WHEREAS, the adoption of Resolution No. 3547 will formally acknowledge the
Metropolitan St. Louis Sewer District’s Board of Trustees’ acceptance of the Rate Commission’s
Recommendation Report dated August 16, 2019.
WHEREAS, Section 7.040 of the MSD Charter Plan established the Rate
Commission to review and make recommendations to the MSD Board of Trustees regarding all
proposed changes in the District’s wastewater rates and stormwater rates; and
WHEREAS, the MSD’s Wastewater Rate Change Proposal was presented to the
Rate Commission on March 4, 2019; and
WHEREAS, on August 16, 2019 and pursuant to Section 7.280(f) of the Charter ,
the Rate Commission issued its Rate Recommendation Report to the Board of Trustees and
public; and
WHEREAS, pursuant to Section 7.300 of the Charter and upon consideration of
the Rate Recommendation Report dated August 16, 2019, the Board of Trustees hereby wishes to
accept the Rate Recommendation Report dated August 16, 201 9. This acceptance should not be
construed to limit the Board’s authority and discretion under the Charter with respect to bonds,
bond ratings, and minimum debt service coverage.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT THAT, the Board of Trustees hereby
accepts the Rate Commission’s Recommendation Report dated August 16, 2019 pursuant to
Section 7 .300 of the Charter.
The foregoing Resolution was adopted on October 10, 2019 by the following votes:
Ayes – M. Yates, A. Mandel, A. Fehr, and F. Dunlap
Nays – None.
