The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Week! Code Enforcement Efforts
The code enforcement unit issued sixteen code warnings to retail establishments this week. The Finance Department
identified these establishments as not having renewed their Business Tax Receipt as required by code. The businesses
are subject to late fees and will be assessed an additional fine if they do not comply by March 31, 2017.

10400 Block of Collins Avenue
Comments:
While conducting speed RADAR enforcement on Collins Avenue an officer detained a vehicle for a traffic violation.
Upon speaking with the driver, the officer suspected the driver was impaired to drive due to the effects of consuming
alcohol. He was asked to perform standard field sobriety exercises to detect impairment, which the driver failed. He
was subsequently arrested for driving under the influence (DUI) and transported to jail.

Assist Surfside Police Department
Harding Avenue and 96 Street
Comments:
While assigned to the crosswalk detail on 96 Street an officer was approached by a woman advising that someone
had just stolen her bicycle as she used an ATM in the Town of Surfside. The officer quickly relayed the description of
the bicycle and the suspect to the neighboring agencies and within seconds a Bay Harbor Islands police officer
observed and detained the suspect until the arrival of the victim. The victim confirmed that the officer had detained
the correct suspect and retrieved her bicycle. The Surfside Police Department then took over the investigation.

Comments:
While on a RADAR enforcement detail, a Bal Harbour officer was approached by a motorist in need of directions.
During the consensual encounter the officer detected a strong odor of Marijuana emitting from the vehicle. The
subsequent investigation led to the seizure of small baggie containing Cannabis and the arrest of the driver. The
offender was released on the scene after signing a PTA (promise to appear in court). The contraband was seied and
placed in the police department evidence locker.

Comments:
While conducting a crosswalk detail, a Bal Harbour police officer stopped a vehicle whose driver failed to yield to
pedestrians in the crosswalk. The officer detected a prominent odor of Marijuana emitting from the vehicle passenger
compartment. Further investigation revealed the driver was in possession of Marijuana and several pieces of
paraphernalia used to facilitate the use of the narcotic. The offender was released on the scene after signing a promise
to appear in court. All contraband was seized and placed in the police department evidence locker.

Comments:
While conducting a traffic enforcement detail on Collins Avenue, a Bal Harbour officer observed a vehicle commit an
infraction and detained the vehicle. The officer detected a strong odor of Marijuana emitting from the vehicle and
subsequently discovered a small bag containing suspected cannabis. The subject was arrested for possession of
marijuana and driving with a suspended driver's license. The contraband was seized and placed in the evidence locker
and the vehicle was towed away from the scene. The driver had no open warrants and was allowed to sign a promise
to appear and was released on the scene.

Assist United States Coast Guard
Haulover Inlet
Comments:
The United States Coast Guard requested assistance from the Bal Harbour police marine patrol in intercepting a vessel
under active surveillance. The marine patrol effected a stop on the suspect vessel without incident at which time the
USCG took over the investigation.

Vehicle Burglary
9700 Collins Avenue Bal Harbour Shops
Comments:
A person reported that his vehicle had been burglarized while parked in the first level of the shops parking garage. The
victim advised that he had placed a bag containing his laptop in the trunk of his vehicle while he was in Miami Lakes
and drove to the shops. Upon returning to his vehicle and opening the trunk he discovered that the bag was missing.
The case was sent to the detective bureau for further investigation.

Comments:
While conducting a proactive traffic enforcement detail along Collins Avenue, the evening shift Bal Harbour police
officers conducted two separate traffic stops which lead to the arrest of the drivers. After detecting a strong odor of
marijuana emitting from the vehicles, the Bal Harbour Police Narcotic Detection K9 was deployed. The canine made a
positive alert which led to the discovery of cannabis in the center console of one vehicle and the door panel of the other.
Both drivers were arrested for possession of cannabis and one was also charged with driving with a suspended driver's
license. The contraband was seized and placed in the Bal Harbour evidence locker. The offenders did not have any
open warrants and were released after signing a promise to appear in court.

9701 Collins Avenue St. Regis Hotel
Comments:
The St. Regis Hotel security observed two juveniles enter a cabana and upon further investigation discovered they had
damaged property and removed items. Hotel security was able to detain one juvenile; however, the other fled the
property. Arriving officers broadcasted a description and Surfside police officers were successful in detaining him. The
juveniles were arrested and transported to the Juvenile Processing Center (JAC).
