The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Weekly Summary Report
Weekly Code Enforcement Efforts
Narrative / Comments
Code Enforcement in conjunction with Public Works continues to check the entire Village for areas
of standing water in regards to Zika virus prevention efforts. They continue to visit all construction
sites, maintaining contact with the contractors to immediately address areas of concern. There
were no sites found to be in violation this week
Additionally, all construction sites were visited in anticipation of Hurricane Matthew and advised to
secure or remove all materials which could present a hazard during the storm. The Code Officer
also coordinated with all of the beachside properties to ensure all beach equipment was removed
from the beach and secured on their respective properties. A sweep of the gated community was
also conducted to coordinate removal of any bulk waste from the swale.
There was one code warning issued within the gated community for a sign violation at a construction
site. There was an additional warning issued at the Bal Bridge North property for a dog habitually
barking and creating a disturbance.

Narrative / Comments
The store manager of Tourneau notified Bal Harbour police of a male who applied for $35,000 in
credit using false identification information. On Friday 09/30/2016, the male notified the store he
would be picking up some merchandise. When the male arrived at the store, the manager notified
Bal Harbour police the male had returned to the store. Bal Harbour police officers devised a
strategic plan and eventually apprehended the subject without incident. The subject was arrested
and transported to jail.

A Bal Harbour citizen found a money clip on the ground and turned it over to a Bal Harbour police
officer. The found property was impounded and secured in the Bal Harbour police property room.

Pedestrian Gate
Narrative / Comments
A Bal Harbour citizen flagged down a Bal Harbour police officer and reported that the pedestrian
gate door lock was not functioning. After contacting a public works supervisor; the on call locksmith
responded to the scene. The gate was repaired and all remaining pedestrian gates received rout' e
maintenance.

Founders Circle
Narrative / Comments
Bal Harbour police officers were summoned to Founders Circle regarding a damaged pedestrian
crosswalk sign. A witness on the scene told the officers a truck attempting to manipulate the turn
around the traffic circle inadvertently struck the electronic crosswalk sign. Bal Harbour police
officers contacted FPL to secure the exposed wires. Miami Dade County Traffic Maintenance was
advised and will coordinate the repair of the crosswalk sign.

Power Failure
Bal Harbour Village Gated Community
Narrative I Comments
While patrolling the gated community, a Bal Harbour police officer noticed several homes without
power. On behalf of the homeowners, Bal Harbour police contacted FPL and reported the power
outage. FPL responded and determined a faulty transformer fuse caused the power failure. The
power was subsequently restored. No injuries or damages were reported.

Beach Jetty
Narrative / Comments
Due to the hazardous conditions posed by Hurricane Matthew, a Bal Harbour police officer was
assigned to the jetty to prevent and discourage individuals from entering the water. While the officer
was patrolling the area, the officer observed a large piece of concrete dislodge from the edge of the
jetty into the inlet. Public Works personnel was notified of the damage. No injuries or structural
damage was reported.

10200 Block of Collins Avenue
Narrative / Comments
While on routine patrol, a Bal Harbour police officer was flagged down by a citizen who advised a
nude female was running on Collins Avenue. Bal Harbour police officers responded immediately
and located the female. The female was exhibiting signs consistent with some sort of medical crisis.
As a precaution, Miami Dade Fire Rescue arrived and evaluated the female. Although she was
medically cleared, the female was transported to Aventura Hospital via an ambulance for further
evaluation and treatment.

Assist Surfside Police

Narrative / Comments
Surfside Police experienced a large scale power outage due to a downed power line. Bal Harbour
units were dispatched to assist with scene preservation and traffic control. A Bal Harbour unit was
also assigned to patrol the residential grid affected by the power outage and the business district.
Florida Power and Light arrived and restored the power within a short time.

Bal Harbour police officers were dispatched to the Town of Surfside in order to locate a suspicious
male attempting to open car doors. A thorough area canvass was conducted; however the subject
was not located.
