141 The Council of the City of Medina met in regular session on Tuesday, February 16, 1982
at 7:35 P.M.
Present: Mayor, Thomas Anderson; Councilmembers, Wilfred Scherer, Sarah Lutz, Williim
Reiser; Clerk -Treasurer, Donna Roehl; Planning and Zoning Administrator, JoEllen
Hurr; Police Chief, Charles Hoover; Attorney, Richard Schieffer, Engineer,
Paul Pearson
Absent: Councilmember, Thomas Crosby

Councilmembers agreed to discuss the following additional items:

2. MINUTES OF FEBRUARY 2, 1982
Motion by Reiser, seconded by Lutz to accept minutes of February 2, 1982, as presented.
Motion declared carried
3. POLICE DEPARTMENT
Employment of Additional Officer
Chief Hoover stated that he would like to begin looking for an additional full time officer.
He explained that the Suburban Police Recruiting System would provide a list of screened
candidates for a charge of $650 plus $10. for each officer presently employed. He also
reported that they would like to present their program to the city council.
Discussion as to whether or not the city would need to have a part time officer.
Chief Hoover stated that it would be helpful to have a part time officer when regular
officers were taking vacations.
William Reiser suggested that Police Department investigate whether it could get along with-
out a part time man.
Thomas Anderson asked that the Chief schedule a representative of the Suburban Police
Recruiting System at a City Council meeting.
Chief Hoover stated that the Public Safety Commission discussed the job description mat-
erial that had been prepared.
4. PUBLIC WORKS DEPARTMENT
Wichita Trail
Paul Pearson reviewed letter he had written to the Council regarding work that needs to
be completed on Wichita Tr. before the city can accept as a city street.
Wilfred Scherer suggested that a decision be delayed until snow has melted, an inspection
made and necessary work ordered at that time.
Ziegler Corporation, Road Grader Warranty
Discussion of letter dated February 12, 1982, from the Ziegler Corporation, whereby they
stated that they would continue warranty on welding repairs made to main frame of 14G
grader until August 26, 1984 which is also the expiration date of the cities contract
with them.
Clerk was asked to write a letter to Zieglers asking that the frame be warranted until
February 1, 1987 or that it be replaced with a new frame, at no cost to the city, immed-
iately.
5. PLANNING AND ZONING DEPARTMENT
Substandard Lot size
JoEllen Hurr reported that the Planning Commission will continue the Public Hearing on
substandard lot size regulations at their March 9th meeting. • She also reported that the
council resolution regarding a building moritorium on substandard lots did not specify a
time limit.
Thomas Anderson asked that the matter be brought to the Council on March 16th so that
ordinance amendment could be published on March 31, 1982.
Motion by Lutz, seconded by Scherer to extend moritorium on no building on substandard
lots until March 31, 1982.
Motion declared carried
Hennepin County Landfill Sites 15
JoEllen Hurr reported that the County Ways and Means Committee would hear testimony on
landfills on Thursday, February 18th. She stated that she would attend the meeting and
present resolution which the City Council had adopted regarding no landfills in County
parks.
Woodlake Sanitary Landfill
JoEllen Hurr reported that Hennepin County has not given the city an answer on long term
liability the county would provide.
She also reported that work on land alteration had begun without notification to the city,
as had been requested,and that she had visited the site and had seen a great deal of work
completed. Rollin Smith of Woodlake had told her that a well had been run over and she
had taken pictures of barrels that had contained a type of solvent.
She reported that she, Bruce Liesch and Glen Cook would inspect the landfill on Wednesday
to determine if regulations for land alteration were being followed.
Thomas Anderson suggested that the city take a stronger posistion regarding enforcing rules
and regulations for conduct of operation of landfill and any other permits they might have.
Mark Franklin
JoEllen Hurr stated that Mr. Franklin had not obtained his building permit and that she
had informed him of the deadlines and amount of money owed under Resolution 82-1. She
also reported that both existing towers had been removed since she had driven past on
February 12th.
John Mikkelthun a resident of Medina Morningside, asked if the terms of the resolution were
null and void in view of the fact that Mr. Franklin had not met the deadlines listed in the
resolution. He asked that he be notified if Mr. Franklin asks to appear before the Council
at a future date and he would like to voice his objection, at this time, to granting a
variance for a radio tower, at any later date.
Richard Schieffer explained that the Council could agree to time extension or deny a time
extension under terms of the resolution.
Planning Commission Appointments
JoEllen Hurr reported that Jack Wahlfors and Anne Theis were interested in being reappointed
to the Planning Commission and that Ron Fortin had stated that if someone was interested in
serving he would not ask for reappointment. She stated that Anne Heideman and Kathy Andrews
were interested in serving, but Ms. Andrews had only lived in Medina for about a year.
Council discussed the need for an appointee to reside in the city for a longer period of
time than one year.
Motion by Lutz, seconded 1g Scherer to appoint Anne Heideman to the Planning Commission for
a three year term ending 11arch, 1985.
Motion declared carried
Motion by Reiser, seconded by Scherer to reappoint Anne Theis and Jack Wahlfors to the
Planning Commission for three year terms, ending March 1, 1985.
Motion declared carried
Manufactured (Mobile) Homes
Discussion of a bill before the state legislature whereby manufactured home would be con-
sidered proper structures on all residential lots.
Motion by Lutz, seconded by Scherer to ask that staff write to legislators expressing
opposistion to H.F.1738 and S.F.1677 because manufactured homes are not appropriate to
good city planning.
Motion declared carried
6. PERSONNEL POLICY
Discussion of section regarding longevity pay and whether it should be included in the
general policy or individual department policies.
Anne Heideman stated that they would begin work on individual department policies before
Council adopts the Personnel Policy.
16 7. ROLLING GREEN COUNTRY CLUB
Discussion of memo from Richard Schieffer regarding various aspects of the Rolling Green
Country Club licensing.
Mr. Schieffer also reported that he is continuing to work on the possibility of the city
acquiring one of the clubs water wells.
Council agreed to discuss license fees of all establishments at their April 6th Council
meeting.
8. FIRE DEPARTMENT CONTINGENCY FUND
Thomas Anderson explained that $10,000 had been budgeted in 1981 for future fire department
use.
Donna Roehl reported that the cities auditor advised the adoption of a resolution setting
up a separate fund for fire department use.
Motion by Scherer, seconded by Reiser to adopt Resolution 82-4 establishing a fund for
future fire department use with a beginning amount of $10,000.
Motion declared carried
9. CABLE TV
Discussion of letter from Orono whereby a request for $300. was made for pursuing the
possibility of serving a larger area with Cable TV. Information received indicated
the possibility of securing a better franchise if a larger area were to be served.
Motion by Lutz, seconded by Scherer to pay $300. toward on -going costs of investigating
Cable TV service in Medina.
Motion declared carried
10. BILLS
Motion by Lutz, seconded by Reiser to pay the bills; Order Checks # 1080-1082 in the
amount of $5338.62 and Payroll Checks # 6562 - 6573 in the amount of $6394.35.
Motion declared carried
Motion by Scherer, seconded by Reiser to adjourn.
