The first unit was issued to a construction site for the maintenance and appearance of the fencing. The second warning was issued to another construction site who had begun permitted work but had not erected fencing as required by the code. Code officers responded to the Kenilworth regarding a complaint of a dog habitually howling and yelping. The code officer met with the owner of the dog, issued a warning and provided guidance as to the code affecting disturbances caused by dogs. Noteworthy Incidents / Arrests Date Incident Type Location 03/03/17 Hazardous Conditions 10225 Collins Avenue Comments: While patrolling the Collins Avenue corridor, a Bal Harbour officer was alerted by a pedestrian of a toppled Date Palm. The officer responded to the area and observed the crown of a Date Palm partially obstructing the roadway. The officer closed one north bound lane until the debris was removed. No injuries or damages were reported. Date Incident Type Location 03/03/2017 AOA W/Surfside 9000 Collins Avenue Comments: The Town of Surfside Police Department broadcasted a BOLO (Be On The Look Out) for a vehicle which struck a town employee and fled North on Collins Avenue. A Bal Harbour police officer patrolling the Collins Avenue corridor observed a vehicle matching the description and initiated a traffic stop on the vehicle. Surfside police officers positively identified the vehicle and issued the driver multiple traffic citations. No injuries or damages were reported by Surfside personnel. Date Incident Type Location 03/04/2017 Drug/Traffic Arrest 9700 Collins Avenue Comments: While conducting the mandatory Collins Avenue High Visibility Detail, a Bal Harbour police officer observed a vehicle commit a traffic infraction. The vehicle was detained and as the officer approached he detected a strong odor of marijuana emanating from the interior of the vehicle. Subsequent investigation revealed two small baggies of marijuana, a small amount of cocaine and an open bottle of liquor in the passenger compartment. A crimi I history check revealed the driver had an outstanding Bench Warrant in the amount of $10,000 for his arrest. The river was issued multiple traffic citations and arrested for multiple misdemeanor and felony charges. 3 BAL HARBOUR POLICE DEPARTMENT MIGUEL DE LA ROSA Acting Chief of Police Weekly Summary Report Date Incident Type Location 03/08/2017 Swimming Incidents 10295 Collins Avenue Comments: Bal Harbour police officers were summoned to the beach on three separate incidents regarding distressed swimmers in the ocean behind the Ritz Carlton Hotel. In all instances the swimmers had been caught in strong rip currents near the area; however they were all rescued from the beach without injury. Due to the number of incidents and the likelihood of additional incidents occurring the order to close the beach to swimmers was issued. The appropriate flags were erected and the information was posted to social media. A Bal Harbour police officer was also assigned to the area for the remainder of the day. No further incidents were reported. Date Incident Type Location 03/08/2017 Felony Arrest / Traffic 9700 Block of Collins Avenue Comments: While conducting a traffic enforcement detail, a Bal Harbour officer initiated a traffic stop on a vehicle due to an equipment violation. A check of the individual's driver's license revealed he was a Habitual Traffic Offender (HTO) with his driving privilege revoked since 2015. The driver was arrested for the felony charge of driving while an HTO and a search of the vehicle revealed a "grinder" tool utilized to grind down marijuana. The individual was arrested and transported to the Dade County Jail. Date Incident Type Location 03/08/2017 Arrest / Loitering & Prowling 10240 Collins Avenue Comments: Officers were dispatched to a possible burglary where an off -duty police officer had detained a suspect. The investigation revealed that a burglary had not occurred; however the suspect could not dispel the officer's concern as to her presence at the complex providing conflicting statements as to her actions.
