VILLAGE OF PLAINFIELD
MEETING MINUTES
MAY 18, 2015
AT: VILLAGE HALL
BOARD PRESENT: B.LAMB, E.O'ROURKE, G.PECK (7:01 P.M.), J.RACICH,
B.WOJOWSKI, AND M.BONUCHI. BOARD ABSENT: M.COLLINS. OTHERS PRESENT:
T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; J.HARVEY, ATTORNEY;
M.GIBAS, VILLAGE CLERK; T.ORBON, ENGINEER; A.PERSONS, PUBLIC WORKS
DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; J.KONOPEK, CHIEF OF POLICE.
CALL TO ORDER, ROLL CALL, PLEDGE
Trustee Bonuchi called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Peck
arrived at 7:01 p.m., all other Trustees were present at the time of roll call. Mayor Collins was
absent. Trustee Bonuchi led the pledge to the flag. There were approximately 27 persons in the
audience.
Trustee Racich moved to appoint Trustee Bonuchi as Chairman for this evening's meeting.
Second by Trustee Wojowski. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, absent;
Racich, yes; Wojowski, yes; Bonuchi, yes. 5 yes, 0 no, 1 absent. Motion carried.
PRESIDENTIAL COMMENTS
Chief Konopek presented:
• A Distinguished Service Award to Andrew Hendon, GIS Department.
• PEMA Years of Service Award—Mark Stofko
• 2014 Office of the Year—Officer Jason Kopek
• 2014 Supervisor of the Year— Sgt. Jen Myers
• 2014 Civilian of the Year—Associate Prosecutor Deb Abbott
Trustee Lamb moved to approve the reappointments of Michael Bortel as Chairman, and
Suzanne Derrick, as Vice-Chair to the Historical Preservation Commission with terms expiring
April 30, 2016. Second by Trustee Peck. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck,
yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried.
Trustee Bonuchi congratulated all of the award recipients and pointed out that she tries to attend
the ceremony every year.
TRUSTEES COMMENTS
Trustee Wojowski thanked Chief Konopek for his leadership and congratulated the award
recipients.
Trustee Lamb:
• Pointed out that year to year is getting better from a Police safety point of view.
• Asked Mr. Persons for an update on snow removal. Mr. Persons reviewed some of the
steps staff has taken to improve the process including salt purchasing and
intergovernmental agreements with Plainfield and Wheatland Townships.

Trustee Peck requested that the staff provide a snow removal update at a future Committee of the
Whole Workshop.
Trustee Wojowski requested that an after action report also be provided.
Trustee O'Rourke suggested holding off on the Workshop Meeting until we have all of the
pieces.
Trustee Racich commented on the Mail Carrier Food Drive and thanked all of the mail carriers.
They collected over 7,000 pounds of food.

BUSINESS MEETING
1) APPROVAL OF AGENDA
Trustee Lamb moved to approve the Agenda. Second by Trustee Peck. Vote by roll call. Lamb,
yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion
carried.
2) CONSENT AGENDA
Trustee Lamb moved to approve the Consent Agenda to include:
a) Minutes of the Board Meeting held on May 4, 2015.
b) Bills Paid and Bills Payable Reports for May 18, 2015.
c) Cash & Investments, Revenue, and Expenditure Reports for April, 2015.
d) Approval of the GIS Annual Maintenance Agreement with ESRI in the amount of
$9,600.00.
e) Approval of the Laserfische Annual Maintenance Agreement with TKB
Associates in the amount of$7,586.00.
Second by Trustee O'Rourke. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich,
yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried.
3) KENSINGTON CENTER SOUTH SIGN VARIANCE (Case#1680-031815.V)
Trustee Racich moved to adopt Ordinance No. 3213, granting approval of a sign variance to
permit three additional monument signs at the development commonly known as Kensington
Center South, located at the southwest corner of Route 59 and 127th Street. Second by Trustee
Lamb.
Trustee O'Rourke stated that he did not feel that this would help the small businesses and
suggested that negotiations continue with Target.
Vote by roll call. Lamb, yes; O'Rourke, no; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi,
yes. 5 yes, 1 no. Motion carried.

4) TEXT AMENDMENT (RELIGIOUS ASSEMBLY)
Trustee O'Rourke moved to direct the Village Attorney to draft an ordinance requiring Religious
Assemblies to obtain a Special Permit in the B-1 and B-3 Commercial Districts. Second by
Trustee Wojowski.
Trustee Lamb clarified with Attorney Harvey that the proposed Ordinance would only authorize
a review process and not make it easier to deny. Attorney Harvey stated that the Special Use is a
legislative finding that they fit into the category and a public hearing would need to be held to
determine the impact. Trustee Lamb stated that a review process can be productive.
Trustee Peck clarified that the motion is just to authorize the Village Attorney to prepare the
ordinance.
Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi,
yes. 6 yes, 0 no. Motion carried.
5) WEINHOLD (SOUTHEASTERN CORNER OF PLAINFIELD/NAPERVILLE
ROAD AND 127TH STREET)
Mr. Garrigan stated that when this property was originally annexed, the southeast corner of the
property was never annexed due to an error on the original legal description. The subject
property was rezoned last year to B-3 based on the belief of staff and the applicant that the
property was within the Village's municipal boundaries. The proposed ordinances annexing the
property and rezoning the property would rectify the original error.
Trustee Lamb moved to adopt Ordinance No. 3214,annexing the southeastern corner of
Plainfield/Naperville Road and 127trh Street into the Village of Plainfield. Second by Trustee
Wojowski. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes;
Bonuchi, yes. 6 yes, 0 no. Motion carried.
Trustee Lamb moved to adopt Ordinance No. 3215, rezoning the southeastern corner of
Plainfield/Naperville Road and 127th Street to B-3 (Business Highway) zoning. Second by
Trustee Wojowski. Vote by roll call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes;
Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried.

POLICE CHIEF'S REPORT
Trustee Racich moved to authorize the purchase of 1,000 Midland NOAA Weather alerting
radios from Walgreens in the amount of$22,000.00. Second by Trustee Lamb. Vote by roll
call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0
no. Motion carried.
Chief Konopek presented the Operations Report for April, 2015.
Chief Konopek reminded everyone of the Special Events for this weekend including the
Wounded Warrior 5K and the Memorial Day Parade.
ATTORNEY'S REPORT
No Report.
Trustee Bonuchi read the reminders.
Trustee Racich moved to adjourn. Seconded by Trustee O'Rourke. Voice Vote. All in favor, 0
Opposed.
