REGULAR MEETING
October 10, 2006
The Moab City Council held their Regular Meeting on the above date in
the Council Chambers of Moab City Offices, located at 217 East Center
Street, Moab, Utah. Mayor Sakrison called the Pre -Council Workshop
to order at 6:30 PM.
Mayor Sakrison called the Regular City Council Meeting to order at
7:00 PM and Councilmember Rob Sweeten led in the Pledge of
Allegiance. Also in attendance were Councilmembers Kyle Bailey,
Jeffrey Davis, Gregg Stucki and Keith Brewer; City Manager Donna
Metzler, City Recorder/Assistant City Manager Rachel Ellison, City
Engineer Dan Stenta, Public Works Director Brent Williams, Police
Chief Mike Navarre, City Treasurer Jennie Ross and Planning and
Community Development Director David Olsen. Nine (9) members of
the audience and media were present.
Councilmember Sweeten moved to approve the Special Meeting
Minutes of September 29, 2006 and the Regular Meeting Minutes of
September 5 and 26, 2006. Councilmember Brewer seconded the
motion. The motion carried 5-0 aye.
There were no Citizens to be Heard.
Under Engineering Department Update, City Engineer Stenta stated that
we had received 2 V2 to 3 inches of rain in over 30 hours which was the
third largest rainfall on record since 1896. City Engineer Stenta stated
that both Millcreek and Pack Creek were full but that the new tunnel on
500 West had worked well. City Engineer Stenta stated that the East
Center Street Project had been delayed due to the weather and that the
paving should be finished the next Monday. City Engineer Stenta
thanked everyone for their patience with the project. City Engineer
Stenta then stated that he had met with the Utah Department of
Transportation (UDOT) regarding the drainage issues on the north end
of town and that he had also met with north end businesses regarding the
extension of city services. City Engineer Stenta stated that he had
attended a meeting at Grand County regarding the Cairn Ridge
Development located in the City's watershed and would be providing
feedback on storm drainage for the development. City Engineer Stenta
stated that he had been working on the ballpark lighting project and
hoped to begin construction in January 2007.
Under Planning Department Update, Planning and Community
Development Director Olsen stated that the flood plain conference
would be in Moab on November 2 and 3, 2006 at the Moab Valley Inn.
Planning and Community Development Director Olsen stated that the
Flood Plain Letter of Map Revision was almost to an end and should be
accepted by the end of 2007 and that the Trail Mix Master Plan would
be presented.

A Police Department Update was not given. POLICE UPDATE
Under Public Works Department Update, Public Works Director
Williams stated that the public should stay off of the trails when City
crews were cleaning up flood debris. Public Works Director Williams
then stated that there were some wiring problems with the new street
lights on Main Street and it could take awhile to resolve.

Mayor Sakrison declared October 2006 as Domestic Violence
Awareness Month in Moab.
Roy Barraclough of Allen Memorial Hospital made a presentation
regarding a new hospital in Moab.
Councilmember Sweeten moved to approve a Special Business Event
License for the Moab Folk Festival to Conduct a Folk Festival on
November 3 to 5, 2006 at the Center Street Ballpark. Councilmember
Bailey seconded the motion. The motion carried 5-0 aye.
Councilmember Stucki moved to approve Proposed Resolution #25-
2006 — A Resolution Approving the 2006 Water Conservation Plan
Update. Councilmember Brewer seconded the motion. The motion
carried 5-0 aye.
Councilmember Bailey moved to approve Proposed Resolution #26-
2006 - A Resolution Approving the Interlocal Agreement as to the
Funding of Economic Development Incubator Services for the
Development of a Digital Media Industry Cluster by and between Grand
County, Utah and the City of Moab, Utah. Councilmember Brewer
seconded the motion. The motion carried 5-0 aye.
Councilmember Davis moved to approve Proposed Ordinance #2006-14
— An Ordinance Amending the City of Moab Official Zone Map.
Councilmember Stucki seconded the motion. The motion carried 5-0
aye.
Councilmember Sweeten moved to approve a request by T. Dee Tranter
for a Lot Line Adjustment for Property Located at 820 and 822 South
Millcreek Drive. Councilmember Brewer seconded the motion. The
motion carried 5-0 aye.
Under Reading of Correspondence, Mayor Sakrison stated that he had
received a letter from the Department of Human Services regarding the
Christmas Box House Closure and that there would be a meeting
regarding the topic on October 16, 2006 at 8:00 AM..
Councilmember Sweeten stated that the 7th and 8th Grade Boy's Football
Team had beat Blanding.
Under Administrative Report, City Manager Metzler stated that she had
a draft of the new drug testing policy and it was currently under
department head review. City Manager Metzler stated that she had been
attending meetings for the proposed Aquatic Center, and had met with
the Teen Center Advisory and Friends Boards and that the Teen Center
was running very successfully. City Manager Metzler stated that staff
had been working on North Area Annexations and that the City had
received notice from the Forest Service that they would be vacating their
rented space in the City Center. City Manager Metzler stated that staff
was starting on the Animal Shelter Operations Plan and also talking to
Castle Valley regarding animal control services.

Under Goal Updates, Councilmember Sweeten stated that the Higher
Education coin sales were going well and that City Market was selling a
lot of coins.
Councilmember Sweeten then stated that he thought the City should

Councilmember Stucki moved to pay the bills against the City of Moab
in the amount of $526,880.94. Councilmember Sweeten seconded the
motion. The motion carried 5-0 aye by a roll -call -vote.
Councilmember Sweeten moved for adjournment. Councilmember
Stucki seconded the motion. The motion carried 5-0 aye.
Mayor Sakrison adjourned the meeting at 8:19 PM.
