HomeMy Public PortalAboutMIN-CC-2006-09-05MOAB CITY COUNCIL REGULAR MEETING September 5, 2006 The Moab City Council held their Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor Sakrison called the Pre -Council Workshop to order at 6:30 PM. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and led in the Pledge of Allegiance. Also in attendance were Councilmembers Kyle Bailey, Gregg Stucki, Jeffrey Davis, Rob Sweeten and Keith Brewer; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, City Engineer Dan Stenta, City Planner Zakery Steele, Public Works Director Brent Williams, Police Chief Mike Navarre and Planning and Community Development Director David Olsen. Six (6) members of the audience and media were present. There were no minutes to approve. Under Citizens to be Heard, Maggie Corson commented on the ordinance regarding secondary dwellings. Ms. Corson stated that the intent and purpose was to increase affordable housing for immediate family members and that she feels the requirement of owner occupation minimizes the usefulness. Ms. Corson stated that she feels quality is not governed by owner occupation and encouraged the City to continually review the ordinance. Under Engineering Department Update, City Engineer Stenta gave an overview of his written report and stated that he had been busy with the East Center Street project and that the medians would be starting that week. City Engineer Stenta stated that the schedule was slipping slightly due to concrete work. Under Planning Department Update, Planning and Community Development Director Olsen stated that he and Kim Schappert would be giving a presentation on trails in Ogden. Under Police Depar tiuent Update Police Chief Navarre stated that he and Councilmember Davis would like to see pedestrian flags at intersections and that there had been an accident that day involving a vehicle and a small child at 200 South and Main Street. A Public Works Department Update was not given. Councilmember Sweeten moved to approve Proposed Ordinance #2006- 12 — An Ordinance Authorizing the City of Moab to Enter into Cooperative Agreements Providing for Real Estate Transfer Assessments. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve Proposed Resolution #22- 2006 — A Resolution Approving the Agreement Concerning the Use of the Real Estate Transfer Assessment By and Between the City of Moab, the Gonzo Land Company LLC and the Gonzo Condominium Owners Association, Incorporated. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve the Final Plat of the Peaches September 5, 2006 Page 1 of 2 Minor Subdivision Located at Approximately 400 East Street and Kiva REGULAR MEETING & ATTENDANCE APPROVAL OF MINUTES CITIZENS TO BE HEARD ENGINEERING UPDATE PLANNING UPDATE POLICE UPDATE PUBLIC WORKS UPDATE PROPOSED ORDINANCE #2006- 12, APPROVED PROPOSED RESOLUTION #22- 2006, APPROVED FINAL PLAT FOR PEACHES SUBDIVISION, APPROVED Drive. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve Proposed Resolution #23- 2006 - A Resolution Approving the Subcontracting Agreement Between the City of Moab and the Grand County School District. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve Proposed Ordinance #2006-13 — An Ordinance Repealing Section 17.69.030 (B) and Amending 17.69.040 (A) of the Moab Municipal Code Regarding Secondary Dwellings. Councilmember Davis seconded the motion. The motion carried 5-0 aye. Under Discussion Regarding the Film Commission Analysis, City Manager Metzler made a presentation. Discussion followed. There was no Correspondence to be Read. Under Administrative Report, City Manager Metzler stated that there would be a ribbon cutting on September 8 for the Main Street Opening at Swanny City Park and that she had a discussion with Les Prall and Jerry McNeely regarding film equipment grant administration. City Manager Metzler stated that the Teen Center had conducted a successful Grand Opening, that the Animal Shelter Construction was on schedule and that there would be a one year walk through for the City Center. City Manager Metzler stated that the City Center LEEDS certification had been submitted for the gold level and that a new tenant had moved into the building. City Manager Metzler stated that the water intern had completed an analysis of a water conservation rate structure and that the City currently had a lot of open positions. Mayor and Council Reports were not given. Councilmember Stucki moved to pay the bills against the City of Moab in the amount of $418,666.89. Councilmember Bailey seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Mayor Sakrison adjourned the meeting at 8:20 PM. APPROVED: ATTEST: David L.
