HomeMy Public PortalAbout039-1995 - APPROPRIATION ORDINANCE TRANSFERRING DORMANT FUND BAORDINANCE 39-1995 AN APPROPRIATION ORDINANCE TRANSFERRING DORMANT FUND BALANCES AND AMENDING THE 1995 BUDGET Whereas Common Council of the City of Richmond, Indiana, adopted a budget for calendar year 1995, and Whereas it is possible to authorize additional appropriations pursuant to Indiana Code 6-1.1- 18.5, and Whereas it is mandated by Indiana Code 36-1-8-5 (b) (2) that unused and unencumbered fund balances shall be transferred by Common Council to the General Fund of a municipality, and Whereas a legally advertised public hearing was conducted the 17th day of July, 1995, pursuant to Indiana Code 5-3-1-2 (b), NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the dormant balances of $29,369.73 in the City Gas Fund and $4,702.05 in the Central Garage Fund be transferred to the General Fund and that the budget be amended as follow: A. Add $29,369.73 for Telephone & Facsimile expense in the Department of Finance budget of the General Fund, Existing account number 101-1-2-201-3-3210, and B . Add $4,702.05 for Computer Equipment expense in the Department of Finance budget of the General Fund, Existing account number 101-1-2-201-4-4435. MILLIGAN City Attorney This ordinance fulfills a Statutory Mandate set forth in Indiana Code 36-1-8-5 (b) (2) which provides "whenever the purposes of a tax levy have been fulfilled and an unused and unencumbered balance remains in the fund, the fiscal body (Common Council) of the political subdivision shall order the balance of that fund to be transferred... to the general fund of the municipality." Dormant balances of $29,369.73 in the City Gas Fund and $4,702.05 in the Central Garage Fund are being transferred to the General Fund. This ordinance also appropriates this money in the Department of Finance Telephone & Facsimile account in the amount of $29,369.73 and the Department of Finance Computer Equipment account in the amount of $4,702.05. Due to the fact that this is an Additional Appropriation, a public hearing has been advertised, as required by state statute, for your July 17th meeting. This ordinance can be adopted in a single meeting on two motions to suspend rules since the advertised public hearing will take place on first reading. Sincerely yours, Thomas S.
