HomeMy Public PortalAbout2015-05-19 PC minutes May 19, 2015 Chairman Sobkoviak called the Plan Commission meeting to order at 7:00 p.m. and led the pledge to the flag. ROLL CALL Commissioners Seggebruch, Renzi, Green, Paris, and Chairman Sobkoviak were present. Plainfield Fire District was present. Commissioners Kiefer and Heinen were absent. The Park, School, and Library Districts were absent. The Plan Commission minutes dated May 5, 2015 were accepted as presented. PUBLIC COMMENTS: There was no response. DEVELOPMENT REPORT Mr. Garrigan stated the Village Board approved the ordinance for the sign variance at Kensington Center South by a vote of 5-1; and the Village Board approved the text amendment that churches are required to obtain a special use in the B-1 and B-3 zoning districts. OLD BUSINESS: None NEW BUSINESS Case No. 1684-042715 Meijers Subdivision (Outlot 2) Mr. Garrigan stated the applicant is seeking a site plan review for a retail center located at the hard corner of 135th Street and Route 59; the applicant is requesting approval of a 15,600 square foot retail center which will contain a Pet Plus Store along with other retailers. Mr. Garrigan reviewed the adjacent property uses; described the access through the Meijer’s development; indicated there is no direct access from Route 59; indicated outlot 3 immediately next to this lot remains undeveloped; described the 2 separate parking lot; indicated there is no drive on the north side of the building; described the numbers of spaces provided and stated the parking plan complies with Village’s ordinance. Mr. Garrigan reviewed the architecture indicating Staff has worked with the architect to incorporate a higher parapet on the northern side of the building to help add interest at the hard corner; described the photometric plan indicated Staff is requesting the applicant submit lighting specifications and that the fixtures mirror the same design and color as the existing lighting standards within this unified development; stated the proposed enclosure will be constructed out of face brick in accordance with the Village’s ordinance; asked that the utility meters be concealed or painted to blend in with the proposed red brick; stated storm water management for this lot is part of the overall development and the retention pond is located east of the existing Meijer store. Staff suggests a favorable recommendation. Plan Commission Minutes May 19, 2015 Page 2 of 3 Chairman Sobkoviak swore in David Mangurten, architect for the development. Mr. Mangurten stated they have addressed staff’s desire for the corner feature; and the landscape architect is working on adjusting the number and variety of plantings as requested. Mr. Mangurten stated he thought the building is entirely leased and is on the fast track hoping to have the smaller tenant in by November. Chairman Sobkoviak asked about the utility meters. Mr. Mangurten indicated there will be a sprinkler room and they are looking to see if it could be expanded to create an electric room to contain the meters. Commissioner Renzi expressed concern with the photometric plan. Mr. Mangurten stated they will be checking with Meijer regarding the fixtures. Commissioner Renzi asked if a fifth stipulation was needed. Mr. Garrigan agreed there should be a fifth stipulation. Commissioner Renzi asked about the landscaping requirements and growth of the landscaping over time. Mr. Garrigan indicated Staff has discussed the additional landscaping requirements and variety of plantings with the landscape architect. Mr. Garrigan indicated the landscaping will require maintenance as the landscaping matures. Commissioner Renzi asked if staff was satisfied with the architecture. Mr. Garrigan thought it was fine with the raised parapet. Commissioner Green asked if staff might work with IDOT for pedestrian crossings at this intersection. Mr. Garrigan indicated Public Works is exploring a more integrated crosswalk. Commissioner Seggebruch asked if there would be a cross access easement with outlot 3 to the south. Mr. Garrigan felt a cross access should be added and they would not lose any parking spaces. Commissioner Seggebruch indicated that 1 of the three accessible parking spaces would need to be marked van accessible. Mr. Mangurten did not see any problem with making one of the spaces van accessible. Commissioner Seggebruch made a motion to recommend approval of the Site Plan subject to the following stipulations: 1. Compliance with the requirements of the Village engineer. 2. Compliance with the requirements of the Plainfield Fire Protection District. 3. Complying with the landscape plan revisions as outlined by staff. 4. That any exterior utility meters be concealed as per the recommendations of the staff report. 5. Outdoor lighting fixtures comply with the overall unified development. 6. Cross access easement to be incorporated. Seconded by Commissioner Green. Vote by roll call: Renzi, yes; Paris, yes; Green, yes; Seggebruch, yes; Sobkoviak, yes. Motion carried 5-0. Will County Case – 25657 W Route 30 Mr. Garrigan stated this site is located on the Oswego side of the boundary agreement but Oswego has deferred this case to Plainfield for review as our boundary line is directly across Route 30; the applicant is seeking a map amendment from A-1 to I-1 to allow an asphalt/concrete paving business. Mr. Garrigan indicated the site is surrounded by residential uses to the north, south and west and staff feels this type of business would have a negative impact on the future vision of the business park along Route 30 on the Plan Commission Minutes May 19, 2015 Page 3 of 3 Sabadosh property. Mr. Garrigan indicated Staff has received a number of calls from adjacent neighbors regarding this case; described the zoning for the Sabadosh property and some of the uses that could be permitted on the Sabadosh property including extensive office space, multi-family, commercial and single family along the eastern perimeter of the Sabadosh property; stated that Plainfield has a higher standard than County as to architectural design standards and materials. Staff feels this use is not consistent with the long term plans of the subject area. Staff is suggesting a recommendation that the Village of Plainfield forward a letter of Objection with regard to this proposed map amendment. Chairman Sobkoviak mentioned the homes along 119th Street are at a higher elevation and would be looking down into that property; the homes accessible along Route 30 are very close to this site; felt it would be difficult to allow such a use in a residential area. Commissioner Seggebruch mentioned there is a pet crematory south of this site; and there is a Historic Landmarked Church relatively close by and there is a nice large lot residential subdivision just to the north; expressed concern with the current traffic along Route 30. Commissioner Paris asked if there would be an asphalt plant at this site. Mr. Garrigan indicated it would not be an asphalt plant but it would be a fairly large concrete distribution center. Commissioner Green also expressed traffic concerns and felt this was not a good use for the residents in the area. Commissioner Seggebruch made a recommendation that the Village of Plainfield forward a Letter of Objection of the proposed Map Amendment from A-1 to I-1 to the Will County Land use Department. Seconded by Commissioner Renzi. Vote by roll call: Paris, yes; Green, yes; Renzi, yes; Seggebruch, yes; Sobkoviak, yes. Motion carried 5-0. DISCUSSION Commissioner Renzi asked about who has jurisdiction of Route 126 and Ridge Road; wondered if the three way stop would be changed to a single stop sign for Ridge Road. Commissioner Renzi mentioned the signs are still at 24821 W 135th Street even though there is a berm. Mr. Garrigan indicated he has requested the signs be removed.
