February 13, 1957.
The regular meeting of Town Council was held today at 4 P M in the Council Room and
was attended by Mayor Strong, who presided, Councilmen Peters, Host', Vaters, Lovell,
Brown, Town Attorney'So1ms Jr.,Superintendent Reed, Chief Mccutchen, Mr.J.W.Lang.
Mr. Lang reported several water takers who were delinquent. He was instructed to
notify them that unless the bill is paid the water will be discontinued. Mr. Lang
also reported that Mr. T. S. Chu had erected one of his walls with openings in it
for windows, that he has not put ip a parapet wall and also that the gutters or down
spouts will cause the water to $un on other people's property. The Clerk was in-
structed to notify Mr. Chu that it will be necessary for him to comply with the
Building Code.
Mr. Reed reported that Mr. T.S.Chu was installing a sprinkler system in his new
store and was planning to get water from the main on Izlar Avenue and this main is
owned by Mr. A. F. Solms, Sr. It was decided that Mr. Chu would have to make
arrangements with Mr. Solms for the use of this main.
Chief McCutchen stated that Mr. Johnny Spahgs requested permission to sell beer on
Tybrisa Pavilion. The decision of Council was that the petition be turned down.
Chief McCutchen stated that the new 1957 Mercury Police Car recently purchased has
a 12 volt electric system and that the present siren and red blinker light that was
taken off the old car operated on six volts, therefore it is necessary to get a new
12 volt siren and red blinker light. It vas moved, seconded and passed that this
purchase be made. He also reported that dogs were being a nuisance again and what
should he do. Cp)ncil decided to take the matter under advisement.
The minutes of the meeting held on January 9th were read and adopted.
Bills for the month of January for General Government amounting to $1,680.49 and
for the Water Department amounting to $614.90 were approved on motion made and
seconded.
She Mayor informed Council that letters had been sent to all delinquent tax- payers
to pay up. The Mayor reported to Council on his trip to Atlanta in connection with
the widening of the automobile road and stated that the matter had to be handled all
over again. He was informed that work would be started on the road right after
July, 1957 and that an appropriation had been placed in the new budget to cover this.
He also stated that the town was waiting for the Social Security agreement applying
to the town employees.
In connection with the request of several operators of the float concessions on
parts of the beach, it was the opinion of Council that Jules Paderewsky could retain
his portion North of Tybrisa Pavilion to Fourteenth Street and that if Messrs. Cook
and Beeland wanted from Tent* to Twelfth Streets they could have that location.
Councilman Brown would notify them of the3 action of Council.
It was moved, seconded and passed that the contract with Orkin Exterminating Company
for termites of the Town Hall be renewed at a cost of $25.00.
It was moved, seconded and passed that a street light be placed in the-vicinity of
Moore :Avenue and Railroad Street.
Mayor Strong informed Council that the duties of the Director of Youth Activities,,
Mr. Jerry Manley, will expire .April 30th, he is now being paid.$100.00 per math.

There are fifteen different organizations taking part in this program and he
wanted to know if Council wanted to continue this position for another year. It
was moved, seconded and passed that this be done.
Councilman Hosti called attention to several concerns selling from their trucks
on a door to door basis and stated that they should be licensed. It was moved,
seconded and passed that the license ordinance be amended and that a license for
the year 1956 be assessed.
It was moved, seconded and passed that the following Ordinance be Adopted.
AN ORDINANCE
TO PROVIDE REGULATIONS AND CONTROLS FOR THE BUILDING
OF SWIMMING POOLS AND RELATED APPURTENANCES; TO PRO -
VIDE FOR BUILDING PERMIT; TO PROVIDE FOR SUPERVISION
AND INSPECTION; FIXING PENALTIES_=-FOR THE VIOLATION
THEREOF; AND FOR OTHER PURPOSES._
BE IT ORDAINED by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, Georgia, in council assembled,,and it
is hereby ordained by the authority of the same as follows:
Section 1: .Plans for any proposed public swimming pool,
dressing rooms and change.rooms, or any pool to be reconditioned or
added to, shall be approved by the Commissioner of Health of Chatham
County or his authorized representative. A buil.ding permit shall be
secured from the Town of Savannah Beach, Tybee Island, Georgia, but
said permit shill not be issued until approval of the plans by the
Commissioner of Health of Chatham County shall be secured.
Section 2: The owner shall notify the Commissioner of
Health of the completion of said works and shall secure his approval
before placing them in operation.
Section 3: The Commissioner of Health of Chatham County
shall have supervision over the sanitation, healthfulness, and
cleanliness and safety of all public swimming pools, and related
appurtenances.
Section 4: It shall be unlawful for any person to operate
a swimming pool and related appurtenances in the Town of Savannah
Beach, Tybee Island, Georgia, who does not possess an unrevoked
permit from the Commissioner of Health of Chatham County.
Section 5: Any person violating the provisions of this
ordinance, upon conviction thereof, shall be subject to be fined not
to exceed $100.00, or be imprisoned not to exceed thirty (30) days,
either or both, or any portion of either or both, in the discretion
of the Court.
Section 6: All ordinances or parts of ordinances in
conflict with the provisions of this ordinance are hereby repealed.
