RESOLUTION NO.2 2013
COST OF SERVICES REIMBURSEMENT RESOLUTION
RICHMOND SANITARY DISTRICT SOLID WASTE AND LANDFILL FUNDS
WHEREAS, the Richmond Sanitary District Landfill Fund has provided, at no charge, service
to the Solid Waste Fund for many years; and
WHEREAS, the lost revenue for providing these services amounted to $781,376.00 in calendar
year 2012; and
WHEREAS, the current fees at the Landfill are enough to cover operating needs, but do not
provide for longer term capital needs; and
WHEREAS, the Solid Waste Fund has previously provided funding to the Landfill for cell
construction, equipment replacement and other large capital needs, and
WHEREAS, it is desirable per the State Board of Accounts Auditors for the Landfill to fund its
capital needs internally via the Landfill Fund.
NOW, THEREFORE, be it resolved by the Board of Sanitary Commissioners of the Richmond
Sanitary District in consideration of the above stated recitals, the Board agrees:
1. Purpose. The purpose of this resolution is to provide for the reimbursement of costs
from the Solid Waste Fund to the Landfill Fund based on 2012 calendar year
collections at the Landfill. This reimbursement of costs is to allow the Landfill to
fund capital projects and equipment purchases internally within the Landfill Fund.
2. Costs. There shall be an internal transfer of $781,376.00 from the Solid Waste Fund
to the Landfill Fund for calendar year 2013.
3. Term. This resolution is for a reimbursement of costs of disposal for.the 2013
calendar year, based on actual costs incurred in the 2012 calendar year. It is further
the intent of the Board of Sanitary Commissioners to update this resolution annually
based on a new year's data for costs incurred.
