trustee Lamb and congratulated the new Trustees.

2) ADVISORY TASK FORCE ON ECONOMIC DEVELOPMENT
Trustee Bonuchi moved to adopt Ordinance No. 3212, amending the Advisory Task Force on
Economic Development. Second by Trustee Lamb. Vote by roll call. Bonuchi, yes; Lamb, yes;
O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes. 6 yes, 0 no. Motion carried.
Trustee Lamb moved to approve the Presidential Appointments to the Advisory Task Force on
Economic Development as identified in the staff report. Second by Trustee Wojowski. Vote by

3) VEQUITY LLC (KENSINGTON SOUTH) (Case#1682-041515.SPR/FP )
Trustee Bonuchi moved to approve a Site Plan for a retail center located in a newly created
outlot at the Kensington South Retail Center located at Route 59 and 127th Street. Second by
Trustee O'Rourke. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes;
Racich, yes; Wojowski, yes. 6 yes, 0 no. Motion carried.
Trustee Lamb moved to approve a Final Plat for a new 1.21 acre outlot at the Kensington South
Retail center located at Route 59 and 127th Street. Second by Trustee O'Rourke. Vote by roll
call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes. 6 yes, 0
no. Motion carried.
4) CEDAR LAKE (AMERICAN HOMES) (Case#1683-041515.FP)
Trustee O'Rourke moved to approve a Final Plat for a new 14.6 acre lot at the Cedar Lake
development located at Van Dyke Road, north of Fairfield Ridge. Second by Trustee Lamb.
Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski,
yes. 6 yes, 0 no. Motion carried.
5) KENSINGTON CENTER SOUTH SIGN VARIANCE (Case#1680-031815.V)
Trustee Bonuchi moved to adopt the findings of fact of the Zoning Board of Appeals as the
findings of fact of the Board of Trustees and, furthermore, to direct the Village Attorney to
prepare an ordinance granting approval of a sign variance to permit three additional monument
signs at the development commonly known as Kensington Center South, located at the southwest
corner of Route 59 and 127th Street. Second by Trustee Racich.

Trustee O'Rourke expressed concern that the size of the sign and the panels for the sign that is
proposed on Route 59 will not help the small businesses as they were intended to do. Trustee
O'Rourke suggested having the sign on 127th Street with Target logo only and the sign on Route
59 with only the small shops and without the Target logo, to allow for bigger panels for the small
shops.
Trustee Lamb stated the he agrees with Trustee O'Rourke, but was not sure how much leverage
the Village has. Trustee Lamb also expressed concern regarding the existing sign that is
obscured by landscaping and requested that the landscaping be removed.
Mr. Ramzi Hassan, Edward Realty, stated that they have had several discussions with Target
regarding the signage. The parcel that is needed to put the sign on Route 59 is owned by Target
and Target will not allow signage that does not include the Target logo.
Trustee O'Rourke stated that he would like to see the negotiations continue with Target.
Trustee Wojowski asked if there is consensus with the small business owners regarding this sign,
Mr. Hassan stated that there is.
Trustee Peck stated that it is not government's position to interfere with business marketing.
Trustee Peck thanked the applicant for being present and stated that he supports the proposal.

Trustee Racich moved to approve the purchase of 345.11 tons of road salt from Midwest Salt at a
discounted rate totaling $29,334.35. Second by Trustee Wojowski. Vote by roll call. Bonuchi,
yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes. 6 yes, 0 no. Motion
carried.

Trustee O'Rourke moved to approve payment to West Side Specialized Services Company, in
the amount of$6,670.34, for the emergency repair of the 2001 John Deere 410G Backhoe.
Second by Trustee Wojowski. Vote by roll call. Bonuchi, yes; Lamb, yes; O'Rourke, yes;
Peck, yes; Racich, yes; Wojowski, yes. 6 yes, 0 no. Motion carried.
