OVERTON 'r_;A Chief of Police FLA Weekly Summary Report Weekly Code Enforcement Efforts Narrative / Comments Code Enforcement in conjunction with Public Works continues to check the entire Village for areas of standing water in regards to Zika virus prevention efforts. They continue to visit all construction sites at least twice weekly, maintaining contact with the contractors to immediately address areas of concern. All construction sites were found to be in compliance this week. The contractors conducting a permitted remodel of Carpaccio's restaurant were found to have been working after hours without the required approval. A code violation was issued and they were referred to the Building Department. A code warning was issued to Prada for a debris control violation regarding the improper use of a dumpster. A total of six code warnings were issued within the Gated Community. All of these warnings were for appearance code violations. Additionally, a re -inspection of a residence were graffiti had been located last week, revealed the area had been repainted. The code officer issued two violations after discovering two separate units conducting remodeling work without a permit. The units in question are both located within the Balmoral property. The unit owners were referred to the Building Department in order to obtain the required permits. The Bal Harbour Tower Condominium along with the Palace property were both issued code violations for failing to repair their beach equipment boxes after having been previously warned. However they are sufficient interest to be noted. Date Incident/Arrest Location 09/16/2016 Traffic Stop/DUI Arrest 9600 Collins Avenue Narrative / Comments While patrolling the Collins Avenue corridor, a Bal Harbour police officer observed a vehicle driving against traffic and exceeding the speed limit. The officer conducted a traffic stop; when the officer approached the vehicle, he suspected the driver was possibly impaired. The officers conducted Roadside Field Sobriety Test, which the driver failed and was subsequently arrested for Driving Under the Influence of Alcohol and issued multiple traffic citations. Date Incident/Arrest Location 09/19/2016 Theft (Motorcycle) 10240 Collins Avenue Narrative / Comments Bal Harbour police officers were summoned to 10240 Collins Avenue regarding a theft of a motorcycle, the owner of the motorcycle told the officers an unknown person(s) removed his motorcycle from his assigned parking space. The investigating officers located a surveillance camera in the area, however, the camera was inoperable. Bal Harbour detectives will review the License Plate Reader (LPR) cameras in an attempt to identify the perpetrator. Date Incident/Arrest Location 09/19/2016 AOA/MDPD 10800 Collins Avenue Narrative / Comments Bal Harbour police was notified by Miami Dade Police dispatch of a male travelling south on Collins Avenue from Haulover Park throwing rocks at passing vehicles and pedestrians. Bal Harbor officers immediately saturated the area in an effort to locate the male with negative results. OVERTON Chief of Police FLA Weekly Summary Report Date Incident/Arrest Location 09/19/2016 Theft 9703 Collins Avenue Narrative I Comments Bal Harbour police officers were summoned to the St. Regis Hotel regarding a theft at the pool deck. The Investigation revealed that a male jumped the fence from the beach hard pack and removed a tote bag from a patio recliner. A review of the surveillance footage depicted a male entering from the rear and removing the tote bag from the recliner and riding away on a bicycle. Bal Harbour police officers immediately canvassed the area and broadcasted a description of the male to the surrounding police agencies. Date Incident/Arrest Location 9/21/16 Suicide Attempt Condo in the Gated Community Narrative / Comments A female became despondent reference experiencing personal issues with her boyfriend. The female used a knife and inflicted a deep laceration to her wrist. The boyfriend rushed her to Mount Sinai Hospital emergency room for treatment. The Miami Beach Police Department responded to the hospital and in turn notified the Bal Harbour Police Department when they confirmed jurisdiction. Bal Harbour officers and detectives immediately began an investigation. They obtained statements, evidence and photographs of the victim and the scene. The female was involuntarily admitted for further evaluation and medical treatment. Date Incident/Arrest Location 9/21/16 Suspicious Person 655 96 Street Village Hall Narrative / Comments A Village employee flagged down a Bal Harbour police officer and informed him of a suspicious male loitering by the Village Hall stairwell. The employee provided a detailed description and further stated the male was last seen eastbound on 96 Street. Officers canvassed the area however the male was not located. Surveillance footage was used to obtain a still photograph of the male. A Bal Harbour officer recognized the male who has been seen in the area previously. OVERTON Chief of Police ALA Weekly Summary Report Date Incident/Arrest Location 9/22/16 Hit and Run 10200 Block Collins Avenue Narrative / Comments A male on a bicycle was riding southbound on the bridge stated that a vehicle struck him and knocked him down to the ground. The male stated that the driver initially remained on the scene but eventually fled in his vehicle. The male obtained the tag and description which was broadcasted to all area agencies. An area canvass was conducted but the vehicle was not located. Miami Dade Fire Rescue responded to treat the male for minor cuts and abrasions, however the male refused to go to the hospital. /ted �1!Compy: Miguel De La Rosa, Captain Date: September 22, 2016
