HomeMy Public PortalAbout129-1996 - GENERAL ORDINANCE AMENDING SEC 74.28 OF THE CITY OFORDINANCE NO. 129-1996 A GENERAL ORDINANCE AMENDING SECTION 74.28 OF THE CITY OF RICHMOND CODE WHEREAS, City of Richmond Code Section 74.28 provides for the establishment of Residential Parking Permit Areas; and WHEREAS, no provision is made within Richmond Code to exempt non-resident landlords or others performing maintenance or constructing improvements on properties within such areas; and WHEREAS, in order to facilitate the maintenance and improvements of properties located in such areas, it is desirable to provide for such an exemption. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that Section 74.28 of the City of Richmond Code is hereby amended as follows: 1. R.C. 74.28(e)(2) shall be changed to read "Except as otherwise provided in this code, no residential parking permit shall be issued to a vehicle whose owner and principal operator do not reside within the designated residential parking permit area". 2. A new R.C. 74.28(e)(5) shall be added as follows: "All maintenance, service, and construction vehicles shall be exempt from the time limitations established by this section while the drivers of such vehicles are engaged in working on property within the designated area. Upon request, a temporary parking permit shall be issued free of charge for any such vehicles". 3. A new R.C. 74.28(e)(6) shall be added as follows: "Upon request, a parking permit sticker shall be issued free of charge to any non-resident landlord who owns property within the designated area. This permit may be used by the landlord or his agents while engaged in maintenance or construction on property within the designated area".
