A GENERAL ORDINANCE AMENDING CHAPTER 58 OF THE
RICHMOND CODE REGARDING LANDFILL FEES
WHEREAS, Chapter 58 of the Richmond Code currently sets forth certain fees in
conjunction with the use of the Richmond Sanitary Landfill; and
WHEREAS, I.C. 36-9-30-21 provides that the fiscal body of a governmental unit may
determine fees associated with such unit's Sanitary Landfill; and
WHEREAS, an increase in costs to the Richmond Sanitary District regarding its operation
of the Sanitary Landfill, including, but not limited to, costs associated with
requirements set forth by the Environmental Protection Agency, now
require a modification of such fees.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of Richmond that
Chapter 58 of the Richmond Code (LANDFILL) is hereby amended as follows:
58.01 DEVELOP AND IMPLEMENT FEES
The Richmond Board of Sanitary Commissioners is hereby authorized to develop and
implement a landfill fee system for disposal of trash, garbage and rubbish at the Richmond
Sanitary Landfill.
58.02 FEE SCHEDULE
(a) The Landfill shall collect user fees as follows
(1) Residents within the Richmond Sanitary District shall be charged the following
fees for solid waste accepted by the Landfill for disposal subject to a minimum fee
of $7.50, to -wit:
(A) SOLID WASTE TYPE:
Material with low density (insulation, foam rubber, etc.) ...................$55.00/ton
Materials with average density (regular trash)................................$27.00/ton
Materials with high density (fly ash) ............................................ $7.50/ton
(B) MATERIAL SEGREGATED FROM WASTE STREAM:
Wood Pallets/wood crating materials ....................... ................$18.00/ton
Compostable materials...........................................................$18.00/ton
Construction/demolition materials..............................................$18.00/ton
Clean Fill .................................... .5 on
(C) MD ED LOADS OF SEGREGATED AND SOLID WASTE ......... $55.00/ton
(D) IMPORTED SPECIAL WASTE..........................................$60.00/ton
(2) Non-residents of the Richmond Sanitary District will be charged the following
fees for all solid wastes accepted by the Landfill for disposal subject to a minimum
fee of $7.50, to -wit:
(A) SOLID WASTE TYPE:
Material with low density (insulation., foam rubber, etc.) ...................$60.00/ton
Materials with average density (regular trash)................................$35.00/ton
Materials with high density (fly ash) ............................................ $7.50/ton
(B) MATERIAL SEGREGATED FROM WASTE STREAM:
Wood Pallets/wood crating materials..........................................$20.00/ton
Compostable materials...........................................................$20.00/ton
Construction/demolition materials..............................................$20.00/ton
Clean Fill ........................................................................... $7.50/ton
(C) MIXED LOADS OF SEGREGATED AND SOLID WASTE ......... $60.00/ton
(D) IMPORTED SPECIAL WASTE..........................................$65.00/ton
(3) The disposal of tires by residents or non-residents of the Richmond Sanitary
District is strongly discouraged. Disposal by truck load or in mass shall not be
permitted. The disposal of individual tires shall result in the following fees:
(A) Car Tires - $2.50 per tire
(B) Truck Tires - $8.00 per tire
(C) Tractor Tires - $22.00 per tire
(4) A $1.50 per ton in State mandated charges will also be added in addition to the
above stated fees.
(b) All fees will be due and payable at the time of disposal unless a monthly billing
arrangement is set upt on advanc with the Richmond Sanitary District.
Passed and adopted this l2L day 1996, by the Common Council of
the City of Richmond, Indiana.
