Present: Councilmembers James Johnson, Ann Thies, Philip Zietlow and Mayor Anne Theis. Absent: Councilmember John Ferris. Others Present: Police Chief Richard Rabenort, Clerk -Treasurer Jeff Karlson, City Attorney Ron Batty and City Engineer Glenn Cook. Additions to Agenda 1. T.H. 12 Citizen's Committee Appointment 2. Governor Carlson's Budget Proposal 1. MINUTES Moved by Zietlow, seconded by Thies, to approve the minutes of the regular meeting of February 2, 1993, as amended, as follows: Page 1, paragraph 3, new sentence to read, "Cook added that the city pays for 100% of the base work." Page 1, paragraph 4, to read, "...anyone not filing an objection..." Page 5, paragraph 3, to read, "...their timetable would not coincide..." Motion carried unanimously. 2. ADVERTISEMENT FOR BIDS FOR ROAD MAINTENANCE MATERIALS Moved by Zietlow, seconded by Thies, to adopt Resolution No. 93- 04, "Resolution Authorizing Advertisement for Bids for Road Maintenance Materials." Ayes: Johnson, Thies, Zietlow and Mayor Theis. Nays: None. Resolution No. 93-04 adopted on a 4-aye and 0-nay vote. 3. BID DATE FOR ROAD MATERIALS Moved by Zietlow, seconded by Thies, to establish the date of the bid opening for Tuesday, March 16, 1993 at 10:00 a.m. Motion carried unanimously. 4. CHANGE ORDER FOR HAMEL WELL NO. 4 PROJECT Moved by Thies, seconded by Zietlow, to approve Change Order No. 1 extending the date of completion for Hamel Well No. 4 project. Motion carried unanimously. 5. PAY EQUITY REPORT The council reviewed a notice from the Minnesota Department of Employee Relations which stated that the city did not meet 23 certain requirements of the Local Government Pay Equity Act as of December 31, 1991, resulting in a non-compliance ruling. Clerk -Treasurer Karlson said the city must be in compliance by May 31, 19°?, and must submit a new pay equity report by June 30, 1993. Failure to reach compliance would result in penalties being assessed against the city. Karlson recommended that a committee be established to review current salaries and pay equity points and recommend back to the council what action should be taken to correct the non-compliance ruling. Moved by Mayor Theis, seconded by Thies, to appoint Mayor Theis, Councilmember Ferris, Police Chief Rabenort and Karlson to an ad hoc committee to formulate a new pay equity report for the council to consider. Motion carried unanimously. 7. TRUNK HIGHWAY 12 CITIZEN'S COMMITTEE APPOINTMENT Moved by Thies, seconded by Zietlow, to approve the appointment of Ann Heidemann as commissioner and Graciela Gonzalez as an alternate to the T.H. 12 Citizen's Committee. Motion carried unanimously. 8. GOVERNOR CARLSON'S BUDGET PROPOSAL The council discussed Governor Carlson's budget proposal which called for a salary freeze for all public employees and cuts in Local Government Aid and Homestead and Agricultural Credit Aid. Councilmember Zietlow said the city is doing a good job keeping its spending under control and he felt the state should not impose its own budget problems on local governments. The council agreed that they should contact State Representative Todd Van Dellen and let him know that they would not support Governor Carlson's budget plan to freeze employee salaries and to cut state aids. 9. PAYMENT OF BILLS Moved by Thies, seconded by Mayor Theis, to approve Order Check Numbers 11700-11746 for $193,687.93 and Payroll Check Numbers 13186-13205 for $16,082.88. Motion carried unanimously. 10. ELM CREEK WATERSHED COMMISSIONER APPOINTMENT Moved by Johnson, seconded by Mayor Theis, to reaffirm the appointment of Bill Waytas, 3448 Elm Creek Drive, as commissioner of the Elm Creek Watershed Management Commission. Motion carried unanimously. 11. PIONEER CREEK WATERSHED COMMISSIONER APPOINTMENT Moved by Zietlow, seconded by Mayor Theis, to table appointments to the Pioneer Creek Watershed Commission until the next meeting.
