THE CITY OF RICHMOND, INDIANA, FEBRUARY 28, 2013
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, February 28, 2013, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Tony Foster. Also attending were Assistant City Attorney Kim Vessels, City Clerk Karen
Chasteen, Director of Public Works Greg Stiens and Director of Human Resources Sue
Roberson.
The following business was conducted:
CALL TO ORDER
Ms. Robinson called the meeting to order and noted for the minutes that all board members and
legal counsel are present.
APPROVAL OF MINUTES
The minutes of February 21, 2013 were tabled until March 7, 2013.
CLAIMS FOR PAYMENT
Ms. Lawson moved to approve the claims for payment for March 1, 2013 in the amount of Two
Hundred Sixty Three Thousand Fifty One Dollars and two cents ($263,051.02), with a second by
Mr. Foster. The motion was unanimously passed.
POLICY ADOPTION
• ZERO TOLERANCE DRUG AND ALCOHOL TESTING POLICY FOR ROSE VIEW
TRANSIT
Presented by Ms. Roberson, this Policy has been accepted by the Amalgamated Transit Union.
Mr. Foster moved to accept, supported by Ms. Lawson. Upon vote viva voce the motion carried.
RESOLUTIONS
• PURCHASE DONATIONS /CONVEYANCES OF REAL ESTATE FOR ROAD
WIDENING ON SALISBURY ROAD
✓ RESOLUTION NO. 7- 2013 — PARCEL 9: Richmond Power and Light would grant a
perpetual easement to the City of Richmond for Zero Dollars ($0.00). Ms. Lawson

moved to adopt Resolution No. 7 -2013, supported by Mr. Foster. Upon vote viva voce
the motion carried.
✓ RESOLUTION NO. 8 -2013- PARCEL 12: E. G. Hill would donate Parcel 12 to the
City of Richmond for Zero Dollars ($0.00). Mr. Foster moved to adopt Resolution No. 8-
2013, supported by Ms. Lawson. Upon vote viva voce the motion carried.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
