RESOLUTION 22-38
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, IDAHO,
ESTABLISHING A HOUSING AUTHORITY FOR THE CITY OF MCCALL, AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Mayor and City Council of McCall, Idaho find that, pursuant to the "Housing
Authorities and Cooperation Law," Idaho Code Sections 50-1901, et seq., there is a need for a
housing authority in the city of McCall, Idaho; and
WHEREAS, insanitary or unsafe inhabited dwelling accommodations exist in the city of McCall,
Idaho; and
WHEREAS, there exists a shortage of safe or sanitary dwelling accommodations or rentals in
McCall, Idaho affordable to persons of low and in some cases to persons of median income; and
WHEREAS, Idaho Code defines "Person of low income" to mean persons or families who lack
the amount of income which is necessary, as determined by the authority undertaking the housing
project, to enable them, without financial assistance, to live in decent, safe and sanitary dwellings
without overcrowding; and
WHEREAS, there are many persons in the city of McCall who are not able, without financial
assistance, to live in decent, safe and sanitary dwellings without overcrowding; and
WHEREAS, the City of McCall Housing Strategy (2018) estimated that a minimum of 730 Local
Housing units were needed at that time to address housing shortages for local residents and
employees. Based on housing prices and incomes in the McCall Area in the current year (2022),
the vast majority of Local Housing units need to be priced below current market prices, requiring
substantial subsidies combined with creative programs and incentives to produce needed homes;
and
WHEREAS, the City of McCall has developed a McCall Area Local Housing Action Plan (2022)
that recognizes that having diverse and secure housing opportunities at prices that residents making
their living in the area can afford is essential to maintain the health, vibrancy, and integrity of the
McCall Area community, economy, and environment; and
WHEREAS, the Mayor and City Council of McCall, Idaho have taken into consideration the
degree of overcrowding, the percentage of land coverage, the light, air, space, and access available
to the inhabitants of such dwelling accommodations, the size and arrangement of the rooms, the
sanitary facilities and the extent to which conditions exist in such buildings which endanger life or
property by fire or other causes; and

WHEREAS, the City Council finds that the creation of a housing authority pursuant to Idaho Code
Section 50-1905 is necessary to conduct the clearance, replanning, and reconstruction of these
areas to relieve these persons and provide safe and sanitary dwelling accommodations for persons
of low income as defined in Idaho Code; and
WHEREAS, the McCall Area Local Housing Action Plan (2022) identifies as a top priority to
establish a McCall Area Housing Authority to provide geographically targeted services within the
city (and the city's area of impact) to ensure McCall has a full spectrum of need for local housing.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of
McCall, Valley County, Idaho that:
Section 1: The City Council of McCall, Idaho finds and declares that the McCall Housing
Authority is hereby created.
Section 2: The McCall Housing Authority shall have all powers of authority under Idaho Code
Section 50-1904.
Section 3: The necessary Certificate of Appointment of Commissioners of the Housing
Authority, designating their terms of office pursuant to Idaho Code Section 50-
1910, will be in the form as set forth in Exhibit 1 attached hereto.
Section 4: This Resolution shall go into effect immediately.

CERTIFICATE OF APPOINTMENT OF COMMISSIONERS OF THE
MCCALL HOUSING AUTHORITY OF THE CITY OF McCALL, IDAHO
WHEREAS, the City Council of McCall, Idaho held a duly authorized meeting on the
day of , 2022, at which meeting, by virtue of my office as Mayor, I
presided; and
WHEREAS, at said meeting the following Resolution was passed and adopted:

as Mayor, I hereby appoint five (5) persons hereinafter named to serve as commissioners of the
