A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT 6400 EAST
NATIONAL ROAD
WHEREAS the zoning map designates real estate at 6400 East National Road as A-1
Agricultural District, and
WHEREAS it is desirable to change the zoning designation to C-2 Commercial District
to accommodate business development,
NOW, TIEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning designation of the real estate at 6400 East National Road, which is Auditor's Map
Numbers 46-25-000-311.000-15 and 46-25-000-401.020-15 be and is hereby changed to C-2
Commercial District.
Passed and adopted this 7th day of August, 1995, by the Common Council of the City of
Richmond, Indiana.

Dear Ms. Hutton:
The Richmond Planning Commission conducted a public hearing July 25, 1995, on the request of
Timothy and Bonnie Cummings of 6400 National Road East.
Timothy and Bonnie Cummings are requesting a rezoning of their property at the above location;
consisting of 74.65 acres, from A-1 agricultural use to C-2 retail commercial usage.
Sixteen letters were mailed to adjoining property owners with two letters returned in favor of the
request and none in opposition.
No citizens appeared at the hearing to speak in favor or in opposition to the request.
Planning staff recommended the ordinance be approved for the following reasons:
1. Master Plan calls for this land to be either commercial or industrial.
2. Sanitary sewers and water lines have been installed along the length of this
property encouraging commercial growth.
3. The agriculture zoning is inappropriate at the intersection of two major highways.
4. Retail commercial is the highest and best use of this land.
The Planning Commission voted unanimously to recommend approval of this request.

This ordinance is a rezoning of forest Iand and wildlife habitat consisting of 74.65 acres from A-1
Agricultural District to C-2 Commercial District to accommodate business development. The property
is owned by Timothy and Bonnie Cummings and located at 6400 East National Road.
The ordinance should be referred to Plan Commission for public hearing at its meeting on July 25,1995.
The ordinance could be back to Council for second reading on August 7,1995.
