The regular meeting of Town Council was held today at 4 P M in the Council Room and was attended by Mayor Strong, who presided, Councilmen Brown, Waters, Lovell, Meddisi Hosts, Town Attorney Solms, Jr., Superintenddnt Reed, Chief McCutchen, Mr. J.W.Lang and also Messrs. B. H. Levy, Larry Knohl and Ilan Gaynor. Mr. Levy stated that as the DeSoto Beach Hotel is being sold and in checking the title he found that the eastern extension of Lot 23, Ward 1, had never been con- veyed to the original owners and requested that the Town convey this by a quit claim. It was moved, seconded and passed that this be done and that the follow- ing resolution be adopted. RESOLUTION WHEREAS, the General Assembly of the State of Georgia, by Act approved October 10, 1891, granted to the Mayor and Councilmen of the Town of Tybee (now Savannah Beach, Tybee Island) the authority to re- establish the beadh line at Tybee Island and to convey to adjoining property owners portions of the Strand lying East of their Eastern property line and West of the new Western line of the Strand; and WHEREAS, certain conveyances were madd pursuant to an Ordinance adopted by the Mayor and Councilmen on August 15, 1892; and WHEREAS, it is believed that such a conveyance of title to.the Eastern Extension of Beach Lot No. 23 was made to the then owner of said Beach Lot No. 23, but that such deed of conveyance was unrecorded and has now become lost; and WHEREAS, J. B. Pound Hotel Company is the present owner of Beach Lot.No. 23 as well as other and adjoining property in the Town of Savannah Beach on which it has erected improvements known as the DeSoto Beach Club. NOW, THEREFORE, in order to provide J.B. Pound Hotel Company with a clear title to the property on which such improvements have been erected as it appears to the best interests of the citizens of the Town of Savannah Beach BE IT RESOLVED, that the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, execute to J. B. Pound Hotel Company a quit claim deed in the form presented to this meeting , conveying the entire interest of the Mayor and 8ouncilmen of the Town of Savannah Beach, Type Island, if any there be, to the Extension of Beach Lot No. 23. RESOLVED, FURTHER, that the Mayor of the Town of Savannah Beach, Tybee Island and the Clerk of Council be and they hereby are authorized to execute and deliver such instru- ment. Mr. Reed reported that the brakes on one of the fire engines should be repaired. Mr. Lang reported that Mr. T. S. Chu had not complied with the Building Code in the construction of his new building. Mr. Carl Helfrich, Architect for Mr. Chu, requested a meeting with a committee of Council regarding this, the Mayor appoint- ed Councilmen, Brown, Waters and Hosti a Committee to meet with Messrs. Helfrich 1 1 1 111 and Chu. Mr. Lang also reported several delinquent water takers who have not paid and he was instrudted to have the water cut off. Chief McCutchen reported that the roof at the jail had not been property repaired and is still leaking now causing the plastered ceiling inside the building to fall. It was decided that this work should be attended to at once. Chief McCutchen also reported on ,a check made of beer cans thrown in various sections of the is- land it showed that at least two- thirds of the can came from military reserva- tions. The minutes of the meeting of February 13th were read and adopted. It was moved, seconded and passed that bills for general government for the month of February amounting to $1151.60 and bills for the water department amounting to $739.08 be paid. Councilman Meddin informed Council that an offer had been made to him for Lot 13, Ward 1, of $8,000.00, the purchaser paying $1,000.00 cash and the balaaace at a rate of $1,000.00 per year at simple interest. Received as information. Councilman-Brown stated that the property should bring more mamiy and that if necessary it would be well to raze the building and sell it as a vacant lot., He stated that he would give :,000.00 for the property and suggested that a commit- ment be,received from prospective purchasers that if the property were sold the building would be torn down. A petition to transfer the 1956 whiskey license from Stevens Place by J.T.Darby to Mettle place by Wilson 0. Netts, located on the corner of Butler Avenue and Second Street, was presented. It was moved, seconded and passed that the peti- tion be denied. It was moved, seconded and passed that the fire truck be sent into Savannah for repairs. Councilman Hosti informed Council that since they had started removing sand from the sand dunes at the head of some of the streets that he had received numerous calls from property owners protesting against this. douncilman Meddin stated that a movement should be started to get the people to clear up the island now and that property owners should be requested to-do this also. Councilman Brown wanted to know what was the status of the concession stand in the park and asked what charge should be made for a lease. Councilman Meddin suggested that an offer should be gotten. It was moved, seconded and passed that the discounts on past due taxes of Tybrisa Company, Evelyn P. Haar and T. B. McCarroll be granted. It was moved, seconded and passed that the discount on 1956 taxes be allowed if any tax payer who is delinquent pays all back taxes.
