Richard Hendrickson, being duly sworn on an
oath, states or affirms that he is the Chief Fi-
nancial Officer of the newspaper(s) known as
South Crow River News
and has full knowledge of the facts which are
stated below.
(A) The newspaper has complied with all of
the requirements constituting qualification
as a qualified newspaper as provided by
Minn. Stat. § 331A.02, § 331A.07, and
other applicable laws as amended.
(B) The printed public notice that is attached

The city council o the city of
Medina has adopted Ordinance
No. 484, an ordinan a creating
regulations for the Cnservation
Design Planned Uni Develop-
ment (CD-PUD) distri t. The pur-
pose of this district is o preserve
the City's ecological resources,
wildlife corridors, sc: nic views,
and rural character. A property
owner may request tr subdivide
and developer their . operty fol-
lowing the CD-PUD egulations
as an alternative to t e standard
underlying zoning district. The
CD-PUD offers flexib lity to cer-
tain zoning requireme is in order
to making it possible f• r the devel-
oper to place a por ion of the
property into a perm: nent con-
servation easement. The ordi-
nance allows the City to offer in-
creased density and educe the
following requirement.: lot size,
setbacks, upland b ffers, tree
preservation, and landscaping
requirements. The : mount of
flexibility, if any, provi•ed by the
City would be based •n the qual-
ity of the resources p otected by
the conservation eas ment. The
