The regular meeting of Town Council was held today at S P M inthe Council Room and was attended by Mayor Brown, who presided, and Councilmen Peters, Hosti, Hutton, Waters, Lovell, Meddin, Town Attorney Sol*ns, Jr.,Supt. Reed, Chief McCutchen, Mr. J. W. Lang and also by Mr. E. Ashby, Mr. Frank Skeffington and Mr.Herman Diamond. Judge Heery administered the oath of office to Councilman Hutton as follows: STATE OF GEORGIA CHATHAM COUNTY I, JOSEPH H. HUTTON, do solemnly swear that I will faithfully and honestly perform the duties of Councilman of "the Town of Savannah Beach, Tyree Island, Georgia, to the best of my skill and ability, without fafror or affection, so help me God. I, JOSEPH H. HUTTON, a citizen of Savannah Beach, Tybee Island, Georgia, and being an employee of the Town of Savannah Beach, and the recipient of public funds for services rendered as such employee, do hereby solemnly swear and affirm that I will support the Constitution of the United States and the Constitution of the State of Georgia, and that I am not a member of the Communist Party and that I have no sympathy for the doctrines of communism and will not lend my aid, my support, my advice, my counsel nor my influence to the Communist Party or-to the teachings of communism. Heery Judge, Superior Court, E.J.C,of Georgia Mayor Brown stated that the Board felt that it had made an excellent selection in the election of Mr. Hutton as Alderman. In response Mr. Hutton stated that he was honored to be selected and would cooperate with the Board in the best interests of Savannah Beach. Mr. Ashby protested against the erection of a sign on the northeast corner of Butler and Atlantic Avenues by Mrs. J. E. Gay, operator of the Seabreeze Hotel contending that she had no right to place a sign at this location. Mr. Ashby was informed that Council had authorized placing a sign at this location and that Mrs. Gay had not violated any of the Town Ordinances. He stated that he wanted to erect a sign ad- vertising his business. Mr. Ashby was excused. 1 121 Mr. Di and stated that there was a dispute existing between the Town's Electrical Inspector, Mr. Hugh Pertain, and the electrical contractors on the island. He stated that he had not been able to get any inspections from Mr. Partain and that Mr.' Pa tain had held up his jobs. He suggested that a local man be appointed Electr cal Inspector in the interest of quicker service. Councilman Hosti stated that Diamond had been getting 24 hour service by Mr. Partain. He stated that both Diamond and Mr. Rentiers had been informed that the National Underwtiters and th City of Savannah Electrical Codes had been adopted by the Town. It was de- cided that the various parties get together and work the matter out to the satis- faction of all. Councilman Hosti will handle the matter. Mayor Brown stated that the matter should be straightened out. They were excused. Mr. Lang recommended the appointment of William Paul as Plumbing Examiner on the Plumbing Board as Journeyman Plumber. He stated that they were . about seventy -five (75) delinquent water consumers and asked what to do about the discount. It was moved, seconded and passed that the discount period be extended to July 17, 1957. Chief McCutchen objected to the Sheriff of Chatham County deputising a group of Town property owners and residents who organized for the purpose of endeavoring to • curtail the stealing of their boats anchored in Tybee Inlet. He stated that they were eighteen (18) unpaid licenses and Council instructed Chief McCutchen to issue subpoenas for delinquent operators to appear in court this coming Friday but if they had paid up the subpoenas would be cancelled, he also asked t.lfu the Police Depart- ment was going to get a salary increase and idas informed that the matter would be discussed, Superintendent Reed informed Council that about forty (40) per cent of the places on the island have no garbage cans. Councilman 1•aters stated that he checked on the garbage cans also and that some places had no cans. Nayor Brown suggested that Sanitary Inspector be appointed to go around and check locations and put the residents on notice of unsanitary conditions and that he be given authority to issue subpoenas if necessary to require the installation of garbage cans. Superintendent Reed stated that Holiday Park lake is in a bad unsanitary condition, that no water runs in the lake as the water is cut -off and that the water there had become stagnant which is a mosquito breeding location. This matter has been reported to the Health Depart- ment and the Clerk was instructed to write Mr, Lynes relative to this. Superintendent Reed stated that the sewer system needs repairs but that we may get by this season. The Mayor stated that the cost of clearing lots to date had been $1,440.00 and asked what should be done. Councilman Hutton stated that the project should continue. Councilman Meddin' moved that it be continued until the amount of $3,500.00 has been expended then hold off for the time being. This motion was seconded and passed. It was moved, seconded and passed that a bill from the Western Union charged to the late Mayor Strong amounting to $27.91 be paid. It was moved, seconded and passed that bills for the month of June for General Government amounting to $3,747.27 and bills for the Water Department amounting to $892.32 be paid. It was moved, seconded and passed that five, one thousand ($1,000.00) dollar 'Itter Revenue Certificates be purchased for nine hundred twenty -five (:925.00) each. Councilman Waters asked what was to be done bout the garbage can situation. It was moved, seconded and passed that a man be employed for the balance of the season at a salary of Twenty -five ($25.00) Dollars a month to act as an inspector to check on the lack of garbage cans, etc. 122 Councilman Waters informed Council of the condition of Kent's Place on First Street and Sixth Avenue stating it was very unsanitary. A petition was read from Mr. and Mrs. 0. S. Blair protesting against this condition. Matter referred to Chairman, Police Committee. Councilman Waters recommended that the Town's employees be given salary raises. • Councilman Meddin moved that all employees of the Town be given a five per cent salary increase effective July 1, 1957. The Mayor informed Council that Randolph Gould had approached him regarding the bad condition existing on the parade grounds in Fort Screven due to the heavy under- growth and the presence of large numbers of mosquitoes. Councilman Meddin stated that it would be 0 K for them to use as a p].4yground if they cleared it up. It was moved, seconded and passed that the following Ordinance be adopted: AN ORDINANCE AN ORDINANCE TO MEND THE ORDINANCE PROVIDING FOR rtiE RATE OF LICENSE FOR DOING BUSINESS IN THE TOWN OF SAVANNAH BEACH, TYBEE, ISLAND, GEORGIA, FOR THE FISCAL YEAR ENDING APRIL 30, 1158; FIXING PENALTIES FOR THE VIOLATION: AND FOR OTHER PURPOSES. SECTION 1. Be it ordained by the Mayor and Councilmen of the Town of Savannah Beath, Tyree Island, Georgia, in council assembled, andit is hereby ordained by the authority of the same, that the ordinance providing for the rate of license for doing business in the Town of Savannah Beach, Tybee Island, Georgia, for the fiscal year ending April 30, 1958, be amended as follows: (a) Any person, firm or corporation engaged in the wholesale distribution of sandwiches it 25.00 SECTION 2. That any person violating the provisions of this Ordinance, upon conviction thereof, shall be subject to be fined not to efceed $100.00, or be imprisoned not more than thirty (30) days, either or both or a portion of either or both, in the discretion of the Court. SECTION 3. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.
