OVERTON Jr - Chief of Police 4p°� �_,� FLA �p if Weekly Summary Report Weekly Code Enforcement Efforts Narrative and Comments Code Enforcement in conjunction with Public Works continues to check the entire village for areas of standing water in regards to Zika virus prevention efforts. Additionally, all construction sites were checked to ensure debris is not being left on the roadways. There was one code warning issued for a possible short term rental violation within the gated community. Follow-up investigation is ongoing as the tenants were not located at this particular moment. However, there are indications that rental activity may be occurring. Noteworthy Incidents Date Incident/Arrest Location 12/16/2016 Motor Vehicle Accident 10300 Block of Collins Avenue Narrative / Comments Bal Harbour police officers were alerted to a motor vehicle accident on the north side of the Haulover Bridge. A driver lost control of his vehicle and collided with a pole thus knocking it off its base. The driver did not sustain any injuries. Miami Dade Police Department responded and addressed the investigation. Date Incident/Arrest Location 12/16/2016 Motor Vehicle Accident 300 Block of 96 Street Narrative / Comments A passenger vehicle traveling west on 96 Street made an illegal change of lanes and collided with a motorcycle traveling in the same direction. The motorcyclist was ejected from the motorcycle and sustained moderate injuries. Miami Dade Fire Rescue transported the injured rider to an area hospital for medical treatment. The driver of the passenger vehicle was not injured and '`as subsequently found at -fault in the crash. i 3 BAL HARBOUR POLICE DEPARTMENT MARK N. OVERTON Chief of Police Weekly Summary Report Date Incident/Arrest Location 12/17/2016 Suspicious Person 9700 Block of Collins Avenue Narrative / Comments A concerned citizen notified the Bal Harbour police department regarding a person, possibly homeless, laying on a bus bench. Upon making contact the officer found a female who had fallen asleep while waiting for the bus. Date Incident/Arrest Location 12/18/2016 Damaged Property 10200 Collins Avenue Narrative / Comments While patrolling the Collins Avenue corridor, an officer discovered debris from a collapsed California Date Palm tree obstructing the road way and pedestrian walk way. The palm caused minor damages to an FDOT sign post and a decorative holiday light ornament. In an effort to prevent any vehicular and pedestrian hazards, the officers immediately secured the area and notified Public Works. Date Incident/Arrest Location 12/19/2016 Suspicious Person 10295 Collins Avenue (Jetty) Narrative / Comments While conducting a mandatory beach check, a Bal Harbour police officer discovered a male asleep on a bench near the jetty entrance, the officer stopped and inquired if the male required medical assistance. The male told the officer he was homeless and laid down on the bench to get some rest. The officer offered the male homeless shelter assistance, however, he declined the offer. A routine criminal history check did not reveal any active warrants or adverse criminal history. The male voluntarily left the area. No injuries, damages, or evidence of criminal activity were reported. BAL HARBOUR POLICE DEPARTMENT MARK N. OVERTON Chief of Police Weekly Summary Report Date Incident/Arrest Location 12/20/2016 Traffic Stop Arrest Harding Avenue and 96 Street Narrative / Comments While conducting traffic enforcement in the area of Harding Avenue and 96 Street, A Bal Harbour police officer conducted a traffic stop for a violation. A routine computer check of the driver revealed open Felony warrants out of Broward County; therefore the driver was arrested and transported to the Miami Dade County Jail for booking. Date Incident/Arrest Location 12/20/2016 Police Perimeter/Arrest Residential Gated Community Narrative / Comments A Bal Harbour officer noticed a Saks' Loss Prevention officer pursing a male on foot; the officer inquired and determined the male committed a non-violent felony and fled from the store. The Loss Prevention officer loss sight of the male as he scaled the wall into the gated residential community. The Bal Harbour police officers with the assistance of several police officers from neighboring jurisdictions, and Miami- Dade Police Aviation contained and successfully apprehended the fleeing male inside of a strategic and tactical perimeter. The male sustained a minor ankle injury while avoiding apprehension. The male was treated on scene by MDFR and subsequently arrested and transported to jail. Date Incident/Arrest Location 12/22/2016 Assist Surfside Police 89 Street and Abbot Avenue Narrative / Comments Surfside police conducted a traffic stop and found a small amount of Marijuana on the driver and requested assistance from our canine team. Bal Harbour K9 Officer and his dog "APIS" responded and conducted a sniff on the exterior of the vehicle; however APIS did give a positive indication/alert to the presence of additional narcotics. OVERTON Chief of Police Syr PLA Weekly Summary Report Date Incident/Arrest Location 12/21 /2016 Assist a Citizen 152 Bal Bay Drive Narrative / Comments A taxi driver flagged down a Bal Harbour police officer and advised him a passenger had left a cell phone behind in the vehicle. OVERTON q . • rlv Chief of Police �p�L I�E�, +q� e, + FLA Weekly Summary Report Weekl1v Code Enforcement Efforts Narrative and Comments There were two code warnings issued within the gated community this week for the maintenance and appearance of construction sites. Code personnel continues to check all the construction sites to ensure construction debris is being cleaned from the roadways. There was one complaint of daytime construction noise investigated at the Plaza property. The complaint originated as a result of tile removal from an upstairs apartment. The code officer responded and confirmed the work was permitted by the Building Department, however the work had already been completed. The contractor was provided with information pertaining to the noise ordinance for any future work. Noteworthy Incidents Date Incident/Arrest Location 12/25/16 Theft 9601 Collins Avenue (Beach) Narrative / Comments Bal Harbour police were summoned to the beach regarding a theft, upon arrival the victim told the officer she placed her back pack on the beach and went swimming, victim said when she returned someone had removed her backpack from the sand. No other incidents were reported. Date Incident/Arrest Location 12/26/16 Disabled Vehicle 10205 Collins Avenue Narrative / Comments While patrolling the Collins Avenue corridor, a Bal Harbour police officer observed a disabled vehicle obstructing the roadway and flow of traffic. OVERTON Chief of PoliceIRA rF� L Weekly Summary Report Date Incident/Arrest Location 12/26/2016 Retail Theft Arrest Saks Fifth Avenue 9700 Collins Avenue Narrative / Comments Saks Fifth Avenue loss prevention personnel observed a male as he concealed a men's neck tie. The male exited the store without paying for the item and was detained by security officers. The male was arrested and transported to the Miami Dade County Jail. The male also received a trespass warning from the Bal Harbour Shops Security Supervisor. Date Incident/Arrest Location 12/29/2016 Traffic Congestion Collins Avenue / 96 Street Narrative / Comments Due to increased vehicular traffic associated with the holiday season as well as a traffic crash near the Haulover Park area, the village experienced severe traffic congestion along both main corridors. The congestion commenced during rush hour and it did not diminish until approximately 9:00 P.M. Bal Harbour police officers were positioned at the main intersections and the extra -duty officer assigned to the Bal Harbour Shops was assigned a traffic post at the 9700 block intersection in order to assist with the management of traffic. pleted by: Miguel Delarosa, Captain Date: December 29, 2016 0
