Gonzalez, Village Manager r Date: January 27, 2017 Subject: Recent Village Water Service Disruptions The purpose of this Letter to Council (LTC) is to transmit to you information pertaining to the two recent water service disruptions and subsequent Boil Water notices which affected the residents of Bal Harbour Village. On the early morning of Sunday, January 22, 2017, at approximately 3:00 am, Public Works staff from the Town of Bay Harbor Islands responded to a report of a large water line break in the westbound lane of 96 Street near W Broadview Drive. The Miami -Dade County Water and Sewer Department (WASD) also responded and began to investigate the water break. It was determined that the break occurred on the thirty inch (30") water main line belonging to WASD, which provides water to the Town of Bay Harbor Islands, Indian Creek Village, Bal Harbour Village and the Town of Surfside. The Village first received notice from resident reports at approximately eight o'clock (8:00am) that water to the Village had been turned off -- apparently due to WASD's actions in isolating the water break. Parks and Public Spaces staff responded by contacting the City of North Miami Beach (NMB) and requesting that they turn on the emergency water service valve located at Haulover Bridge to provide water service to the Village. In the interim, we issued a WENS notice to our residents alerting them of the situation. NMB responded to our request and the Village water service resumed at 8:52 am. Additionally, WASD isolated the break, and at approximately 9:20 am, opened an emergency bypass water valve located on Byron Avenue in the Town of Surfside to provide supplementary water service to the Village and the other municipalities. Due to the complete loss of water pressure within the Village, WASD issued a precautionary boil water notice. Staff worked to notify the residents about the boil water notice electronically via E -blast, WENS and hand delivering notices to the entire community with WASD also providing this information to local media outlets (See Attached). In addition to the Sunday morning water break, on Monday morning, January 23, 2017 at approximately 8:00 am, Parks and Public Spaces staff responded to reports of a large water break to the Village sixteen inch (16") water main located in the intersection of eastbound LTC 019-2017: Recent Village Water Service Disruptions Page 2 of 2 Harbour Way and Park Drive. The break in this large water service main line caused the entire Village to once again lose complete water pressure. Staff immediately began to isolate the break and prepare for repairs and resident notifications were again initiated. At approximately, 11:30 am water service resumed for the entire Village. Additionally, we requested our Contractor working on the Phase One Utility Project, Metro Equipment Service, Inc., to make repairs immediately since their equipment was stationed adjacent the water main break. After several hours of pumping to remove the water from the site of the break, repairs and water system flushing was completed by 6:30 pm that evening. The Florida Department of Health (DOH) requires that two consecutive days of water sample laboratory tests documenting clean water results in order to rescind the precautionary boiling water notice. The Miami -Dade County issued Boil Water Notice was rescinded on Tuesday morning, January 24, 2017 for all affected communities except Bal Harbour Village. Due to the new water disruption on Monday morning, January 23, 2017, the boil water notice was extended by Parks and Public Spaces Department Director, John Oldenburg (See Attached). Notifications were transmitted to the residents utilizing the same outreach methods detailed above. Subsequent to the completions of repairs, the required water sampling and testing was completed and submitted to the DOH. On the morning of Thursday, January 26, 2017, the Village received notification from Miami -Dade County to rescind the boil water notice at 10:00am. The actions to transmit this information to the residents began immediately using all of the previous notification methods (See Attached). If you have any questions please feel free to contact me. THIS EVENT WAS NOT RELATED TO THE BAY HARBOR ISLANDS EVENT. THEREFORE, AS A PRECAUTION, WE ADVISE THAT ALL WATER USED FOR DRINKING, COOKING, MAKING ICE, BRUSHING TEETH, OR WASHING DISHES BE BOILED. A ROLLING BOIL OF ONE MINUTE IS SUFFICIENT. AS AN ALTERNATIVE BOTTLED WATER MAY BE USED. WHILE WATER SERVICE HAS ALREADY RESUMED, WE ARE COLLECTING WATER SAMPLES TO PERFORM A BACTERIOLOGICAL ANALYSIS. THIS "PRECAUTIONARY BOIL WATER NOTICE" WILL REMAIN IN EFFECT UNTIL THE VILLAGE RECIEVES A LABORTORY BACTERIOLOGICAL SURVEY THAT SHOWS THAT THE WATER IS SAFE TO DRINK. The break occurred on 96th Street/Kane Concourse between West Harbor Drive and Bay Harbor Terrace in Bay Harbor Islands. One house in Bay Harbor Islands is also affected, 9551 E. Broadview Dr. Once service is restored, all water used for drinking or cooking purposes should be boiled until further notice prior to consumption. Water should be brought to a full rolling boil for at least one minute. There is no problem with using the water for bathing and other household needs. The Miami -Dade Water and Sewer Department will be sampling the water. Once all tests are cleared, the boil water restrictions will be lifted. La rotura se produjo en la 96 calle/Kane Concourse entre West Harbor Drive y Bay Harbor Terrace en la ciudad de Bay Harbor Islands. Tambien es afectada una casa en Bay Harbor Islands, 9551 E. Broadview Rd. Cuando se restaure el agua, toda el agua utilizada para beber o cocinar se debe hervir hasta nuevo aviso antes de su consumo. El agua debe alcanzar el punto de ebullicion y mantenerlo por lo menos un minuto. No hay problema con utilizar el agua para banarse y otras necesidades domesticas.
