OVERTON Chief of Police Weekly Summary Report ,05FiCER s, Weekly Code Enforcement Efforts Narrative and Comments There were three code warnings and two code violations issued within the gated community this week. The warnings consisted of two warnings for maintenance and appearance of residential landscaping. The third warning was issued for a palm tree obstructing a stop sign. The first violation within the gated community was issued by the code officer after they discovered unpermitted construction work being conducted at a residence. The Building Department was contacted and an inspector responded and issued a stop work order. The final violation within the gated community was issued to a construction site for its maintenance and appearance. Additionally, there was one code warning and three code violations issued to beachfront properties this week. The code warning was issued to the Bal Harbour 101 after investigating a complaint of a dumpster being picked up before the permitted work hours. In conjunction with the Building Department, the St. Regis property was issued a code violation and stop work order after unpermitted construction work was discovered. The Plaza property was issued a code violation for a repeat offense of working without the proper dust mitigation safeguards. A stop work order was issued to the Plaza management and a Building Department Inspector responded to the location. The final code violation was issued to the Oceana after they were discovered conducting permitted work prior to the allowed work hours. Noteworthy Incidents Date Incident/Arrest Location 01/06/2017 Fraud / Phone Scam 9800 Collins Avenue Narrative / Comments An elderly Bal Harbour resident received a call from a man who identified himself as the victim's godson advising that he had been involved in an accident and was being held for suspicion of Driving Under the Influence. The caller directed the victim to contact a third party, an attorney, who instructed the victim to wire transfer money in order to bail the godson out of jail. The victim transferred 1,700 dollars as instructed. The victim later realized that she had been defrauded and contacted Western Union, she was able to cancel the transaction and receive a refund. A Bal Harbour officer escorted the victim to the Publix (Western Union) in Surfside in order to ensure that she received her refund successfully. II BAL HARBOUR POLICE DEPARTMENT MARK N. PLA Date Incident/Arrest Location 01/06/2017 Assist Bay Harbor Island 96 Street and East Bay Harbor Drive Narrative / Comments Bay Harbor Island police communications issued an alert regarding a vehicle traveling eastbound on the Causeway with a stolen tag attached. A Bal Harbour officer stopped the vehicle without incident. The investigation revealed the driver was in fact the owner and that another police agency had erroneously entered the tag as stolen. Bay Harbor Police remained on the scene and the Bal Harbour officers cleared the scene. Date Incident/Arrest Location 01/10/17 Suspicious Person 10295 Collins Ave (Ritz Carlton) Narrative / Comments Bal Harbour officers were summoned to the Ritz Carlton Hotel regarding a suspicious female located in the lobby. Ritz -Carlton Hotel security personnel advised the officers that the female had been sitting in the lobby for several hours. After a brief inquiry, the officers determined the female was homeless. The female was offered homeless shelter assistance which she declined, she then voluntarily left the property. Date Incident/Arrest Location 1/10/17 Sign Obstruction Harbour Way E/Bal Cross Drive While patrolling the gated community, a Bal Harbour officer received a report of an obscured stop sign. The Bal Harbour officer located the stop sign that was obstructed by a tree branch. Public Works personnel responded and trimmed the tree to prevent any driving or pedestrian safety hazards. Date Incident/Arrest Location 01/12/17 Domestic Battery Arrest 10250 Collins Avenue A person responded to the Bal Harbour Police Department to report a spousal domestic violence which occurred on January 11, 2017. The investigation identified the aggressor who was located and placed under arrest for misdemeanor domestic battery. The arrestee was transported to the Miami Dade County Jail for processing.
